A meeting of Canwick Parish Council was held on Monday 20th June 2016 at the Village Hall, Montagu Road,

Canwick. District/County Councillor R. Oxby, PCSO Paul Flannigan and the Clerk were also present.

The Chairman thanked members for their agreement to an earlier meeting time at short notice.

1. Apologies and Declarations of Interest: Apologies had been received from Cllr Hales and Cllr Mrs Brighton. There were no Declarations of Interest.

Police Report: PCSO Flannigan stated there had been one recorded crime the previous month which was a garage break-in on Canwick Hill.

2. Clerk’s Notes from the Meeting on 23rd May 2016: The notes from this meeting had been e-mailed to each member. The Chairman proposed the notes be accepted and approved as minutes for signing and this was unanimously agreed.

3. Matters Arising:

3a. Information Packs for New Residents: It was noted new residents had moved into Copse Hill on Hall Drive. Cllr Narborough to prepare and issue a pack. Cllr Mrs Griffin reported new residents in one of the Mews Cottages on Grange Lane. Cllr Narborough to investigate and issue a pack accordingly.

The Chairman stated he had received positive feedback from a new resident about the pack.

3b. Website: On-going.

4. Planning:

4a. Central Lincolnshire Local Plan: The Chairman confirmed that comments had been sent back as agreed and an acknowledgement received. He stated we now await an invitation to the oral examination of the plan.

4b. 16/0530HOUS – Erection of Single Storey Rear Extension – Copse Hill, Hall Drive: Cllr Carrington received notification during the meeting that this had been approved by NKDC.

4c. Items Notified since Publication of the Agenda: None.

5. Environment:

5a. Highways Issues: The Chairman stated that he had noticed that the gulley at the junction of Pelham Lane/Hall Drive had been marked ready for repair.

Cllr Mrs Griffin reported that she had contacted Taylor Lindsey about their plot on Grange Lane as it is over run with weeds and it is to be dealt with in August.

Cllr Mrs Griffin also reported that she had complained to Western Power about the non-removal of barricades on Grange Lane following their works and the matter had now been resolved.

Cllr Narborough enquired if enforcement of ‘No-Parking’ on grass verges outside residents’ homes was possible as there could be a potential problem on School Lane. To be monitored.

Cllr Mrs Dowson reported that landscaping on the verge on Canwick Hill appeared to be incomplete and the soil was very rough. The Chairman said he understood that several remedial works were in progress.

5b. Dog Waste and Litter Bins: It was noted there had been no progress regarding the missing litter bin at the junction of Hall Drive/Canwick Hill. The Chairman to speak to Trevor Hines at LCC.

5c. LCC Footway Lighting: This had been e-mailed to members. It was noted that LCC had decided their street lighting will now be turned off at midnight instead of 10pm. In response to a question Cllr Oxby believed that shields had been fitted to reduce glare from some newer LED street lights.

6. Correspondence:

6a. What’s On June 2016: This had been e-mailed to members and a hard copy placed on the notice board.

6b. Lalc News: This had been e-mailed to members. The Chairman reminded members if they wished to attend any training courses to inform the Clerk.

6c. Electoral Review of Lincolnshire: The Chairman confirmed we had sent our response as agreed and received an acknowledgement. Cllr Oxby stated he felt nothing would change now.

6d. Amenity Grass Cutting: This had been e-mailed to members. A hard copy had also been received from NKDC with proposals from LCC to reduce grass cutting from three times a year to twice a year except where it is affecting visibility at road junctions. These changes to take effect from 1st April 2017. Cllr Carrington stated it was unacceptable that the Parish Council had received nothing from LCC. He had contacted Nina Camm from NKDC who confirmed that they do cut some areas of grass on behalf of LCC. This will stop under the new proposals as there will be no funding. The Chairman asked Cllr Oxby if he could enquire as to what LCC propose to do in Canwick. Cllr Carrington stated that as District Councillor he will follow up with Nina Camm as safety of pedestrians needs to be considered as well as motorists.

6e. NKDC - Community Champions: This had been e-mailed to members. The Chairman asked members if they knew of any deserving person to let himself or the Clerk know. It was noted the closing date was early September.

6f. Lincs Minerals and Waste Local Plan: This had been e-mailed to members and was noted.

6g. NKDC Business Breakfast: This had been e-mailed to members and was noted.

6h. Items received since Publication of Agenda: None

7. Four Parishes Cluster Group:

7a. Update: Nothing to report.

8. Parish Plan Action Plan:

8a. Defibrillator: The Chairman reported he had spoken to Neil Chadwick from NKDC who had given various different options for installation. He asked members if they were content for him to progress the matter with the Social Club. All agreed.

9. Finance:

9a. Bank Account Update: The Chairman stated that on 31st May 2016 the balance on the deposit account was £8964.94. The current account balance was £87.74.

9b. Public Works Loan: The Chairman informed members that £250 had been transferred from the deposit account to cover a payment of £230.22 which was due on due on 2nd June. Due to an e-mail address error we had not received notification. He asked members to approve these transactions in retrospect. All agreed. The e-mail address had now been corrected and we had received a list of future payments for reference.

9c. Payments due in June: A payment of £130.30 was due to Glendale for grass cutting weeks ending 29th April and 20th May 2016. All agreed.

9d. Clerk’s Salary: The Clerk’s salary for the period April – June which totalled £334.77 was due for payment. All agreed.

9e. Transfer of Funds: The Chairman proposed transferring £450 from the deposit account to the current account to cover the payments due. All agreed.

9f. Annual Audit: The Chairman asked members if they were content for submission when cleared from internal audit. All agreed.

10. Urgent Items for Information: Cllr Oxby reported:

· Part of the East/West link road on Tentercroft Street was now open for traffic.

· Transport Construct Ltd had been formed in the south of the county for special educational needs.

· A visitor centre opened at the end of May at Gibraltar Point had already proved to be very successful.

· The Poppies at Lincoln Castle had already received over 100,000 visitors.

· Unpaid carers are to receive more support from LCC from 1/06/2016.

· LCC will have a stand at the Lincolnshire Show.

· There is a scheme to manage surface water at Stamp End which has suffered serious flooding problems in the past.

The Chairman informed members that our TSB bank branch on Bank Street, Lincoln had now closed with business transferred to the branch at 202 High Street, Lincoln.

The Clerk was asked to contact Glendale as the play area on the playing field was not being cut at all after a request to not cut too close to the play equipment. Cllr Carrington suggested speaking to the Playing Field Committee reference protecting the equipment.

11. Date of Next Meeting: The next meeting was scheduled for Monday 18thJuly 2016 starting at 7.30pm at the Village Hall, Montagu Road, Canwick.

There being no further business the Chairman closed the meeting at 7.30pm.
