Responses to Questions

Q1)Page 9, Section D (SPECIFIC REQUIREMENTS), Item 2.d., states:

STATEMENT OF CONFIDENTIALITY: Contractor and each of its employees who may have access to the confidential or sensitive data of the County shall be required to sign and adhere to the terms of a confidentiality statement (Exhibit F) attesting to the fact that he/she is aware of the confidential data and the penalties for unauthorized use and disclosure under applicable state and federal law thereof. This statement shall be renewed and signed annually. Copies of signed confidentiality statements must be made available and forwarded to County’s information security contact upon request.

Does this form have to be signed by the contractor, or by each processor?

A)The County expects all process servers to sign a statement annually and abide by these confidentiality rules at all times.

Q2)What if the process servers are not employees, but are independent contractors or something of that nature?

A)All process servers will have to sign the form and abide by the confidentiality rules before performing any services for the Alameda County Department of Child Support Services (ACDCS).

Q3)If a vendor is using a particular server for the first time, does the vendor send that form along with the server for the first job, have them sign it and send it back?

A)That would be one option. The vendor could also ask the server to come into the office to sign the form before sending them out on the first job.

Q4)Is the confidentiality form something the vendor has to provide in advance?

A)Yes. The vendor/contractor will have to provide confidentiality forms to servers in advance so that they can sign and return it before performing any services for ACDCS.

Q5)With the information security requirements, is there anything specific that the County is looking for, i.e. programs or anything like that, other than just forms that the vendor will have the servers sign, that will protect identities and information, and that kind of stuff?

A)The County will have an evaluation panel that will be looking over the proposals for the highest quality, as the County expects to get the most responsible vendor. The County suggests that bidders carefully look at the RFP in general and Exhibit E specifically since there is a lot of detail as to exactly what the County is looking for.

Q6)How many bids were submitted for the last contract, and is there a minimum number of bids or number of companies that have to submit for an RFP?

A)Seven bids were received when the previous bid was released for multiple agencies within the County, as an RFQ, in 2009. This RFP is specifically for the Department of Child Support Services.

Q7)Per the vendor list, there are two incumbents. How does that work? Is the project being divided up by what company gets local and what company gets the out-of-area business?

A)The Department of Child Support ServicesusesInterceptor, exclusively.

Q8)So, the other incumbent was used because there were multiple agencies involved?

A)Yes. It is not unusual for the County to issue multiple awards.

Q9)Are bidders able to get a copy of the current pricing or a copy of the current contract?

A)That would be a California Public Records Act (CPRA) request. Bidders will have to email Lovell Laurente at .

Q10)How do bidders know how much to bid?

A)Successful bidders should have a grasp on their costs and a reasonable expectation on the profit they may expect.
