  1. INTENT

The intent of this Request for Interest (RFI) is to search for qualified vendors who can supply and provide the specified furniture products and services required for the Phase 2, Acute Care Tower building, as part of the Highland Hospital Acute Tower Replacement (ATR) Project.

The County intends to release a Request for Quotation (RFQ) and award a three-year contract (with option to renew) to the bidder(s) selected as the lowest cost responsible bidder whose response meets the County’s requirements.

The County of Alameda does not guarantee that a subsequent RFQ will be issued. Should an RFQ be issued, the terms and conditions described in this RFI are not guaranteed to remain exactly the same.

  1. SCOPE

The County of Alameda is currently underway with the ATR Project, located in Oakland, California. This new facility will function as a hospital with intensive care, medical surgery and women’s care units, as part of the existing medical center campus. This Acute Care Tower building occupancy is an Office of Statewide Health Planning and Development (OSHPD) SPC-5 designated facility. The furniture was selected for the project’s program and per the current operations requirements of the medical center.

  1. VENDOR QUALIFICATION CRITERIA

Vendor minimum qualification criteria include, but are not limited, to the following:

  1. Bidder shall be regularly and continuously engaged in the business of providing furniture products and services for at least three (3) years;
  2. Bidder shall be a certified commercial furnituremanufacturer or manufacturer’sdealer or representative, authorized to sell specified furniture and provide the required services.
  3. Bidder shall possess all permits, licenses and professional credentials necessary to supply product and perform services as specified under this RFI.
  4. The manufacturer’s standard warranty must be transferred from the County of Alameda (as purchaser of the product) to the Alameda Health System (operator of the facility) without voiding the warranty.

  1. Small Local Emerging Business Program: The County is vitally interested in promoting the growth of small and emerging local businesses by means of increasing the participation of these businesses in the County’s purchase of goods and services.

As a result of the County’s commitment to advance the economic opportunities of these businesses, Bidders must meet the County’s Small and Emerging Locally Owned Business requirements in order to be considered for the contract award. These requirements can be found online at:

For purposes of this bid, applicable industries include, but are not limited to, the following NAICS Code(s): 337121, 337122, 337124, 337125, 337211 and 337214 as having no more than500 employees over the last three (3) years.

An emerging business, as defined by the County, is one that has less than one-half (1/2) of the preceding amount and has been in business less than five (5) years.
