TILLICOULTRY, COALSNAUGHTON & DEVONSIDE COMMUNITY COUNCIL

MINUTES OF THE MEETING OF THE COMMUNITY COUNCIL HELD IN THE BEN CLEUCH CENTRE, TILLICOULTRY ON 12th MARCH 2013 AT 7.00 PM.

PRESENT :- Ian Gordon, Robert McLelland, Elma Mitchell, Ian Millar, Ewart McAuslane, Chris McCallion, Melanie White and Paul McCormick.

IN ATTENDANCE :- Archie Drummond, PC Louise Harding, Donald Balsillie, Claire Mackay, John Biggam and 2 members of the public.

APOLOGIES :- John McConville, Robyn Murray, Graeme Clark, Billy Shepherd, Caroline Wilson, and Robert McAulay.

CHAIRPERSON’S REMARKS

Chris McCallion was asked to take the Chair as the Chair and the Vice-chair were not present. He agreed, and welcomed all to the meeting. He asked that the various reports be timed and he gave the times which he had worked out.

MINUTES OF LAST MEETING

The acceptance of the Minutes of the meeting on 12th February was proposed by Ian Millar and seconded by Elma Mitchell. There being no dissent the Minute was accepted as a correct record.

POLICE REPORT/PACT

In the last month there had been 14 crimes reported and 5 had been detected in the CC area. The undetected crimes were 3 vandalisms, 3 shopliftings, etc.

There was some problem with youths hanging around the Off-licence asking to people to buy them alcohol. The Police are keeping any eye on this problem. There had been intelligence led drug “busts” in Tillicoultry in 3 properties where drug were recovered in each location. The Police were grateful for the help given by the general public.

COUNCILLOR’S REPORT

Archie Drummond said that money had been spent on the Mill Glen but it would appear that no physical work had been carried out.

The path from Bard’s Way which was used by children going to school was not a Right of Way although Clackmannanshire could take out a Path Order for this route with the Community backing the action. The Community Council would be willing to back a Path Order. The CC should write to Clackmannanshire Council – Legal Services regarding the Path Order which would be posted on the CC Notice Board.

The lighting of the path at Sandyknowe was discussed but Clackmannanshire Council has no legal obligation to erect a light at the steps. The path was not a core path in any event.

There was money for environmental projects from the Clydesdale Bank of, in total £175,000, and the Scottish Government would make £10,000 available also for environmental projects.

Clackmannanshire Council will still make available £500 for events.

Donald Balsillie agreed that work on Tillicoultry Glen was in progress.

COMMUNITY WEEK

It had been proposed that “Tilly in the Park” would continue as last year.

Ian Gordon said that the party responsible for the event would have to tell their insurers that they were holding the event. It was mentioned that the Rugby Club would be responsible hence they would have to insure the event.

This item will be on the next agenda.

TREASURER’S REPORT

There has been little movement in the main funds over the last month.

The general fund of TCDCC stands at £3,129.46.

The Over 70’s fund of TCDCC stands at £1,853.28

The Tillicoultry Gala Fund stands at £5,341.81.

The Tillicoultry Christmas Lights fund stands at around £ 940.00.

Elma said that the Bank had required that there should be a new form filled in for the authorised signatories and Elma would complete the form and the other signatories could arrive at Elma’s house to sign the forms.

Ian Gordon said that he had the same difficulty with the Tillicoultry Gala Fund but he hoped the deadline of 28th March would not be enforced.

SECRETARY’S REPORT

The Secretary had received the following: - Flier from Fine Time Carnivals, Envirosan Acceptance of Order, Flier from Online Playgrounds, Scotways magazine and bank statements.

The Community Health Partnership Forum was held on Tuesday 5th March in the Whins Resource Centre. It was not possible to send a representative to the meeting.

Zurich had sent a quotation for the TCDCC which covered all risks including Tillicoultry Gala amounting to £503.53 but Detlef Lorenz is negotiating increased cover for the amount which Clackmannanshire Council pays. It is not clear on what date the Clackmannanshire Council scheme takes effect. TCDCC, and more importantly, Tillicoultry Gala Fund has an expiry date of 10th April 2013. The Gala Fund cannot afford be without its insurance cover because there is too much equipment.

An e-mail about Community Empowerment had been received giving a web address to access it.

There is a group wishing to organise, hopefully, the purchase of an “Eco bus”. This group is Disability Awareness Group Eco Bus Project.

It has been mooted that TCDCC should take over the other two noticeboards beside the Clydesdale bank. There has been no answer to date.

PLANNING REPORT

There has been nothing of note.

SOCIAL COMMITTEE

The Gala Committee should meet as soon as possible. It was agreed that this meeting would take place on 20th March 2013 in the Ben Cleuch Centre to set out responsibilities etc. Ian Gordon gave his apologies because he would be on holiday in the South of England.

The Over 70’s trip this year will be on the 9th July and will go to Perth.

ANY OTHER REPORT

AOCB

The problem of Dog fouling was raised. Most dog owners are responsible for their dogs and clean-up for them. The irresponsible owners who do not clean up after their dogs can be responsible for all kinds of dreadful diseases which can be in dog poo. This a particular problem in the Public Park when the irresponsible let their dogs run and “perform” on the rugby and football pitches. Archie said that he would look into the possibilities of a ban on dogs in public parks. The Police should be notified of any dog fouling in the public park.

There was a complaint about the litter outside public houses and the shops.

The Tillycoeur Project sent its thanks for TCDCC donating £136.00 for the Ceilidh for the French visitors.

Tillycoeur Project has now agreed a constitution and has a bank account. Membership is available to any household in Tillicoultry at the cost of £1 per household. There are many fundraising ideas afloat and TCDCC wishes them well.

Ewart McAuslane stated that Alison Brickfeld had been inducted in the Parish Church and has already been in touch with the other denominations in Tillicoultry.

The Cadet Hall in Fir Park has been opened and is now running.

It was suggested that a litter bin should be sited at the Cemetery bus stop. Archie would look into the matter.

Bins left on parts of the pavement were discussed and it was agreed to contact Waste Services about this matter.

There were a lot of complaints about the NHS bus only being run from Alloa. This would put the Hillfoots, in particular, in the situation that would have no direct service to Larbert. A complaint has been made but the Health Board has not yet replied. TCDCC should make a complaint to the Health Board.

The meeting ended at 9.00 pm.

The next meeting of the Community Council will be held in the Ben Cleuch Centre at 7.00 pm on 9th April 2013.
