  1. INTENT

The intent of this Request for Interest (RFI) is to search for qualified vendors who are interested in implementing and administering all aspects of the Alameda County Employee Services Recognition Awards program.

The County intends to release a Request for Proposal (RFP) and award a three-year contract (with option to renew) to the bidder(s) selected as the most responsible bidder(s) whose response conforms to the RFP and meets the County’s requirements.

The County of Alameda does not guarantee that a subsequent RFP will be issued. Should an RFP be issued, the terms and conditions described in this RFI are not guaranteed to remain exactly the same.

  1. SCOPE

The Alameda County Employee Service Recognition Awards Program is administered through the Human Resource Services / Employee Benefits Center (HRS/EBC). The program encompasses the following three (3) components:

  1. Service awards for approximately 1,600 employees,annually,completing five-year increments of service spanning from five through fifty years;
  2. Retirement plaques for approximately 60 to 160 employees,annually,retiring with twenty plus years of service; and,
  3. Tokens of special appreciation by the Alameda County Board of Supervisors awarded to approximately 36 County employees, annually (3 per month).
  1. VENDOR QUALIFICATION CRITERIA

Vendor minimum qualification criteria includes, but is not limited to, being in the business of providing awards for recognition programs for a minimum of the last two (2) consecutive years.

  1. Small Local Emerging Business Program: The County is vitally interested in promoting the growth of small and emerging local businesses by means of increasing the participation of these businesses in the County’s purchase of goods and services.

As a result of the County’s commitment to advance the economic opportunities of these businesses, Bidders must meet the County’s Small and Emerging Locally Owned Business requirements in order to be considered for the contract award. These requirements can be found online at:

For purposes of this bid, applicable industries include, but are not limited to, the following NAICS Code(s): 453998and 323113 as having no more than500 employees over the last three (3) years.

An emerging business, as defined by the County, is one that has less than one-half (1/2) of the preceding amount and has been in business less than five (5) years.
