A: Yes, this year is the first official year of implementation.

Q: What is the difference between an informal and formal observation?
A: Formal - 45 minutes, Informal - 20 minutes

A: Each webinar in the 2013 Fall School Counseling Webinar Series will focus on a different topic. However, all will be related to the new School Counselor Evaluation process.

Q: What is the expectation in terms of number of observations required? Is it one?
A: The number of observations per year is three (3). You will find the expectations in the School Counselor Evaluation User’s Guide on the NCEES Wikispace at:

Q: Could you share some examples of appropriate tools for needs assessments and ways to analyze this information?
A: Some examples will be shared by school counselor leaders in the webinars to come that are focused on the specific standards.
Q: What method of training is being utilized across the state to train administrators who are responsible for evaluating Student Services Staff? I work in a smaller district; we don't necessarily have anyone who is taking the lead in staff development and training for the new instruments.
A: State-wide training has been occurring since summer of 2012 and is continuing. This training is a Race to the Top training in each region and is a “train the trainer” model for LEA representatives to return to the district and train the appropriate staff. Since each LEA is managing the training to meet the needs of their district, you may desire to discuss how this may be delivered in your district with your Human Resources Director.
Q: Many counselors have often been assigned as the school's testing coordinator. I understand that we are no longer to serve as testing coordinator; however, the legislation states we may use a portion of our time "assisting" the testing coordinator. I think that many of us are unsure about which testing responsibilities we are allowed to participate in. Are we allowed to develop test plans? Are we allowed to be scheduled to administer, proctor, or serve as hall monitor for all school testing? We wish to help, but need further clarification. Thank you.
A: The guidelines to assist with transitioning these duties are being presented to the State Board of Education in October. More information will come soon.
Q: Where did you say we would be able to find the suggested artifacts for the standards?
A: At the end of each standard in the evaluation rubric are examples of suggested artifacts. This list is not all the items that may be used as artifacts, just examples.
Q: What is the observer supposed to do with standards not seen?
A: By the end of the year, evidence should be seen for all standards for the summary. If not, it is not demonstrated.
Q: Will the subsequent webinars also be posted on the wikispace?
A: Yes, all webinars are recorded and posted on both the School Counseling Wikispace and the NCEES Wikispace.
Q: Is every element in each standard observable? If not, will marking it "not demonstrated" imply a negative mark for the counselor?
A: You are not rating Not Demonstrated until the end of the year at the Summary Rating Conference. By the end of the year, all elements should be observed or evidenced (through data and artifacts). If evidence of an element is not observed or provided through data/artifacts by the end of the year, then it is rated "not demonstrated."
Q: Who can do our informal observation?
A: Please consult the School Counselor Evaluation User’s Guide for the observation process, expectations and clarification on who may conduct the evaluation.
Q: Also, other than the webinars, will there be any other training provided to counselors?
A: NCDPI started training Summer of 2012 and is continuing through this year with regional face-to-face regional training, sessions at the CACG Counselor Institutes and the NC School Counselor Association Annual Fall Conference.
Q: Is there an adjusted/updated roll out plan for the evaluation?
A: No, implementation begins this school year 2013-14.
Q: If we completed our self-assessment on Home Base, do we need to redo that self-assessment on paper since our evaluation will not be done on Home Base?
A: Yes, you do not complete your self-assessment, PDP, etc. on Home Base this year. You should use the fillable PDF forms on the NCEES wiki.
Q: Will our evaluations, self-assessment, and PDP be archived online similar to teacher and administrator evaluations? Where we can look at them from year to year.
A: The Student Support Services evaluations will not be online until 2014-15.
Q: In reference to Duties of school counselors a states "Counselors shall spend at least 8o% of their work time providing direct services to students" I am a schedule where I teach 27 classes a week, on Tue. Wed. and Thur. I have 7 classes that I provided resource for 40 min. Where does this fit into the standards???
A: This would possibly work with Standard 3. However, you will need to make sure you are scheduling your time in order to meet the criteria of the other four standards as well as meet the new law of developing and implementing a comprehensive school counseling program. Classroom guidance delivery is only one component of the comprehensive school counseling program.

Q: Examples of how to use data to support PDP when most of it is academic?
A: Using data to make decisions will be discussed in detail during the October 16th webinar. In addition, there will be an online program shared with each LEA.
