Guests: Officer Jeff Giordano

President Martell called the meeting to order at 5:40 p.m.

Officer Giordano reported that the police department is going to host a Halloween Walk for the children at SouthsideElementary School on October 31. The Walk will be on South Miami Avenue between 13th and 8th Streets. There was also some discussion of “event” traffic on Brickell and the problems caused for businesses and residents when Brickell is blocked for events such as charity walks and runs. Also discussed was the congestion caused in the southern residential area when events like the tennis tournament are held on Key Biscayne.

Officer Giordano said that a letter of support from the BAA (and BHA) regarding strict enforcement of the parking codes, especially zero tolerance at construction sites, would help the police do their job more effectively.

Officer Giordano also mentioned that the Brickell EOC has been given space at MaryBrickellVillage and that he would like to set up a meeting in mid-November to do a “dry run” of emergency communications. Officer Giordano and Bill Ross, Chair of the Hurricane Preparedness committee, agreed to set a date to meet. The purchase of radios and a collapsible transmission tower will also be discussed at that meeting to see if the Brickell building owners/managers are willing to provide funds for the purchase of such equipment.

In Treasurer Stringer’s absence, Mrs. Konsler presented the Board with the monthly Treasurer’s Report which shows the Association in good financial condition.

President Martell shared the monthly membership reports with the Board, noting a significant number of renewals over the past two months and two new memberships, The Related Group and ServPro of Kendall/Pinecrest & Brickell.

Mr. Martell reported that, at present, there is no news regarding the extension of the Brickell name. He informed Board members that William Holly is requesting permission to form a PAC-like committee whose sole purpose would be to raise money and work to preserve and limit the Brickell Avenue nomenclature to its present designations.

Mr. Holly outlined the purpose of the committee and made a motion that the Board approve its formation. Bill Ross seconded the motion. All voted in favor of the motion with the exception of Mr. Lowell who abstained from the vote.

Mr. Martell extended an invitation to Board members who would like to be considered for next year’s Executive Committee to make those wishes known. He indicated that the nominating committee would be meeting before the next Board meeting and would have a slate and Executive Committee in place by that time for a “first reading,” in accordance with Association By-Laws.

Brickell Homeowners Association President Tory Jacobs invited Board members to attend the BHA’s next meeting on Wednesday, November 8, 6:00 PM, Brickell Townhouse, 2451 Brickell Avenue. One topic of discussion will be Brickell traffic, especially the special events traffic. Representatives from the City and the County will be present for the discussion. Officer Giordano said he would invite managers from Centro and Novecento to the meeting to discuss the noise complaints that have been received from the Residences at the Four Seasons.

Tory also told Board members that he had been asked to comment on a proposed new building on the Northwest corner of 15th Road and South Miami Avenue. The proposal is for a 56 story structure. Such development requests bring up the question of what stand the BAA will (or will not) take regarding such high density development in the Brickell area.

Having no further business, Mr. Martell adjourned the meeting at 6:10 PM.

Respectfully Submitted,

Gloria Konsler

Next Meeting: Tuesday, November 14, 2006
