7/98 – PresentFrederick Community Health Network (FCHN) & FCHN-Insurance Services

Executive Director (Presently work as a contract employee)

  • General Manager of a community health network and insurance agency owned and operated by Frederick Memorial Hospital (FMH), the Frederick Physicians Network (FPN) and the Frederick Psychiatric Network (FPN-MN).
  • Oversee: Operations, Finance, Marketing, Public Relations, Provider/Member Services.
  • Market share: Reached 8.7% in 2006.
  • Also manage $15 million employee benefit plan for FMH (Life, Disability, Voluntary, Health and Dental). Savings of over $1.6 million since 2002.
  • Provide buying services HR; bid services as needed
  • Provide consulting and actuary services to health plan
  • Manage contracts and Produce special reports of vendor performance
  • Developed strategic plan for FCHN to enter insurance industry. Implemented plan starting in 2000. Highlights:

  • General Manager of two divisions of Fortune 200 Company: Managed Care and Physician Subsidiaries. Merged into one division in 7/98.
  • Revenues of $9 million; 35 FTEs.
  • Responsibilities: Manage operations, finance and Business Development.
  • Introduced auto insurance industry’s first managed care program in 24 states in first five months on job. Lobbied for legislation and managed care reform.

2/97 – 2/98America’s Health Plan (AHP), Division of Principal Health Care (PHC)

Chief Operating Officer

  • Chief Operating Officer for 10th largest PPO in the United States. AHP contracted with 150,000 physicians, 7,000 facilities and employed 90 FTE’s. Parent company, Principal Financial Group (PFG), one of the largest insurance companies in the United States with $64 billion in assets.
  • Responsibilities: General Manager for Business Development and Operations. Revenues of $9 million. Management of 97 FTEs, 35% Union contracts.
  • Results: Increase in revenues by 35% and profits by 50% in one year. Plan included integrating AHP indemnity and PPO products with Principal.
  • Successfully negotiated the sale of AHP for $16 million effective 1/1/98 to United Payors and United Providers (UP&UP).
11/89 – 2/97Mid Atlantic Medical Services, Inc. (MAMSI)

Senior Vice President – Alliance PPO, Inc./MAPSI

  • Initially managed entire operation and eventually headed sales/marketing of Alliance PPO/MAPSI. – largest PPO in the Mid-Atlantic, 15th largest in US.
  • Responsibilities: Management of Sales force, Broker Development, Business & Product Development (1989-97). Also Operations, Finance (1989-91).
  • Business strategy: Strategic alliance with indemnity payors, product development in group health, workers compensation, auto/medical insurance and ancillary products (vision and dental). Broker relations – carrier reps.
  • Network was basis for MAMSI Life and Health product.
  • Alliance/MAPSI grew from 30,000 to 819,000 members 11/89 - 6/95.
  • Revenue growth: $100,000 to $15 million – profit of $6 million, 11/89 – 6/95
  • PPO was 15th largest in the nation on 6/30/95.
Senior Vice President – MAMSI Life and Health Insurance Company
  • Created MAMSI Insurance Agency and then later helped create MAMSI Life and Health Insurance Company (MLH) in 7/95. The position was created specifically for me following a business development proposal presented to MAMSI’s Board. I was MLH’s first employee.
  • Responsibilities: Complete company development and implementation., product filing, rate development, marketing literature, operational procedures, policy issue and administration.
  • Recruit and train operations staff and sales force. Work with department heads and regional offices to develop packaging strategies.
  • Sales in 1st calendar year 1996: $5.8 million; Sales in 1997 increased 127%.
  • First year Loss Ratio: 52% incurred. Profit margin: $1.75 million.

8/88 – 11/89United States Life Insurance Company

Vice President of Sales, Washington, DC Region

  • Responsible for US Life’s DC Regional office.
  • Revenue of $10.3 million. Doubled staff size in less than one year
  • Responsibilities: Recruiting producing brokers/agents, product development, manage service departement for group life, disability, and health insurance.
  • Created US Life’s first PPO Product in Maryland.
  • Sales: 1989 was 180% of objective and double the 1988 production.
  • Increased Maryland sales by 2,000% during 1989.
  • Recruited seven new GA’s; 75 new brokers in 1989; 820 total brokers.
  • Developed creative mail/telemarketing campaign and numerous seminars.

7/85 – 8/88 United Health Maintenance (UHM)

Division Vice President

  • Managed operations for UHM; Revenues of $2 million and 35 FTEs.
  • Responsibilities: Business development and management, product development, operations, finance, Broker development.
  • Division performed wellness services for 30,000 union members and offered discount plans (vision, dental, etc.) for over 250,000 in DC/Baltimore area.
  • Contracted to eight insurance companies and 20 large corporations
  • Increased profitability by 50% over 2 ½ year; Increased revenues by 45%
  • Created new products for indemnity insurance carriers, brokers

2/82 – 7/85Blue Cross of Virginia

Manager, Special Accounts – Brokerage Division

  • Managed six business units and staff of eight employees.:
  • Brokerage Division, Life Insurance Division, and Association Division, Small Group Trust, Non Group Trust, Medicare Product, Taft-Hartley funds.
  • Managed $225 million in annual revenue or 50% of company’s business.
  • Broker program started with 0 brokers had over 820 brokers by 1985.
  • 68% Growth from 1982-1985, 92% persistency, 8% increase in profitability.
  • Developed “Healthy Virginian” program for preferred health risks.
  • Spent one year at Blue Cross of Maryland (2/82-12/82) before transferring.
