  1. CALL TO ORDER
    Dr. Burrell, chairman, called the meeting to order at 6:30PM as a regular monthly meeting of the Board of Education. Greg Crawfordled the pledge of allegiance.

II.RECOGNITION OF GUESTS
A. Dr. Burrell welcomed R. C. Hutchins, Clinton City Board of Education, and Eugene Lawson, Campbell County Board of Education, who were present to evaluate the board meeting for the TSBA Board of Distinction Award. He also recognized Faye Heatherly, former board of education member from CampbellCounty who was present.

VI.COMMENTS FROM THE CHAIR
A. Fall District meeting, HardinValleyAcademy – September 20.

B. TSBA’s annual convention will be at Opryland this year.

  1. Dr. Burrell recently received a letter from Kevin Huffman, Commissioner of Education, regarding recently passed laws and their recommendations along with an offer of help on collaborative conferencing.

VII. DIRECTOR’S REPORT

  1. Mr. Foster introduced Shelby Haun, Grand Oaks Elementary School Principal; Jennifer Foust, Dutch Valley Elementary School Principal; Henry Baggett, Lake City Elementary School Principal; Andrea Russell, Anderson County High School Principal; Katrina Oakley, Federal Projects Director and Greg Deal, Deputy Director for Curriculum and Instruction.
  2. Something Good – Angela Merryman, Clinton High School (CHS) teacher,spoke about the good things going on at CHS. She said teachers have begun to lay the groundwork to ease the transition from eighth to ninth grade. Teachers are excited and want students to be prepared and successful. She was told by a student that 14 football players are working on ACT prep this summer. Ms. Merrymanalso spoke of a recent CHS graduate who didn’t have transportation to college. She said she drove him to UTC where a couple, both 1984 CHS graduates, took him in for the night because he didn’t have aplace to stay. She added the couple would like to form a “Clinton” association in Chattanooga for CHS kids.
  3. Margaret Burrell explained changes to the state free lunch program that was discussed at the May 2011 meeting. The state cannot get the information needed from the USDA in order to proceed with the program, so the entire state has been withdrawn from the free lunch program. The system will continue with the current program.
  4. Anna Hurtprovided a summary of the newProfessional Educators Collaborative Conferencing Actthatwill replace collective bargaining. Under the act, the board chairman and a board of professional employees will meet to confer on matters relating to terms and conditions of service. There are also changes to tenure law. Those who were granted tenure prior to July 1, 2011 will remain tenured. Those who are not tenuredbefore July 1, 2011, have to achieve tenure within seven years. In order to be recommended for tenure, their performance level must be above expectations or significantly above expectations for two consecutive years. If a teacher does not meet requirements, (s)he can still be re-hired on a year to year basis. Ms. Hurt stated the system will have a year to get acclimated to the process. Dr.Burrell asked if the entire board must go through training and Anna thought they did. Dr. Burrell encouraged board members to call Stephen Smith with questions. TOSS and TSBA are both offering assistance.
  5. Update student data – Greg Deal provided an update on student data. He said some of the data is still embargoed (achievement and value added), but TCAP is not. TVAAS data will be released Friday, July 15, 2011. AndersonCounty received mixed results. There was an 8.6 percent gain in all areas across the county and that put us in the top ten in the state in terms of gains made. However, we are not where we should be regarding achievement. While the system made gains in 2010-2011, the achievement scores weren’t there. We have a lot of work to do and issues to address in order to make improvement. Mr. Foster stated he would keep the board updated as additional information is released.
  6. VIII. STUDENT SERVICES REPORT

None.

IX. COMMITTEE REPORTS

A. Building & Grounds – Motion by Jo Williams and seconded by to Greg Crawford to put the air conditioning projects out for bid. Motion carried.

B. Special called meeting – Dr. Burrell stated the prioritized projects are still on the table and he thinks they are all worthwhile. While all three are needed, the Learn Center is the number one priority. He encouraged everyone to attend the county commission meeting on July 18, 2011 where he and Mr. Foster will present the system’s needs to commission.

X. ACTION ITEMS

    B. Motion by Glenda Langenberg and seconded by Rickey Roseto approve thelist of DHA members for 2011-2012. Motion carried.

C. Motion by Dail Cantrell and seconded by Glenda Langenberg to approve a request for early graduationdue to hardship within the family. Motion carried.
