TOURNAMENT RULES
EBL reserves the right to modify rules prior to the start and during the tournament, if any item is misrepresented within this document.
The tournament director or his/her appointed representative (e.g., umpires) shall be the sole judge as to the playing condition of the field and is responsible to make a decision for a called game and termination of play.
A roster with player’s last name, first name, birth date and uniform number must be turned in prior to your first game at the tournament check-in point (MEMORIAL PARK) Have birth certificates at time of check-in for review. Have birth certificates available at all times in case questions arise. Teams are limited to a maximum of fifteen (15) players on their roster. Age cut-off is May 1st.
Protests and forfeits are allowed. All protests will be decided at the time the protest is filed. Protest fee is $100.00 cash – if protest is won full refund – if protest is lost no refund. Final decisions will be that of the protest committee. Only the manager of the team may question a call or rule and shall be the only one to question an umpire’s decision. Only rule decisions may be protested. Judgment calls by the umpire will be upheld. Forfeits are recorded as 7-0.
Rain out policies: In the event of inclement weather, the tournament director and EBL reserve the right to modify and complete the tournament as we deem appropriate without a refund. In the event the tournament is cancelled due to weather, the following refund will be in effect:
0 games played - 75 % refund
1 game played - 50 % refund
2 games played - 0 % refund
Process to determine seeding will be in the following order:

No new inning can start after one hour and 45 minutes, unless inning is needed to complete an extra inning game. There will be no tie games. All single elimination tournament games have NO time limit. Any game that is started and not completed due to weather or any unforeseen circumstance will be continued starting at the point the game was stopped. A game stopped after four innings of play will be considered an official game. EBL tournament director will determine rescheduling.
Home team will be decided by flip of coin in all games, excluding single elimination bracket.
There will be limited infield practice before games, depending on weather and time.
If a player arrives late, player may be placed in 10th position in lineup.
The “Additional Hitter” will be the 10th batter in the game and may bat anywhere in the lineup. The AH is optional in all divisions. The AH can be substituted for and the re-entry rule will apply. The AH substitution shall be handled like any other position in the line-up, the AH can play the field. Team may roster bat.
Reentry Rule: a starting player may reenter the game in the same position in the batting order once per game. Exception being the pitcher once removed from the mound, he may not come back to pitch.
All games must start and end with at least eight (8) defensive players otherwise a forfeit.
Bat Restrictions: NONE
The 13U/14U divisions will use NFHS rules.
A mandatory slide rule or avoid contact will be in effect on all close plays at the plate. Umpires discretion on whether a slide is appropriate. A flagrant attempt to barrel the fielder covering the plate will result in an automatic out and ejection from the game.
No metal spikes are permitted except in 13U/14U divisions.
Speed-Up Rule: Teams may use a courtesy runner with two outs only for both the pitcher and the catcher of the previous inning. The runner must be someone not presently in game - if none available, last out recorded.
The infield fly rule shall be in effect for all divisions.
Bases may not be tied down. A runner slides, knocks a base away, (over 3’), from its original spot and proceeds to move toward the next base, he must return to the original base location, if in fact, he is chased back to that original base.
Stealing and NO lead offs are permitted in 9U and 10U division.
Stealing and lead offs are permitted in 11U, 12U, 13U, 14U and 18U divisions.
Leave early rule; runner goes back to the base, the ball is dead, no runners can advance.
a) Every offense thereafter, runner is out,
b) Ball is dead, no runners can advance.

Once pitcher leaves pitching position for one pitch he cannot return as a pitcher during that game. If a pitcher returns to the mound “illegally” – correct the wrong at that time – NO PENALTY!
A manager or coach shall be allowed to visit the pitcher once per inning. On the second visit to the mound he must remove the pitcher.
The balk rule will be enforced with one warning per pitcher per game in 11U, 12U and 13U/14U divisions.
Pitchers are required to pitch from the stretch when there are runners on first or first and second in the 9U and 10U divisions.
Dropped third strike is NOT in effect in 8U, 9U/10U divisions.
Dropped third strike is in effect in 11U/12U, 13U/14U divisions.

The home team is responsible for filling out score sheet and turning it into an EBL representative. Both team managers must sign off pitching records and scores.
Profanity or misconduct by a player, coach or manager will not be tolerated and may result in his or her ejection from the game and dismissal from the tournament.
8U SUPPLEMENT
Infield fly rule will not be in effect.
Four outfielders will play in the outfield grass.
A maximum of 6 infielders, including the pitcher and catcher will be allowed.
Pitching
Pitching will be done by the player in 3rd and 4th innings; batting team's manager or coach will pitch 1st, 2nd, 5th, 6th and any additional inning. One foot of the pitching coach must be in the circle if applicable or within 5 feet of the pitching rubber.
Player Pitch
Balls and strikes will be called by the umpire behind the plate for the entire game (Includes Player and Coach pitch).
NO WALK RULE at any point, the count reaches 3 balls, the batter’s coach will pitch to the batter. The PLAYER PITCHER MUST STAND WITHIN FIVE FEET on either side of the coach as the coach pitches. As soon as that batter is done the coach runs back to his position and the normal player pitcher then begins pitching to the next batter.
When coaches come in to pitch there will be a 5 PITCH MAXIMUM (including foul balls). Pitching coaches must pitch overhand NOT underhand. If the pitching coach throws a pitch that is not a strike it is simply called a no pitch and the count remains at three balls and the coach pitches again, there is no ball four and no walk. If the count is three balls and two strikes and the pitching coach throws a strike (swinging or called by the umpire) then the batter is out. If, after the 5th coach pitch, the batter has not hit the ball or has not been called out with 3 strikes the batter is automatically out.
Coach Pitch:
Maximum of 7 pitches per batter
a) 3 strikes will determine a strike-out.
b) There are no bases on balls.
c) If last pitch is fouled off the batter will receive another pitch.
d) All pitching is overhand and will approximate a player’s pitch. NO lobs allowed.
Defense
All over-thrown balls are in play. In play is decided by field’s ground rules, runners may advance at their own risk. If a defensive throw is attempted on a runner, the ball will be ruled dead after the first throw, and no runners may advance any further than one base regardless of where the ball is thrown or any continuation throws.
●No half-way lines between 1st 2nd, 2nd-3rd.
●Runners advance at own risk. This is to encourage defensive players to try and make a play on runners trying to advance. If a defensive throw is attempted on a runner, the ball will be ruled dead after the first throw, and no runners may advance any further than one base regardless of where the ball is thrown.
●Example: If a runner is running between 2nd and 3rd base, and an errant throw is made on the runner, he may advance to 3rd base only. S/He does not get home.
●A base runner between these bases is considered live on carryover from a play even if “timeout” has been called by the umpire.
There will be no stealing or lead-offs.
A foul ball must rise above the batters head to be considered an out when caught by the catcher.
No bunting. Balls hit within 6 feet of home plate will be considered a bunt and ruled dead ball. It is the umpire’s consistent discretionary call when determining the ruling of a bunt.
A continuous batting order, using the entire attending team roster, must be used throughout the entire game.
Player starts at one position, he or she will play that position throughout the inning unless an injury occurs.
1st & 3rd infielders may be one foot inside the base line, but not on the base line.
Each team may score a maximum of 5 runs per innning (1st – 4th innings) starting in the 5th inning and any additional inning, there are no scoring restrictions.
