Coming in from Out of State?
To transfer your vehicle to Pennsylvania, PennDOT requires the out-of-state title. There are no exceptions to this rule. If there is a lien on the vehicle, we must first request the title from your
lienholder. This process usually takes between 2-3 weeks, as lienholders often use third-party titling agents or electronic titles.
- If you do not have a title due to a lien, please start with Part I.
- If you are in possession of your title, please skip to Part II.
- Missing the out of state title? You must contact the state where the title is issued to
obtain a duplicate.
Part I Requesting the Out of State Title from Your Lienholder
- At least one named owner must be present with ID. The ID does not have to be from PA for Part I, so come in as soon as possible to get started.
- Required documentation:
- Current registration card or vehicle information
- Account # for loan
- Lender name and address
- Lender phone # (preferably 1-800#)
- Fax # for lender title department
- Fee $ 15.00
- Turnaround Time: Usually 2-3 weeks, depending on the lender.
Part II Transferring Out of State Title to Pennsylvania
To transfer the vehicle toPA and obtain registration (plates) you will need the following:
- All named parties on the existing title must be present with PA Driver's License.
- Proof of current Pennsylvania insurance in the name of at least one named party.
- Mileage of the vehicle
- VIN Verification: In PA, we must compare the VIN# on the vehicle to the VIN # on the out-of-state title to make sure they match. There are several ways to do this:
- Bring the vehicle in at the time of transfer and we will physically look at it.
- You may bring in a tracing of the VIN
- Download form MV41 from PENNDOT's website: and have the VIN verified by a PA state inspection mechanic or a police officer from ANY jurisdiction.
- You may also take a picture of the VIN plate on the vehicle and have the back of the picture signed by a PA inspection mechanic or ANYpolice officer.
FEES
- State Fees are charged by PennDOT and are the same no matter where you go. State fees vary depending on the vehicle type (car, truck, motorcycle etc.) and lien status. (Car without a lien is $ 86.00 and with a lien is $ 109.00.)
