A.Background
Asaresultofthecatastrophic destructioncausedbyHurricane Katrina,agenciesshouldconsider delayingallnon-essentialTDYand relocationtotheaffectedlocationsfora periodof90days.Thisisespecially importantwithrelocationtravelbecause the120-daymaximumforTQSEcannot beextendedduetostatutory
restrictions.Whileinthepast,GSAhas limitedapplicationofsuchwaiversto PresidentiallyDeclaredDisasterAreas, inthecaseofHurricaneKatrina,the widespreaddevastationcoupledwith theextensiveevacuationofurbanareas meansthatwecannoteffectively
determinetheextenttowhichthe abilitytosecurelodgingswillbe compromised.Inthiscase,weare statingthateachagencymaydetermine whetherthisBulletinappliestotravel whichisimpactedbyHurricane Katrina.
