Minutes for a meeting of Rockbeare Parish Council held at 7.30pm on Wednesday 19th September 2012 at Rockbeare Village Hall.
Present: David Mason (Vice Chairman), Naomi Allen, Colin Please, Dr Bryan Pepper, Jonathan Allen, Jeremy Honeywill, Cllr Derek Button (District Councillor), Cllr Peter Bowden (County and District Councillor) and one member of the public.

1.2 MINUTES: Minutes of the last meeting of Rockbeare Parish Council held on Thursday 23rd August 2012 were signed as a correct record of that meeting. AGREED

2.1 DECISIONS (for information)
2.1.1 11/1035/FUL Broomfield View London Road, approval with conditions for demolition of existing property and annex and construction of 4 no dwellings with garages and parking.
2.2 APPLICATIONS (for comment, support or objection)
2.2.1 12/2029/FUL 3 Inner Broomfield, London Road – raising the height of roof and hip to gable enlargement, construction of 2 no dormer windows and installation of first floor windows to gable ends. COMMENTS: to follow

2.4 East Devon Village – Planning Development Document -
Workshop at Whimple Victory Hall Tuesday September 25th 6.30 – 9.00pm Cllrs Miller and Mason & Honeywill to attend and collect maps etc - Parish Council should consider the available sites and undertake consultation to establish a preferred site/s in each village. The Parish Council will need to book a venue for October, so that you can exhibit the plans that we will supply and invite the public to comment. The plans will show important features, such as landscape designations, existing Built-up Area Boundaries, conservation areas and floodplains, an aerial view and the sites assessed by the SHLAA panel so that all local communities have the same ‘base’ data to consider. We do not wish to be too prescriptive, so, beyond this exhibition, you are free to decide on any other consultation methods which will best suit your community. Parish Councils should have completed their consultation work and identified their preferred sites by November 16th. This should enable Parish Councils time to produce a short report setting out the consultation process they have followed and identifying their proposed sites/Built-up Area Boundary amendments by the end of November. This will then enable EDDC to collate the responses and report to the Development Management Committee in December. Other members may also attend.

3 HIGHWAYS, FOOTPATHS
3.1 Highways & Footpaths – Concrete gulley to be swept on Quarter Mile Lane???
3.2 Access to Londinium Way – although a member thought that access in both the construction phase and beyond was to be onto Southbrook Lane, not straight onto the Old A30, it was confirmed that this isn't possible until the rest of Cranbrook catches up with this pocket of development and enables access to be created into the site; so for the next five to ten years all access, construction, vehicular and pedestrian, will be straight onto the Old A30 through the entrance recently cut. 3.3 ROAD TRAFFIC REGULATION ACT 1984 SECTION 14 TEMPORARY PROHIBITION OF THROUGH TRAFFIC - NOTICE is hereby given that Devon County Council has made the above titled order.
From MONDAY 24 SEPTEMBER 2012 for a maximum of 18 months anticipated Finish FRIDAY 5 OCTOBER 2012 No person shall cause or permit any vehicle to proceed on the sections of Affected Roads except for access to land or premises on or adjacent to those length of roads. Roads affected -

4 REPORTS
4.1 Community Policing – PC Smith – no report this time
4.2 Rockbeare Village Hall/Marsh Green Hall – nothing to report.
4.3 District Councillor Derek Button – Cllr Button is to look closely at outstanding enforcement issues, and continues to request a communications officer rather than two press officers, to look at how reputation could be improved by achieving public satisfaction. It is understood that the Grange site has been reinstated almost to the requirements of the enforcement notice, but the EA are now involved.
4.4 District & County Councillor Peter Bowden– there are now three planning enforcement officers in post at EDDC. Devon has done so well with spending government grants on flood relief issues rather than officer time, whatever Devon invests in funding it is to be matched with further funding from central government for attenuation schemes. Devon has made a decision that council old peoples homes will be refurbished as they are breaking even and the council is satisfied with that. Parishes Together fund – it is hoped that people will draw this fund and it will continue.

5 BUSINESS & FINANCE
5.1 Funding applications – none

5.3 Youth Club – Devon Youth Service have run sessions through the summer holidays and intend to provide the mobile service for two months on a Wednesday night starting on 12th September 2012. They feel there is definite need for a long term provision and will be producing a report. To accept report & discuss possible long term provision and engagement of youth worker at next meeting.
5.4 EDDC Parishes Together Fund – meeting 2.30pm Wednesday 19th September 2012 – David Mason attended, many parishes were represented. This was to discuss the opportunity to work together to draw £1.10p per elector, this could be used for youth work, health related equipment or any other ideas. Clerk to approach Aylesbeare, Farringdon and Clyst Honiton and the joint parishes if they have ideas or would like to look at youth club provision.
5.5 Completion of Annual Audit received with no comments.
6 ENVIRONMENT/COMMUNITY FACILITIES
6.1 Allotments & registration of land –

6.3 Parish Field/ Playing field/ Play areas/ Bus Shelter/ War memorial – parish field will be cut again next week, and a gate has been re-hung. Mr Randall said he felt the bus shelter should be given to the children to maintain.

6.6 Sand bags – EDDC have asked if require a further supply of empty sandbags, delivery will be made by the end of October. Following the experiences of some members of the public during the July 2012 floods it would also be useful to have an out of hours contact details which could then be held by Home Safeguard for use in an emergency situation. Clerk to request 200 to be delivered to Cllr Please and put a note in the roots.

Minutes of the Joint Parishes meeting held at Rockbeare Village Hall 6.30pm 19th September 2012

2. It was raised that there were persistent rumours about northern councils placing their waiting lists into affordable housing is Cranbrook, it was said categorically by Cllr Bowden that the affordable housing will only be offered to people on the EDDC or Exeter housing lists. There were concerns over new legislation which might lower affordable housing percentages, and over availability of shared ownership dwellings – this to be put to the developers at the 1 October meeting.
3. Wainhomes development – It was acknowledged that Wainhomes have agreed to a s106 agreement, but will Wainhomes houses be amalgamated with consortium figures to meet the trigger points associated with Cranbrook?
a. Infrastructure operations
b. CHP installations – the time scale of the switch over from gas to biomass was planned to be at the point where three gas boilers were working to full capacity and then the first Biomass boiler was to be switched on. There was concern over the changes to the new proposed house layout as pipes were already installed and may have to be moved, as well as concern over developers reneging on their obligation to switch off the gas when required.
c. d. CHBP (Clyst Honiton By pass) - CH parish have been working unsuccessfully to persuade the Church commissioners to enable a higher bund to be built to reduce noise, however there are more meetings planned between a new residents association and a new person in post representing the Church Commissioners. Construction has been going well and has not been a problem although slightly behind schedule due to the weather, the new Sainsburys depot is now under construction and developers are interacting with the parish council, there is an undertaking that they will not use the site before the by pass is completed.
e. Primary School - The School has moved and children are settling well and love the new building. There is concern over the safety of children commuting to school past the Sainsburys depot, but this will be looked at by DCC teams and hopefully a safety plan will be put in place together with engineered solutions.

a. Railway Station & Flood Compensation Application update - there was concern over this simply being a ‘halt’ not a ‘station’.

6. Funding & Infrastructure
a. Section 106 Negotiations post 3,500 dwellings (Cranbrook ‘Phase 2’) – why are the negotiations taking place before an application is submitted? – it is feared this is to renegotiate affordable housing figures. It was also tendered that this may be due to the success of sales so far. Cllr Bowden explained that this housing will form the detailed application for phase two, as the outline consent has already been agreed and should be an opportunity for parishes to gain facilities and look at delivery of local services..
b. Sport England ‘Iconic Facilities Fund’ – fund set up for authorities to bid for sports provision, this is the start of a bid.
7. EDDC matters for review – Will Cranbrook have a new fire station? This has not been made clear as yet, but as the training station is to be at the back of the airport will this offer provision? Will there be a hospital, a doctor’s surgery alone cannot be enough and the RD&E is thought to be up to capacity? Allotments? NFP organisations and church have a presence in Cranbrook and have been working with the community.
8. DCC matters for review – Highways –Broadclyst feel that there has been no clarity about what the proposed upgrade to Station Road and Crannaford Lane will consist of. There will be a relief road around the Science Park, but that is not triggered until 4000 houses. Clyst Honiton Road needs protection for the amenity of the residents. Years ago the ambition was to get rid of TNT pinch point where there is no safe place for cyclists or walkers to cross. Will the level of funding be adequate to assist with improvement of other local roads for residents? It would be an ambition to open the lanes behind the railway station to green traffic, and most of the pupils of the new secondary school might come from Cranbrook, there may well be children coming from Broadclyst who will need safe routes into the school. What will be done at the Bridge at old Broadclyst Station?
