1. Overall Description:

3GPP is in the process of specifying functionality for Access Network Discovery and Selection Function (ANDSF) and 3GPP TSG CT WG1 would like to inform WiMAX Forum, WiFi Alliance and IEEE 802 11 about this feature in order to share information on possible corresponding activities that may be ongoing in your organisation.

The following is a brief overview of the 3GPP ANDSF concept:

The ANDSF contains data management and control functionality necessary for providing network discovery and selection assistance data to the User Equipment (UE, mobile station, MS) as per operators' policy. The ANDSF is able to initiate data transfer to the UE based on network triggers, and respond to requests from the UE.The ANDSF is located in the subscriber's home operator network and the information to access it should be either configured on the UE or discovered by other means. Push mechanisms enable the ANDSF to provide assistance information at any time to the UE. Pull mechanisms provide the UE withthe capability to send a request to the ANDSF in order to obtain assistance information for access network discovery and selection.

The 3GPP ANDSF specifications cover network discovery and network selection for WiMAX, WiFi and WLAN access networks among others and therefore are seen relevant also for WiMAX Forum, WiFi Alliance and IEEE 802 11. Further information about ANDSF functionality is available in the specifications 3GPP TS 23.402 and 3GPP TS 24.302. Signaling for information exchange between the ANDSF and UE/MS is based on OMA Device Management protocol and the corresponding ANDSF Management Object is being specified in 3GPP TS 24.312. These specifications can be downloaded from at:

At the present time 3GPP TSG WG1 is moving forward to complete the Stage 3 specifications 3GPP TS 24.302 and 3GPP TS 24.312. In order to ensure accuracy and completeness, we would like to know if there is any corresponding activity in your organization that needs to be referred to or aligned with.

ACTION: 3GPP TSG CT WG1 kindly requests WiFi Alliance to evaluate the information shared about 3GPP ANDSF and inform 3GPP TSG CT WG1 about corresponding activities in WiFi Alliance that needs to be referred to or aligned with.

To IEEE 802 11

ACTION: 3GPP TSG CT WG1 kindly requests IEEE 802 11to evaluate the information shared about 3GPP ANDSF and inform 3GPP TSG CT WG1 about corresponding activities in IEEE 802 11that needs to be referred to or aligned with.
