FUNCTION OF DEPARTMENT / The Conflict, Humanitarian & Security Department’s Operations Team (CHASEOT) is contracted through Crown Agents by the Department of International Development (DFID) to provide support to DFID humanitarian and emergency operations, and to the Stabilisation Unit’s stabilisation operations.
ORGANISATION: The post-holder will report to the Director of CHASE OT, and manage a team of humanitarian and other specialists.
MAIN JOB PURPOSE / To promote effective humanitarian response by leading a team that (in support of DFID in accordance with the contract established on 1 May 2012 and subsequent contracts as appropriate):
(a)Provides advice and policy input on resilience, violence against women and girls,humanitarian leadership and other policy work;
(b)Leads or supports humanitarian response.
MAIN RESPONSIBILITIES OF JOB / OUTPUTS

1Promote disaster resilience and emergency preparedness, including: integration into humanitarian programmes; the sharing of lessons; and external advocacy.

2Support DFID’s engagement with the UN and the Red Cross Movement, particularly in relation to monitoring and preparedness.

3Contribute to protection policy and its implementation, including:

  • The delivery of the UK’s commitments to protect women and girls in emergencies.
  • Mainstreaming gender across DFID humanitarian programming.

4Develop DFID’s engagement with international institutions, with particular regard to the World Humanitarian Summit.

5Collaborate with other GovernmentDepartments, including advising ministers and other senior officials.

OPERATIONAL MANAGEMENT
As with all members of CHASE OT, the post-holder will be expected to prioritise humanitarian response when major emergencies occur. This may involve any of the following:
  • Lead or support major humanitarian responses, from either London or the field.
  • Assist the CHASE OT Director in ensuring that CHASE OT teams and operations are adequately resourced with funds, staff and material.
  • Oversee the safety and security of deployed staff. Assume overall responsibility for CHASE OT security if required.
  • Collaborate with programme and administrative staff to ensure that humanitarian and other programmes meet Crown Agents and DFID standards for Project Cycle Management.
  • In conjunction with the CHASE OT Director, other deputy directors and other senior colleagues, manage flexible ways of working.
  • Provide high quality spoken and written reporting.
PEOPLE MANAGEMENT
  • Motivate, lead and manage a team of (currently) seven staff, ensuring the safe and successful achievement of CHASE OT’s contractual obligations on behalf of Crown Agents.
  • Distribute tasks and work portfolios according to individuals’ expertise and roles.
  • Promote & encourage consistency, integrity and transparency across CHASE OT.
  • Assist staff with professional development, helping them fulfil their potential and maximising team capacity.
CONTRACT MANAGEMENT
  • Contribute to the preparation of Expressions of Interest (EOI), contract bids, contract amendments and extensions.
  • Assist the CHASE OT Director in developing and maintaining effective working relations with DFID and Stabilisation Unit (SU) officials and staff of other organisations with which CHASE OT works on DFID’s behalf.
  • Assist the CHASE OT Director in providing senior management of CHASE OT including deputising when the Director is absent.
  • Join the CHASE OT Senior Management Team which oversees the effective running of CHASE OT.
  • Lead and participate in sub-management teams, formulating and implementing operational and contractual policy, strategy, and procedures.

JOB SPECIFICS & CIRCUMSTANCE:
Requirement / Level
Qualification / Degree level andpreferably a professional qualification in a relevant specialism. In exceptional circumstances substantial experience will be considered in lieu of academic qualification.
Experience /
  • Solid field experience in humanitarian emergencies including substantial time as team leader. This would typically be at least 5-7 years including advisory & operational experience in the field, of which 5 years likely to be at managerial or senior managerial level.
  • Proven track record in results delivery.
  • Knowledge of international humanitarian architecture.
The technical competences required of humanitarian advisers are as follows:
  1. Humanitarian risks assessment and analysis.
  2. Planning and managing humanitarian responses.
  3. Humanitarian theory, practice and architecture.
  4. Disaster resilience theory, practice and architecture.
  5. Practical experience of running humanitarian operations.
  6. Knowledge of the development effectiveness agenda, the international humanitarian system, and institutional and organisational knowledge.
In addition the holder of this position should ideally have:
  1. Experience of managing teams in complex environments.
  2. Awareness of current UK humanitarian policy
  3. Experience of disaster resilience programming or learning, accountability or results.
  4. Experience of successful project administration, delivery and reporting.
  5. Knowledge and practical experience of designing and implementing safety and security protocols for hostile and difficult environments.

Circumstance / Level
Deployment / Maintain full readiness to undertake overseas deployment and 24-hour on-call senior manager response cover when required.
