I. Opening

The chair welcomed all participants to the 34th Implementation Group (IG) meeting. The agenda was approved.

The minutes of the last meeting were approved after discussing the comments received from REN, related to bundling the capacity at the VIP Iberico.

II. CMP: common methodology of OSBB in the Region

Regulators presented a summary of the TSOs Proposal of the Oversubscription and Buy Back methodology for the Region submitted to public consultation until 30 October. 8 answers were received from 2 associations, 4 shippers, 1 LSO and 1 TSO.

The responses were deeply analysed in order to define the points under discussion. The main issues are related to:

-  The hydraulic analysis used for the calculation of capacities at the VIPs.

-  The distinction between long term and short term capacity products when offering oversubscribed capacity through auctions.

-  The order of technical and commercial measures to offer capacity before offering the additional capacity.

-  The PRISMA functionality to buy back the additional capacity offered to the market. The Call for Orders seems not be a dynamic service in PRISMA. The functionality of Reverse Auction on the primary market could be a solution.

-  The definition of the clearing price to pay in the buy back process: the price of the lowest or highest successful “offer to sell”?

TSOs will submit the review proposal, taken into account the comments received and including specific examples in the sections agreed. TSOs will submit the final version to the NRAs by mid December. NRAs will discuss the proposal, impacts and development in the Region in a RCC meeting on the 19th January 2016. In parallel, all participants agree on the follow up of the IT systems and developments to implement the OSBB in the Region aiming to maximize the capacity to offer at the IPs and to manage the contractual congestion at the IPs.

III. Interoperability NC. Latest development and next steps in the Region

TSOs presented the latest advancements in the Region: the nomination, re-nomination and matching procedures are already implemented following the balancing and interoperability network codes. An Integrated Data Exchange solution (HTTP/S-SOAP, Edig@s-XML) has been implemented for the TSOs communication. In relation to the communication between TSO and network user, both an Integrated Data Exchange solution and an Interactive Data Exchange solution are already offered in the majority of the cases.

The main issues ongoing are the review of the Interconnection Agreements following the NC and the short term monitoring on gas quality with the objective of harmonising the publication of information (Wobbe-index and gross calorific value).

IV. Infrastructures

VI.1. Update of the second list of PCIs in the Region

Regulators and TSOs presented the projects in the Region that are included in the second list of PCIs - published on the 18th November by the EC:

•  3rd Interconnection Point between Portugal and Spain (PCI 5.4)

•  Midcat project (PCI 5.5)

•  Obergailbach Interconnection Point (PCI 5.6)

•  Val de Saône Pipeline between Etrez and Voisines (PCI 5.7.1)

•  Gascogne-Midi Pipeline (PCI 5.7.2)

•  Est Lyonnais pipeline between Saint-Avit and Etrez (PCI 5.8.1)

•  Eridan pipeline between Saint-Martin-de-Crau and Saint-Avit (PCI 5.8.2)

VI.2. Update of the infrastructures status of the OS 2013-2015

The information about the infrastructures’ status derived from the Open Seasons is updated yearly. TSOs in the Region submitted the required information to NRAs via email, which was discussed in the meeting.

Two infrastructures are in construction phase at the IP of Biriatou (VIP Pirineos); from Spanish side, the compressor station (Enagas) and from the French side, the Artère de l’Adour (TIGF). TIGF commented that the construction is delayed due to a recent failure of a drilling. Therefore, the commissioning of the Artère de l’Adour has to be postponed to the 15th of December 2015.

V. AOB and next meetings

The TSOs in the Region informed that TIGF is the coordinator of the South GRIP and REN will be the coordinator of the following GRIP, as agreed on their teleconference on the 13rd of October participated by ENAGAS, GRTGaz, REGANOSA, REN and TIGF.

The dates of the next meetings were established:

Ø  The 16th RCC meeting will take place on the 19th January 2016

Ø  The 35th IG meeting on the 16th February 2016.

The chair invited the participants to provide contact data of the responsible person in their organizations in order to test and offer videoconference services for the following meetings.
