Council Member Russell made a MOTION to approve the minutes from the September 26, 2017 Meeting and the September 27, 2017 Special Meeting. Council President Briggs seconded the motion. All members voted “AYE”. The motion passed.

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 82 for the year 2017

A RESOLUTION AMENDING THE ANNUAL BUDGET FOR FISCAL YEAR 2017

Council Member Russell made a MOTION to approve Resolution No. 82 seconded by Council Member Napier. All members voted “AYE”. Resolution No. 82 for the year 2017 passed. Budget transfers are attached.

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 83 for the year 2017

A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT REGARDING THE ANNUAL AUDIT OF THE FINANCES OF THE CITY OF COHOES

Council Member Napier made a MOTION to approve Resolution No. 83 seconded by Council President Briggs. All members voted “AYE”. Resolution No. 83 for the year 2017 passed.

A RESOLUTION AUTHORIZING THE EXECUTION OF A LEASE AGREEMENT REGARDING OFFICE SPACE LOCATED AT THE COHOES PUBLIC LIBRARY

Council Member Russell made a MOTION to approve Resolution No. 84 seconded by Council Member Smith. All members voted “AYE”. Resolution No. 84 for the year 2017 passed.

A RESOLUTION DECLARING AN INTENT TO ACT AS LEAD AGENCY FOR MUNICIPAL WORK PROPOSED AT 95 REMSEN STREET AND DECLARING THE MUNICIPAL WORK AS A SEQRA TYPE 1 ACTION

Council Member Russell made a MOTION to approve Resolution No. 85 seconded by Council Member Napier. All members voted “AYE”. Resolution No. 85 for the year 2017 passed.

A RESOLUTION APPROVING THE CITY OF COHOES 2018 ANNUAL ESTIMATE

Council Member Russell made a MOTION to approve Resolution No. 86 seconded by Council Member Smith. All members voted “AYE”. Resolution No. 86 for the year 2017 passed.

Public Comment:

Gil Ethier, 26 Middle St., “I am speaking as a resident and taxpayer, not as an elected official tonight. It is my opinion, that the vast majority of residents do not expect perfection from their elected officials, what they expect is progress. I am seeing progress and would like to wish all members the best of luck. I am satisfied with the budget.”

At 7:10 PM, Council Member Russell made a MOTION to adjourn the meeting; Council President Briggs seconded the motion. All members voted “AYE”.
