Alpena County Youth and Recreation Committee Funding Applications for 2014 are available now. Applications are due by 4:00p.m. on June 3, 2013.
A Youth and Recreation Workshop on applications, the process, and additional information will be held on March
27, 2013 at 6:00p.m. in the Howard Male Conference
Room.
All millage monies are to be for Alpena County recreational activities and any recreational service or site development or improvement and must be open and available to all Alpena County residents.
You will be scheduled to give a presentation explaining your grant application after June 3, 2013. Please return the original application and ten copies to the Alpena County Board of Commissioners Office. Eleven copies of bids and supplemental documents will need to be
brought to the presentation. You will also need to submit
one copy of proof of non-profit status if you are not a governmental agency. The Non-Profit Accountability Standards attached will also need to be followed.

This application and Program Budget must be submitted in writing to the Alpena County Board of Commissioners office, 720 West Chisholm, Suite 7, Alpena Ml 49707. Electronic copies of this application can be downloaded from the county website at www.alpenacounty.org. In order to be eligible for funding:
• Your organization must provide recreational benefits to citizens living within Alpena County.
• Your organization must be recognized as a non-profit charitable organization. Schools and government agencies are also eligible. Applicants must provide copies of by-laws, operating procedures and operating board structure including a board treasurer position.
• No funding will be made to individuals.
• Your organization must abide by the County of Alpena's accountability standards for nonprofit organizations which is attached.
• The Funding Report is attached which will be due upon completion of the project.

4-H clubs are led by adult leaders with a planned program that is carried on throughout all or most of the year. Short-term, special interest programs; are for a specific learning experience that involves direct teaching by extension staff or trained volunteers. An example of this type of program isNOAA B-WET and 4-H20: Growing watershed education and opportunities 4-H20 is a regional water stewardship education initiative co-led by Michigan Sea Grant and 4-H Youth staff in northeast Michigan for the past five years. With $10,000 funding annually secured for northeast Michigan through this Toyota-funded program, MSUE has supported schools and offered scholarships to Alpena youth annually to participate in statewide 4-H Great Lakes and Natural Resources Camp, a statewide youth leadership program hosted in northeast Michigan (2 youth received $550 in scholarships in 2011). Building on this, Michigan Sea Grant and 4-H leveraged 4-H20 programming efforts to help secure nearly $100,000 in NOAA B-WET funding for the Thunder Bay Watershed in partnership with NOAA Thunder Bay National Marine Sanctuary, Community Foundation for Northeast Michigan, Huron Pines, and others. This Alpena-centered water quality education funding will provide funding and resources, trainings and field trips benefiting at least nine participating area schools (Hillman, Bingham Academy, Immanuel Lutheran, Alpena High School, Thunder Bay Jr. High, Sanborn, Besser, Lincoln, and Ella White Elementary Schools).

Clinics and other educational workshops or partnerships. “Agriculture Science Day” was held at Sanborn Elementary School on April 21st. The event consisted of commodity stations (crops, poultry, swine, dairy and beef) and baby animals (chicks, lambs, piglets and a calf). All stations had farmers describing the station and answering the children’s questions. In addition, the nutrient cycle cow was used to demonstrate how the inputs of food and water lead to the production of milk, manure and crops. Each child received a goodie bag with agriculture related items and literature and they were treated to ice cream sandwiches and cheese sticks before heading back to the classroom. 321 students in K-6th grades participated in the event.

America faces a future of intense global competition with a startling shortage of scientists. In fact, only 18% of U.S. high school seniors are proficient in science (NAEP 2005) and a mere 5% of current U.S. college graduates earn science, engineering, or technology degrees compared to 66% in Japan and 59% in China. (4-h.org/youth)For Michigan the prospects for success in the science field is even darker. Michigan ranks 26th out of the 50 states and is below the national average in the Science and Engineering

How did you determine that this need exists? Please cite statistics, if possible. In Alpena county 26% of the youth 18 to 24 do not have a high school degree or equivalent. (2010 census) As a community we must look at additional educational experiences which can be incorporated into non formal, recreational settings to assist in keeping youth in school and being successful. 4-H uses small group settings and hands on techniques to work with youth. Students in a hands-on science program will remember the material better, feel a sense of accomplishment when the task is completed, and be able to transfer that experience easier to other learning situations. When more than one method of learning is accessed as in hands-on learning, the information has a better chance of being stored in the memory for useful retrieval. Students who have difficulty in the learning arena for reasons of ESL barriers, auditory deficiencies, or behavioral interference can be found to be on task more often because they are part of the learning process and not just spectators. How will this program/project address this need:
To address increased demand for professionals in the science and technology fields, Alpena County youth programs approach is comprehensive, interactive and holistic. From traditional agriculture to food sciences, welding trade skills and environmental education encompassing water quality, invasive species and community sustainability; 4-H and other Extension programs use Place-Based Education and partnerships with area schools to engage youth in learning about highly relevant complex systems and issues. 168,700 youth participated in science, engineering and technology programs throughout the state in MSUE youth programs. (2011-2012) Youth from Alpena have many opportunities to interact with youth from across that state interested in sciences. The skills they learn will ensure their contributions to their communities today and their success as our leaders of tomorrow.
Who will benefit? Alpena County youth from Preschool - age 19. In some instances youth with disabilities may be chronologically older than age 19.

Program impacts will be measured using evaluations designed by Extension Institute work teams. Data will be gathered electronically using tools such as Survey Monkey, Excel, MiPRS and other university approved systems.
Results from a resent statewide evaluation:
75% of MI 18-24 year olds who were seniors in 4-H from 2009-2012 are in college, compared to 50% of non 4-Hers
Of the 886 4-H alumni who entered MSU between 2010 and 2012, 40% enrolled with a major in science, technology, engineering or math (STEM) The president’s council of Advisors on Science and Technology estimates that American businesses will need one million graduates with STEM degrees in the next decade to remain competitive internationally.

NON-PROFIT ACCOUNTABILITY STANDARDS
I. PURPOSE: For funding services provided by not-for-profit agencies on behalf ofthe County (i.e. older persons, fairgrounds, etc).
II. POLICY: The County Board of Commissioners will decide if a not-for-profit agency is qualified to receive funding of local tax dollars to provide certain services to the public.
1. That each agency will submit a written proposal with details on the service to be provided, its cost, what is efficient about that service and what will be the results of the service offered.
2. The agency shall demonstrate they follow proper practices as outlined in the Accountability Standards for Nonprofit Organizations and acknowledge by submitting a signed copy of same. (Please see attachment) Any deviation from the practices outlined must be disclosed and be attached to and made part of any agreement.
3. When the agency has meetings concerning financial issues, budget updates, discussion on service and service improvements, along with any approval, the agency shall have published in the local media the time, date and location of these open meetings of their board so that the public and users can be
present and be allowed to provide input about the services or new services needed.
4. Annually, the agency will submit the number of employees, their positions, the positions pay scale, a summary of employee benefits and the names of organization board members.
