Purpose / This unit standard is for building officials who are required to complete routine inspections for drainlaying, plumbing, and water supply, in multi-residential, commercial, and industrial situations.
People credited with this unit standard are able to conduct routine commercial drainlaying, plumbing, and water supply systems inspections.

1 Compliance with the following legislation, regulations, codes, and standards is required:
Building Act 2004;
Local Government Act 2002;
Building Code;
Territorial Authority regulations;
AS/NZS 3500.2:2003 Plumbing and drainage – Sanitary plumbing and drainage.
2 Definition
Organisational requirements refer to instructions to staff on policy and procedures which are documented in memo or manual format and are available in the workplace.
Outcomes and performance criteria
Outcome 1
Conduct routine commercial drainlaying inspections.
Performance criteria
1.1 Consistency between the consent plan and drainlaying installed on-site is determined in terms of pipe sizes, materials, drain supports, protections, method of construction, invert levels, gradients, measurements, and bedding.
1.2 The nominated test(s) are checked to determine whether they meet the Building Code requirements.
1.3 Local conditions and restrictions that apply to the installation are identified in terms of their impact on the inspection process.
1.4 Decisions to make amendments to the consent are applied according to Territorial Authority regulations and organisational requirements.
1.5 On-site waste disposal systems are checked for compliance with the Building Code.
1.6 As-built construction is recorded and certified to meet organisational requirements.
1.7 The inspection is completed within a timeframe appropriate to the complexity of the specific inspection as determined by the legislative requirements.
1.8 Compliance actions that are identified from the inspection are documented, reported, and actioned to meet legislative requirements.
Outcome 2
Conduct routine commercial plumbing inspections.
Performance criteria
2.1 Consistency between the consent plan and the plumbing installed on-site is determined in terms of pipe sizes, materials, fixtures, fittings, systems, supports, protection, method of construction, invert levels, gradients, measurements, and pipe codes.
2.2 Materials are installed according to manufacture’s specifications.
2.3 The nominated tests are checked to determine whether they meet the Building Code requirements.
2.4 Local conditions and restrictions that apply to the installation are identified in terms of their impact on the inspection process.
2.5 Decisions to make amendments to the consent are applied according to Territorial Authority regulations and organisational requirements.
2.6 The inspection is completed within a timeframe appropriate to the complexity of the specific inspection as determined by the legislative requirements.
2.7 Compliance actions that are identified from the inspection are documented, reported, and actioned to meet organisational requirements.
Outcome 3
Conduct routine commercial water supply systems inspections.
Performance criteria
3.1 Consistency between the consent plan and water supply system installed on-site is determined in terms of pipe sizes, materials, fixtures and fittings, systems, supports, protection in terms of backflow, temperature control and the pipe itself, method of construction, and pipe codes.
3.2 Materials are installed according to manufacturer’s specifications.
3.3 The nominated tests are checked to determine whether they meet the Building Code.
3.4 Decisions to make amendments to the consent are applied according to Territorial Authority regulations and organisational requirements.
3.5 The inspection is completed within a timeframe appropriate to the complexity of the specific inspection as determined by the legislative requirements.
3.6 Compliance actions that are identified from the inspection are documented, reported, and actioned to meet organisational requirements.
