20thIBSA NATIONAL SPORTS MEET FOR THE BLIND-2016

GUIDELINES AND RULES FOR PARTICIPATION

1.No individual entries would be entertained at any stage in the 20th National Sports Meet for the Blind 2016.

2.The Meet is open to only such totally and partially blind male and female athletes who are bonafide competitors of the sponsoring institutions / organizations affiliated with the IBSA (Indian Blind Sports Association).

3.Age Group

The Competitions will be conducted under the following age Divisions.

(a) Intermediate Division (Boys & Girls) Aged -Between 14–17 years as on 31.12.2016

(b) Open/Senior Division (Men & Women) -Agednot below 14 years as on 31.12.2016.

4.Sight Categorization: As per International Blind Sports Federation norms, the events will be held under following 3 sight categories.

(a)Category B-1. No light perception in either eye upto light perception but inability to recognize the shape of a hand at any distance or in any direction.

(b)Category B-2. From ability to recognize the shape of a hand upto acuity of 2/60 and/or visual field of less than 5 degrees.

(c)Category B-3. From visual acuity of above 2/60 up to visual acuity of 6/60 and/or visual field of more than 5 degree and less than 20 degree.

Note : -

(a)Medical Certificate from a Registered Ophthalmologist/Government Hospital must be enclosed for each participant in the enclosed proforma indicating clearly whether he or she belongs to B-1 or B-2 or B-3 category, as defined above.

(b)Every participating sports person in NSM 2016 will have to undergo confirmation of sight classification by IBSA official classifier during the meet.

5.Events

Intermediate Girls: 100m, 400m, 800m, 1500m, Shot Put (4 Kg), Long Jump, Discus (1 kg), Javelin (600gm), Relay 4x100 m.
Intermediate Boys: 100m, 400m, 800m, 1500m, Shot Put (5 Kg), Long Jump, Discus (1.5 kg) Jvelin (600gm), Relay 4x100 m.
Open Women: 100m, 200m, 400m, 800m, 1500m, Shot Put (4 Kg), Long Jump, Discus (1 kg),
Javelin (600gm), Relay 4x100 m & 4x400m.
Open Men: 100m, 200m, 400m, 800m, 1500m, 5000m, Shot Put (7.26 Kg), Long Jump,
Discus (2 kg), Javelin (800gm), Relay 4x100 m & 4x400m.

6.PERMISSIBLE NUMBER OF PARTICIPANTS PER TEAM

a)ATHLETICS

Institution / Organisation can send maximum of 2athletes in B-1, 2 in B-2, and 1 (one) in B-3 category.That means, not more than 5 athletes each in Men & Women and intermediate Boys & Girls categories for the above athletics events.One competitor can participate in upto a maximum of 3 Individual Events excluding Relay races.

(b)GuideRunner:

(i)Boys B1/B2- One Guide Runner }

(ii)Girls B1/B2- One Guide Runner } Guide Runner for B2

(iii)Men B1/B2- One Guide Runner } category is optional

(iv)Women B1/B2- One Guide Runner }

(c)Escort.Irrespective of the number of athletes, each team can bring not more than one male and one female as Escort.

7.All B-1 Boys & Girls and Men & Women competitors (totally blind) would be required to participate under a blindfold in all events compulsorily. Blindfolds are not required for B-2 & B-3 categories (Partially blind). Blindfold will be provided by the Indian Blind Sports Association.

8.Male participants must wear white shorts/trousers and white T Shirts/Shirts and Female participants must wear white skirts with white blouse or white Salwar Kameez at the time of March-past, and proper kit including spikes, during competition.

9.All participants, escorts and guides must wear either Joggers/Sports Shoes compulsorily in the Stadium.

10.Competitors will participate in the competitions at their own risk and the organizers will not be responsible for any injury/mishap during the competitions and stay in any way.

11.Decision of the Judges and Referees will be final. Protest, if any, will have to be lodged in writing, with a deposit of a sum of Rs. 500/- to the organizers within 20 minutes of the event. However, decision of the Jury of Appeal will be final and binding.

12.Throughout the competition, the competitors shall display the Chest Numbers allotted to them on their chest as well as on their backs. Chest numbers will be provided by the organizers.

13.It shall be the personal responsibility of the competitors to report to the concerned officials on the ground as and when called for participation in the event, in time. The escorts are requested to ensure compliance. In case the competitor fails to report in time, his/her candidature shall be cancelled in that event. All the competitors must be medically fit.

14.The organizers reserve the right to change/alter/cancel/delete any of the event(s) at any stage without any notice.

15.The escort/guide shall be required to stay with their teams only. Due to space constraints, separate accommodation cannot be provided for the escorts/guides.

16.For matters not covered by the rules for the competitors, the decision of the Jury of Appeal in all matters shall be final and binding.

17.NoLater Change Allowed:-No changes in the entries (name & events) once submitted will be allowed at any stage.

18.Photographs of the Competitors;- Affiliated institutions are required to forward to the organizers two passport size photographs of each competitor Boys & Girls and Men & Women, one of which be pasted on the Performa of the Medical Certificate. The other photograph bearing the name of the competitor in block letters at the back of the photo, duly attested by the Head of the institution, be attached with the entry Performa for issue of Identity Card to the competitor.

  • A passport size photograph each of Escorts/Guides accompanying the team, bearing the names of the concerned official and attested by the Head of Institute on the back of the photograph, should also be sent for issue of Identity Cards.

19.Medals/Certificates. Medals & Certificates will be awarded to 1st/2nd/3rd position holders in the finals of any event provided there are more than 3 participants in that event.

In the event of there being only 3 (three) participants, Medals and Certificates will be awarded to the participants who attain 1st and 2nd position. However the 3rd position holder will be given Medal only.

In case there are only 2 (two) participants, in an event, Medal & Certificate will be awarded to the 1st position holder and only Medal will be awarded to the athlete attaining 2nd position.

In case there is only 1 (One) participant in an event, it will be treated only as a performance event and not an official event.

20.Championship Trophies:-

(a)Championship Trophies would be decided by calculating the points scored by the team. There would be, separate institutional Trophies for Men and Women and Boys & Girls in each category. There would, thus, be a total of 12 Championship Trophies. No Overall Championship Trophy would be awarded.

(b)IBSA reserves the right to withdraw the Medal awarded and to erase from its record of any athlete who is disqualified for any reason at any stage

21.Clothing etc:- All participants including escorts and guides would be required to bring with them their own clothing, articles of daily use etc. including Joggers/Sports Shoes. Since Delhi will be cold during the month of December you are required to bring appropriate warm clothing also (Average minimum temp. 10 degree Celsius & maximum temp. 20 degree Celsius.

22.Deadline:- Entry Form duly completed and accompanied by the Medical Certificate of Blindness and the photographs of each competitor duly attested by the Head of the Institution must reach the Hony. General Secretary, Indian Blind Sports Association, C/O. Blind Relief Association, Lal Bahadur Shastri Marg, New Delhi – 110 003, by 30thOctober 2016positively. No entry received after the said date will be entertained.

23.Admissible facilities All participating Athletes and their admissible Escorts/GuideRunners will be provided the following facilities for participation in the Meet: -

(a)Free Boarding and Lodging from 11 December to 16 December 2016.

(b)Local transportationTransfer from BRA to Stadium and back. Transport can be arranged between the nearest railway station to BRA on demand.

(c)Second class railway fare/bus fare by shortest route on production of journey tickets will be reimbursed on the basis ofrailway concession available to the Blind persons and their escorts and runners subject to the following categories of sports persons ONLY and subject to the conditions mentioned below:-

(d)Intermediate Boys & Girls: All those who perform not below the qualifying standards laid down by IBSA in at least ONE of the events in which the sports person competes.

(e)Open Category Reimbursement of Rail/Bus fare will be allowed to only those

Competitors who secures 1st, 2nd, and 3rd position in National Sports Meet 2016 andSubject to their performing not below the qualifying standards laid down for National Sports Meet 2016 by IBSA.

(f)Chess Only 1 (One) participant will be allowed to participate from each institution/Organization.

(g)All the participating institutions will make their own arrangements for theirteams for them travel to Delhi and back by railway/bus.
