InnovationExemptionCriteria

ToqualifyforanInnovationexemption,thesearethecriteriatheOCIOwillrequireagenciestomeet:

ThepurchaseenablesanagencytointroducenewtechnologiesthathaveyettofindwidespreadadoptionwithinthestateofWashington.

Thepurchasemustbeforlessthan$100,000.Onlyonepurchaseexemptionwillbegrantedperproject.Inaddition,thepurchasemustmeetatleastoneofthefollowingcriteria:

ThepurchasewouldaccelerateeffortstocreateamoremobileWashington,forcitizens,stateemployees,orboth.

Thepurchasewouldacceleratetheadoptionofcloudservices,includingbutnotlimitedtocloudstorage,SaaS,IaaSandPaaS.

Thepurchaseallowsfortrialdeploymentsthatwillbetterinformlarger-scalemodernizationefforts.Thepurchaseinvolvesaddingnewcapabilitiesspecifictoanagency’sbusinessneeds.

Thepurchaseallowsfortheretentionofprofessionalservicestoaddnewcapabilitiestoanagency.

Thepurchasemakesiteasierforagenciestoengagesmallbusinesseswhooffersolutions,butlacktheexistingrelationshipsandresourcestoeffectivelycompetethroughtheexistingprocurementprocess.

Absentunusualandcompellingcircumstances,theOCIOwilllimititsdiscretiontowaivecompetitivebiddingundertheInnovationexemptiontothoseprojectspromotinginnovationunderone(1)yearinduration.

Iftheprojectwilllastmorethanoneyear,theagencymusteitherplanforfundingoftheprojectwithouttheInnovationexemption,orprovidetheOCIOwithjustificationforunusualorcompellingcircumstancesthattheexemptionshouldbeextended.

AnagencymustsubmittotheOCIOajustificationforanInnovationExemption.

AgencyshouldsubmitprojecttoTherequestforexemptionmustinclude:

Aprojectdescription.

Adescriptionofthespecificpurchasetobemade,includingcost.And,ataminimum,mustdescribe:

Leadcontactforproject;

Howthepurchasepromotesinnovationand/ormodernization;Whatimplementationresourcesarecurrentlyinplace;

Howsuccesswillbemeasuredandatimelineforevaluation,includingthedatewhenasummaryreportonresultsisexpectedtobecompleted.(mustbewithinonemonthofprojectcompletion.)

Approvalfromagencydirector

TheprocessforevaluatingInnovationexemptionrequestswillbemanagedbytheOCIO.
