PROGRAMDESCRIPTION

PROBLEMSTATEMENT:

Michigan islocatedbetween majordrugmarketsofChicagoandNewYorkCity,sharesan international borderwithCanada,andhasthreeofthe25busiestcommerciallandportsinthe UnitedStates. The Detroitand Port Huronbordercrossingsaremajortrans-shipmentpointsfor largequantitiesofclubdrugsandhighpotencyCanadianindoor-grown marijuana. The exploitationof the MichiganMedicalMarijuanaAct has becomea majorproblemfor law

enforcementintheregion.

Michiganisexperiencingasignificanthealthcrisis known astheopioidepidemic. Michiganhas seena13.3%increaseintotaldrugoverdosedeathratesfrom2014to2015.TheMichigan DepartmentofHealthHumanServicesVitalRecordsandHealthStatisticsSectionidentified

299confirmedheroin-relateddeathsin2015(mostrecentdataavailable),andhaveconfirmed

541opioid-relateddeathsin2015(opioid-relateddeathsexcludeheroinbutincludefentanyl),a

22%increasefrom2014.Thisinformationreflectsthatmoredrug-relateddeathsareattributed to opioids (including fentanyl) than solely heroin. Furthermore, the spread of new syntheticstreet drugs,fentanyl and carfentanil has law enforcement officers across Michiganchangingthewaytheyconduct routinestops,raidsandseizures,withagenciestaking heightenedmeasurestosafeguardofficersandagentsfromaccidentaloverdoseswhilefighting thestate'sgrowingopiateproblem.

*Duetothiscrisis,thisyeareachMJTFisexpectedtoinitiateatleastoneprescription provider diversioninvestigation.*

MethamphetamineisalsoprevalentthroughoutMichigan. In2016,lawenforcementreported active/openinvestigations intotheuse,possession,distribution,and/orproductionof methamphetamine in68of83countiesinthestate. Inrecentyears,Michiganhasseen laboratoryseizuresspreadaroundthestateparticularlythroughout northernandcentral Michigan,andnowacrosstheUpperPeninsulaandthethumbregion. InFY16,Michiganhada totalof495arrestsandlabseizuresformethamphetaminemanufacturing,a19%increase comparedtoFY15.

MJTFsarevitalelementsinthestatewide efforttocombine allavailableresources toreduce crime. Themajoremphasisforthesetaskforcesistheinvestigationofillegalsubstance abuse andassociatedcriminalactivity. Eligibleapplicantsmusthavestateandlocallawenforcement participationandacommitmentfromfederalsourcesforjointcriminalinvestigations. MJTFs mustalsohaveaboardofdirectorsthatincludesallparticipatingagenciesandmustinitiateor bemembersofacommunity coalitiondesignedtobringallavailableresources togetherfor crime-solving initiatives. Becausemostlawenforcementauthorityislimitedtospecific jurisdictionsbutcriminalactivityisnot,itispossibleforlargecriminalenterprisestocommit crimesbeyondthescopeofauthorityofaparticularlawenforcement agency. Addressingthis problemrequirescooperationamonglocal,state,andfederallawenforcement agencies, prosecutors, courts,corrections,serviceagencies,andthecommunity. MJTFscombinethe talentsandresourcesofavarietyoforganizationstoeliminatejurisdictional/proceduralbarriers

andenhanceproblem-solvinginitiatives.

AgenciesreceivingawardsforMJTFs MUSTHAVEONFILE:

1. Awritteninteragencyagreement(betweenallparticipatingagencies)defining activitiesandresponsibilities.

2. Aprosecutorstatementdemonstratingcollaborativeinvolvementwiththeteam towardmeetingtheteam’sgoalsandobjectives.

3. Aplanofintelligencesharing,viacomputerizednetworking.

4. Aplanforforfeituresharing,includinghowfundswillbeused.

5. Acommitmentforstaffingbyallparticipatingagencies.

6. AwrittencommitmenttousetheMichiganHighIntensityDrugTraffickingAreas’ DeconflictionCenteronallcases,whenapplicable.

NOTE:Thisisacompetitivegrantandwillbeawardedbasedonmerit,demonstrated need,data-drivendecisionmaking,andperformancemeasures.

APPLICATIONREQUIREMENTS:

1. Boardapprovaloftheapplicationmustbereceived,inwriting,within60daysofthe applicationsubmissiondate. Awardswillnotbemadeuntilthisisonfilewiththe

MichiganStatePolice,Grantsand CommunityServicesDivision(MSP/GCSD)and

attachedtothegrantintheMichiganAutomaticGrantInformationConnectionPlus

(MAGIC+)system.

2. Tothefullestextentpossible,fundedprojectsneedtodemonstrate evidence-based practices. Programsandpracticesareconsideredtobeevidence-basedwhentheir effectivenesshasbeendemonstratedbycausalevidence(generallyobtainedthrough oneormoreoutcomeevaluations). Causalevidence documentsarelationshipbetween anactivityorinterventionanditsintendedoutcome,includingmeasuringthedirection andsizeofachangeandtheextenttowhichachangemaybeattributedtotheactivity orintervention.Causalevidencedependsonthe useofscientificmethodstoruleout,to theextentpossible,alternativeexplanationsforthedocumentedchange.

3. Any vacated funded position must be filled within 30 days. Exceptions to this requirementmustbeapprovedinwritingfromtheMSP/GCSD.

GOALS,OBJECTIVES,ACTIVITIES,ANDPERFORMANCEMEASURES:

MJTFsaredesignedtoactasadeterrentthrougharrestingpersonswhoviolatestatutes regulatingthedistributionofcontrolledsubstances. Toevaluatetheeffectivenessofarrests,

considerationmustbegiventothetypesofdrugsthatneedtobeprioritizedatthestatelevel.

Informationon arrestswillbe collectedby eachMJTF.Arrestdatawillincludethelevelof arrest foreachdrugoffense, aswellasthetypeofdrugforeacharrest. Teamswillalsoreporttheir totaloperatingbudgetandthenumberofswornlawenforcementpersonnelassignedtothe team.

PrioritytargeteddrugsforFY2018willbe:

1. Heroin.

2. PrescriptionOpiates.

3. Methamphetamine.

4. Cocaine.

Applicationsshouldcontaingoals,listedbypriorityfordrugabuseissuesinyourtargetarea.

Objectives / Reducedeathsandseriousinjuryfromdrugoverdoses.Reduceeconomiccosts andthreatstocommunitysafetycausedbydrugtrafficking.Remove
multijurisdictionaldrugoffendersfromtheregionalarea.Reduceandsolvedrug- relatedcriminalactivity.Reducecommunityharm.
Activities / Establishmentofcriteriatoidentify,select,andprioritizenarcoticinvestigations withemphasisoncommunityharm.Coordinationandmonitoringofcasesto
ensureeffectivemanagementandsupervisionofsharedinvestigationand prosecutorialresourcesandactivities.
Eachprojectshallhaveaboardofdirectors,whichiscomprisedofa representativefromeachstate,county,andlocalagencyparticipatinginthe project.Theboardwillestablishpoliciesconsistentwith:
1. Purposeareagoalsandobjectives.
2. Allocating,focusing,andmanagingprojectresources.
3. Providingoversightofprojectinvestigations.
4. Theboardwilldetermineifthegrantfundsprovidedproducedevidence- basedoutcomes.
5. Membersoftheboardwillhaveanequalvoteonallmatters.

APPLICATIONASSISTANCE:

1. Beforeinitiatingyourgrant,beprepared.Locatedatatoassistwithyourproblem statementandperformancemeasures(e.g.,UniformCrimeReport(UCR),Crimeand

CrimeClearanceData;federalandstateThreatAssessmentReports;hospitaland treatmentadmissiondata;intelligenceandinformantdata;prosecutor,probation,and

paroledata;National SurveyonDrugUseandHealth;and,National Institute onDrug AbuseMonitoringtheFuturesurveys). Thekeyistotruly analyzethecrime problemsin yourpolicingareaanddetermine howyourgrantactivitieswillimpactgoalsand objectives.

Applicantsshoulddemonstrateintheirbudgetnarrativeshowtheywillmaximizecost effectivenessofgrantexpenditures. Thenarrativeshouldbemathematicallysoundand correspond withtheinformationandfiguresprovidedineachbudgetcategory. The narrativeshouldexplainhowtheapplicantestimated andcalculated allcosts,andhow theyarerelevanttothecompletionoftheproposedproject.

2. Theproblemstatementisanimportantpartofyourapplication. “Wehaveseenan increase inheroininthetargetareaoverthepastyear.”doesnotconfirmaproblem. Instead,“Wehaveincreasedtheseizureofheroininthetargetareaby1,000grams overthesameperiodlast year.Informantsandusersnow reporthavingasmanyasfive sourcestopurchasefromcomparedtoanaverageoftwooverthepastyear.”identifies aproblem. Problemstatementsmustbedata-driven. Goalsandobjectivesmustbe specifictotheproblemsidentifiedwithintheproblemstatement.

3. AnticipatedOutcomesandPerformanceMeasuresshouldincludespecificquantitative measurementsusedtodeterminetheoutcomesandimpactofyourproject.Examples:

a. Increaseburglaryclearancesinthetargetareaby20percent. Forexample,if the2016UCRreportedthatburglaryclearanceswere65,65x.20=13+65=

78.Thus,78isthenewtargetnumberforburglaryclearances.

b. Intheproblemstatementyouhavedeterminedbythenumberofemergency roomadmissions, treatmentadmissions, informantinformationandarreststhat prescriptiondrugsareaprobleminareaB. Yourdatarevealsthat30percentof thedrugsarebeingsuppliedbyburglaries (homeandbusiness); 40percentare fromdoctorshoppers;10percentarestolenfromrelatives’medicinecabinets; and,10percentareillegallyprescribedorprescription filled. Basedonyour previousyear’sstatistics,provideanumericalmeasurement forimprovement of theproblem.

c. Additionalnumericalperformance measuresmayinclude: numberofpersonsin thetarget areaonprobationorparole;wantedfugitiveswhoarearrestedfornew crimeseachyear;numberofmultipleregistrantspurchasingpseudoephedrine; and/or,numberofpersonssuspectedofabusingtheprescriptionsystemforyour targetarealistedintheMichiganAutomatedPrescriptionSystem.

PREVIOUSGRANTCOMPLIANCE:

Applicationreviewswillincludescoringontheapplicant’spreviouscompliancewithByrneJAG

federalandstaterequirementsfortimeliness,accuracy,andcompletenessofreports.

Theapplicationreviewandscoringprocesscomprisesofacombinationofpreviousgrant compliance,performancemetrics,andgrantapplicationscore.Awardsaredeterminedbased onthesefactorsaswellastheavailabilityoffunding.

UNIFORMCRIMEREPORTINGCOMPLIANCE:

Applicantsandall subcontractorsmustcomplywithMichiganPublicAct319of 1968,as amended. Thislawrequirescountysheriff’sdepartments,aswellascity,village,andtownship

policedepartments,tosubmitmonthlyUCRdatatotheMichiganStatePolice.

LOCALBYRNEJAGAPPLICATIONREQUIREMENT:

ApplicantsandanysubcontractorswhichappearonthefederalFY2017JAGAllocationsList arerequiredtohavesubmittedaByrneJAGapplicationtotheDepartmentofJustice.Applicants whoareeligiblefordirectByrneJAGawardsandfailtoapplyforthoseawardswillnotbe

consideredforfundingunderthisprogram,includingasasubgrantee.TheFY2017ByrneJAG
