CURRENT REGULATION

4.ELIGIBILITY

4.2A Member Body may approve an applications received from applicants who do not meet the above criteria provided that they are permanent residents of Australia and can effectively demonstrate and produce documentation verifying their experience and qualifications to meet the above eligibility criteria gained in a previous country of residence.

Add the following additional sub-regulation:

13.2The Convenor will organise and/or conduct at least two Judges Training sessions in each calendar year and give all licensed judges in the State/Territory at least 28 days’ written notice of such sessions. Those training sessions should address theory as well as practical judging exercises.

DOGS QLD RATIONALE:

It is important that ongoing training is provided for licensed judges, as well as initial training for trainees.

CURRENT REGULATION

13.2In order to maintain their DWD judges licence, licensed Judges must, in one calendar year, have:

13.2.1judged at least one competition or have attended at least two Judges Training sessions, or a combination of both;

13.2.2paid the relevant annual Judge’s licence fee.

DOGS QUEENSLAND PROPOSAL

13.3In order to maintain their DWD judges licence, licensed Judges must, in one calendar year, have:

13.3.1judged at least one competition or and have attended at least oneJudges Training sessions, or a combination of both; in exceptional circumstances, the Coordinator may approve substitution of two judging appointments or attendance at two Judges Training sessions for the above;

13.3.2paid the relevant annual Judge’s licence fee.

DOGS QLD RATIONALE:

It is important that every judge should have the opportunity to officiate at at least one competition each year and have attended at least one of the two mandated Judges Training sessions in a year, in order to maintain their experience and to contribute the development of the sport; however the option of flexibility according to the judge’s circumstances should be available.

DOGS QUEENSLAND PROPOSAL

Add the following additional sub-regulation:

13.5The Coordinator may, for cause shown, approve a written request from a licensed Judge for leave of absence from judging/training requirements for a period of one calendar year.

DOGS QLD RATIONALE:

Life circumstances may well make adherence to the requirements of section 13.3 very difficult, if not impossible, at times, and judges should have the option of applying for leave of absence for up to one calendar year at a time.

CONSEQUENTIAL CHANGE

Renumber following sub-rules.

13.5In the event that a Judge fails to fulfil this responsibility or to follow directions issued by the relevant Member Body may:

13.5.1refuse to grant any renewal of the licence to any person or may cancel or suspend for any period or vary in any way, any licence already granted;

13.5.2direct any Judge within its jurisdiction to undergo additional training or counselling by the Judges Training Panel.

Add the following additional regulation:

14.ANNUAL REPORT

14.1The Convenor will, by 31 December each year, report to the Member Body on –

14.1.1the timing and manner of advertisements inviting applications for admission to the Dances with Dogs Judges Training Scheme;

14.1.2the number of applications, dates received and dates that acceptance or rejection into the Scheme was notified to the applicants;

14.1.3the number and names of trainees accepted into the Scheme in the relevant calendar year and the number and names of those whose applications were not accepted;

14.1.4the number and dates of theory training sessions conducted in the calendar year and number and status (trainee or licensed judge) of attendees;

14.1.5the number and dates of practical training sessions conducted in the calendar year and number and status (trainee or licensed judge) of attendees;

14.1.6the number and names of trainees who successfully completed the theory examination;

14.1.7the number and names of trainees who successfully completed the practical examination;

14.1.8the number and names of trainees who achieved elevation to the status of licensed judge.

DOGS QLD RATIONALE:

It is important that the Judges Training Panel is accountable for its actions.
