Competition Rules

I.Objectives

TheYilanChairDesignCompetitioncameaboutasavehicletoconveythepassion andhospitalityofthepeopleofYilanaswellasthenaturalbeautyofthecounty’s mountainforests.The originalideawastouseinnovativedesigninawaythat connectedtonatureanddailylife,whilealsoreflectingthecountygovernment’slong termvisionofdevelopingYilanintoa“children’sdreamland”and“cityof innovation.”Theeventhasalsobeenusedasafocalpointforthedevelopmentof cultural and creativeindustryproducingfurniture,stationaryand toys.

TheYilanChairDesignCompetitionisthefirstdesigncompetitionbrandtobebased onacityandoneofonlyahandfulofdesigncompetitionsaroundtheworldtofocus on“children’schairs.”Overthepastfouryears,morethan2,600workshavebeen submittedandin2016anewrecordwassetwithworksfrom25countries.Through thecompetition,invitationsextendedtoprofessionaldesignersandexhibition promotionprograms,theeventhasworkedcloselywiththelocaltimberand traditionalhandicraftsectors.Inaddition,ithasalsoevolvedfromaninternational designcompetitionintoamajorplatformwheretalenteddesignerscanmeetand exchangeideas.Asaresult,theYilanChairDesignCompetitionhasbecomean important cultural and creativefurnitureinternational competition brand.

Asthecompetitionentersitsfifthyear,thesolicitationofworksthisyearisdivided intotwocategories:“Creative”(GroupA)and“Practical”(GroupB).Works submittedtoGroupAseektoidentifychildren’schairsbestabletotellthestoryof Yilan;(GroupB)looksforworksthatcanbemassproducedandmarketed.Thejury panelsforbothgroupsbasetheirdeterminationsonthedifferentcorespiritofeach category,thoughthebroaderaimistoattractawiderangeofsubmittedworksto graduallydeveloptheYilanchairindustryandboostthe“Yilanchair”brand,sothat such items aresought after whether for oneself oras gifts.

III.Competitioneligibility
  1. Allindividualswithapassionfordesignirrespectiveofage,profession,placeofresidenceor nationalityarewelcome to submit works.
  2. Individualsorteamscanregistertocompete,thoughteamscanhaveno morethan threemembers.
IV.Competitiontheme

Theme: Children’s chairs

1.Works must contain “Yilanelements”

(Note:Yilanelementscanincludecolors,styles,handicraftart,totems,words andsymbols or abstract concepts suchashistorical texture, local spirit, cultural values, life attitudes etc.as theyrelatetoYilan.)

2.Worksmustberelatedtheannualcompetitiontheme,withchildrenintended to be themain users.

V.Solicitedworkrequirements,evaluationstandardandawards
A.CreativeCategory (GroupA)

(1)Creativeworkrequirements

1.Works are intended for the use of pre-pubescent children under the age of 12, but are not limited to the use of one child.

2.Works must be educational and entertaining.

3.All design elements relating to dimensions, structure and materials must take into consideration the suitability of use by children.

4.Creative materials

  1. Materials should by predominantly natural (wood, bamboo, rattan, paper etc.)
  2. If other materials are used they should be environmentally friendly.

5.Work numbers

  1. There is no limit to the number of works an individual / team can submit.
  2. The focus should be the design of a single work or multiple works that make up a single set

2.Yilan County Government undertakes to purchase 50 units of the Gold Medal winning work and sell them on Yilan county Government related marketing websites within three years of the award.

(3)Regulations on accepting submissions:

3. Competition work files
•Method of presentation: Both electronicdrawing and hand drawingarepermitted

•Content:Work name, introduction ofdesignconcept and innovation, explanation of localYilanelements incorporated, method ofuse, materialsused etc.Applicants arealso required to present front and sideviews of work materials,product proportions and dimensions (in centimeters)of the work using graphic, 3Dor three-view drawings.Thelayout should be clear and complete.

4.Items of note:

(1)Confirming eligibility:Allwork,electronicfilesandwrittensubmissions willbeexamined.Thequalificationsofallregisteredparticipantsand workdetailsmustaccordwithstipulatedregulations.Anyparticipant foundtohaveviolatedregistrationordocumentsubmissionregulations will bedisqualified.

(4)Participantsareresponsibleforallprotectivemeasurestakentoensure worksarenotdamagedduringdeliveryforthefinalevaluation.Asturdy packagingcaseisrecommendedwithpackingfiller.Intheeventthata workissubmittedwithoutcompletepackagingtheorganizersreservethe righttonotacceptitorhaveitreturnedtosender.Whereaworkis damagedasaresultofpoorproductionorwhenbeingdelivered,tosuch anextentthatitcannotbeevaluated,theorganizersarenotliablefor indemnity.

VII.Evaluationmethod

1.JuryPanel formation

(1)Thecompetitionisdividedintoafirstevaluationandafinalevaluation stageandtheorganizerswillinviteindividualsfromindustry, government,academia,designersandindustryrepresentativestoserve on ajurypanel.Thelist of judgeswill be announced elsewhere.

(2)Itis estimated that sevenlocal judgeswill beinvited toappraiseworksin thefirstevaluation.Thefinalevaluationwillbepresidedoverbynine judges fromTaiwan andoverseas.

(3)Whennosubmittedworksaredeemedtohavereachedtheevaluation standardofthecompetition,thejurypanelcandecidetovacatethe award.Participantsmustrespectthedecisionofthejurypanelwhich cannot be challenged.

2.First Evaluation

(1)Document submission: Before 5pm, July 3, 2017 (Taiwan time)

VIII.MarketingandPromotion

1.Theorganizers will holdan awards ceremonyforprizewinners.

2.Theorganizers will select prizewinners for domestic and overseas fairs/expos

3.Theorganizerswill,dependingonthesituation,actasaplatformfacilitating contactsbetweenprizewinnersandproductmanufacturers,andoffering assistancewith thedevelopment of mass production operations.

X.RightsandObligationsofParticipants

1.Onceaworkwinsaprize,theeconomicrightstorelatedimagesandtext belongtotheorganizer.Participantsarerequiredtosigna“Competition Declaration”grantingtheorganizerstherighttousetheseforcollection, marketing,transfers,announcements,publishing,reproduction,copying, publicoronlinedisplay,andallothereconomicrightsrelateduses,withno limits placed on time, quantityor methods.

2.Theintellectualpropertyrightstoeveryawardwinningworkbelongtothe creator.However,saidcreator agreestogivetheorganizerstherighttogratis useinperpetuity,tobeabletointroducefirmsandengageinpriorityproduct developmentandofficialproductsales.Forthoseworksthatdobecome officialproducts,theorganizerswillsignanadditionalformalcontractwith participants, detailingprofit sharing,rights and liabilities.

3.Thecopyrightofeachcompletedworkbelongstotheparticipant/team.To preventfuturedisputes,teammembersshouldclarifycopyrighttradingand

theirrelationship(authorization/licensing)ontheirown.These responsibilitiesshouldbeagreedbycontractinadvance.Theorganizershall not get involved.

XI.AnnouncementsandStatementforParticipants

1.Organizers:

(1)Theorganizersreservetherighttorevisethetimetableforregistration and document submission if it is deemed necessary.

(2)Ifasituationarisesthatisnotaddressedinthecompetitionregulations, theorganizersreservethefinalrightofrevision.Suchamendments willbepostedontheorganizer’sofficialwebsiteandtherewillbeno furthernotification.

2.Participatingworks:

(1)Allparticipatingworksmustbeoriginal,neverpreviouslymadepublic orsold.Theymust alsonotbeimitationsorinfringeontheintellectual propertyrightsofathirdparty. Ifaprizewinningworkislater accused and confirmed as havingviolatedrules governingthe evaluation process,plagiarismorimitation,theorganizerswillreconvenethe originaljury panelwhichwillmeetwithrelatedlegal consultantsto discuss an appropriateresponse. Wherenecessary,the offending participantwillbedisqualified and askedto return any cashprize and certificate awarded.Theparticipatingwork registrationformstipulates thatparticipants arenotpermittedtosubmitworkstothe competition foraperiodofthree years. Inthe eventthataparticipantis accusedof infringingtheintellectualpropertyrightsofathirdpartylegalliability falls exclusivelyon the participant.

(2)A work can be submitted in both Group A and Group B competition, but applicants must register separately (and submit two sets of registration information).

(3)Participatingworks anddocumentationmustbesenttothe address indicated bythe organizersbeforethedesignateddeadline. Ifa submittedworkisincompleteorviolates competitionregulations,the organizers reservethe righttonot acceptitorhaveit returnedto sender.

(4)After officialsreceiveregistrationinformationfromaprospective participant,theywillsend an emailnotificationin replybefore6pmthe sameday. Ifthe applicanthasquestionshe/she/theyshould contactthe organizers directly.

3.Participants:

(1)Allparticipantsshouldfirstreadrelatedinformationto ensurethey understandthevariousregulations and requirementsofthe competition and are willingto adhere to said rules.

(2)Inorderto ensurethe intellectualpropertyrightsofparticipants are fully protected,itisrecommendedthatfinalists shouldfirst applyfor copyrightorpatentprotectionbeforesubmittingmockups aspartofthe final evaluation. Ifworks are copied byathirdparty asa resultof takingpartin the competition or exhibition, theorganizersdonot accept anylegal liabilityto pay compensation.

(3)Participantsmustnotseekto entreaty,lobby, entice,threatenor engage in anyotherbehaviordesignedtointerferewiththejurypanel members ortheirwork.

4.Prizewinners:

(1)Participantsregistered asateammustdesignatearepresentativeto receive any prize.Astoreceivingprizemoney andits allocation among teammembers,thatshouldbe agreedbeforehand andsaid agreementfollowed.At thesametime,prizewinners are also required topaytaxontheirwinningsin accordancewiththeRepublicofChina Income Tax Law.Competitionregulationsstipulatethatthemembers of prizewinning groups receiveasingle certificate.

(2)The organizers are authorizedtousefinal evaluationworks andimages thereof free of chargeforpurposesoforganizingrelatedpromotional activitiesorin concert withmediareports etc.Theorganizers can also usethefinal evaluationmockups,workdescriptions andphotographs for exhibition,marketing andpublishingpurposes.Participantsshould proactively cooperatewithmarketing and promotional events.

(3)In orderto facilitatefuture competition relatedmarketing and promotionalwork,themockupsnominated forthefinal arethe propertyof the organizers and will not be returned.

As a participant in the “2017 Yilan Chair Design Competition” organized by YilanCounty Cultural Affairs Bureau and Lanyang Cultural and Educational Foundation, I (this team), hereby certify my/our full understanding of the competition rules and promise to follow the evaluation regulations, including the following:

1. Right of Promotion

I agree that the organizers can use competing works including descriptions, related

information and mockups of prize winning works to promote competition follow-up events. I also agree that such use may involve any form of reproduction, public display, editing, use or distribution, involving public broadcasting, transmission or distribution through television, newspapers, magazines, the Internet or exhibitions.

2. Work Copyright

1.Iagreetocedeinperpetuitytheintellectualpropertyrightsofthewinning worktotheorganizers,authorizingthemtodevelopindustrycontactsand focusonprioritydevelopmentofofficialproductsales.Iftheworkis developedasanofficialproduct,thetwosideswillsignanadditionalformal document detailingprofit sharing.

2.Participantsentrusttheorganizerstocreateandmanageadatabaseof participating worksforpromotional purposes.

3.Thecopyrightofeachcompletedworkbelongstotheparticipant/team.To preventfuturedisputes,teammembersshouldclarifycopyrighttradingand theirrelationship(authorization/licensing)ontheirown.Theseresponsibilities should beagreed bycontract in advance.Theorganizer shall not get involved.

3. Rights and Obligations

1.I hereby certify that the information contained in the registration form is true and correct.

2.I attest that the participating work is an original design and has not been plagiarized or misappropriated, is not an imposter and does not infringe on the rights or copyright of a third party. I further attest that it has not previously been publicly displayed or sold. If the work is found to infringe on the copyright, patent or intellectual property rights of a third party, I agree to be disqualified, return any cash prize received and to take full legal responsibility.

3.I acknowledge that the participating work registration form stipulates that participants are not permitted to submit works to the competition for a period of three years.

4.I agree, that in order to facilitate future competition related marketing and promotional work, the mockups nominated for the final are the property of the organizers and will not be returned.

5.I agree to cooperate with the organizers on related advertising, marketing and exhibition events.

6.I agree that the winning prize money and mockup production fee will have income tax deducted according to the law. However, mockup production fees will be additionally taxed in accordance with Second Generation National Health Insurance regulations.
