Emergency Preparedness

Greetings Emergency Preparedness Merit Badge students!
What I would like you to do to prepare for this event is listed below. It tracks closely with the requirements in the Merit Badge handbook. In my experience, boys who arrive at the session prepared get a lot more out of the session than boys who aren't as prepared.
• Bring a signed blue card from your Scoutmaster for this merit badge.
• Obtain the current Emergency Preparedness Merit Badge Handbook (available at the Scout Store or from a Troop library), or at a minimum the merit badge pamphlet, available online at . Other worksheets are acceptable, but the handbook is preferred.
#2a • Be prepared to discuss with the counselor the aspects of emergency preparedness:
1. Prepare
2. Respond
3. Recover
4. Prevent
5. Mitigate
Also be prepared to discuss any differences and/or overlaps between these aspects.
#3 • Be prepared to show how you could safely save a person from the following:
a. touching a live household electric wire
b. a structure filled with carbon monoxide
c. clothes on fire
d. drowning, using non-swimming rescues (including accidents on ice).
#4 • Be prepared to show three ways of attracting and communicating with rescue planes/aircraft.
#5 • Be prepared to show a good way to transport an injured person out of a remote and/or rugged area, conserving the energy of rescuers while ensuring the well-being and protection of the injured person.
#6a• Be prepared to describe the National Incident Management System (NIMS) and Incident Command System (ICS) - see .
#6b• Identify and be prepared to list the local government or community agencies that normally handle and prepare for emergency services similar to those of the NIMS or ICS.
#6b (cont.)• Be prepared to explain to the counselor either how the NIMS/ICS can assist a Boy Scout troop when responding in a disaster, or how a group of Scouts could volunteer to help in the event of these types of emergencies.
#8 • Be prepared to report the things a group of Scouts should be prepared to do, the training they need, and the safety precautions they should take for the following emergency services:
1. crowd and traffic control
2. messenger service and communication
3. collection and distribution services
4. group feeding, shelter, and sanitation.
If you have the time or capability prior to Saturday, complete the following as well (also required for the merit badge):
#2b• Prepare and bring a chart that demonstrates your understanding of each of the aspects of emergency preparedness (prepare, respond, recover, prevent, and mitigate) with regard to 10 of the situations listed on page 4 of the Emergency Preparedness Merit Badge Handbook (first 5 are mandatory).
#2c• Meet with and teach your family how to get or build a kit, make a plan, and be informed for the situations on the chart you created above. Complete a family plan. Be prepared to report to the counselor on your family meeting, discuss their responses, and share your family plan.
#6c• Find out who is your community’s emergency management director, learn what this person does, and be prepared to discuss this information with the counselor, and apply what you discover to the chart you created.
#7b• Either prepare a written plan for mobilizing your troop when needed to do emergency service, or if there is already a plan, obtain it. Be prepared to explain to the counselor the plan and your part in making it work.
#9 • Do one of the three items listed on page 7 of the Emergency Preparedness Merit Badge pamphlet and be prepared to report on and explain that action or activity.
#1 Remember that the Emergency Preparedness merit badge cannot be awarded until after the Scout has completed the First Aid merit badge, so if you haven't completed that badge, it would be advisable to work on that badge at your earliest opportunity.

Family Life

Because of the 90 day requirements and projects included in this merit badge, I do not expect any boy to leave the clinic with this completed. However, if they have previously started this merit badge, these requirements will need to be completed prior to class. Boys should bring their own copy of the Family Life Worksheet.
