IT Report
Dave Pagliai presented the IT Report.
Q1 2017 Settlement Stability Report
Magie Annab presented the Settlement Stability Report for first quarter 2017. Lin Yang requested additional information regarding the nature of disputes filed related to Reliability Must-Run (RMR) settlements. Mark Ruane stated that the disputes were associated with the delayed settlement process for validation of RMR receipts. Austin Rosel added that market notices were posted regarding the resettlements in question, and stated that there was an increase in RMR service charges refunded to load as a result of the disputes.
4 Coincident Peak (4CP) Methodology
Mr. Ruane reviewed the Public Utility Commission of Texas (PUCT) decision regarding Docket No. 46604, Commission Staff’s Application to Set 2017 Wholesale Transmission Service Charges for the Electric Reliability Council of Texas. Mr. Ruane also stated that a draft Nodal Protocol Revision Request (NPRR) that alters the current 4CP methodology is in development, and that the NPRR is expected to be reviewed at the May 11, 2017 Protocol Revision Subcommittee (PRS) meeting.
Revenue Neutrality Analysis
Aaron Townsend provided an overview of factors contributing to the recent increase in revenue neutrality allocations; Private Use Network net load not being included in Load-Zone price calculations, resource nodes islanded under contingencies in the Day-Ahead Market (DAM), and inaccurate load distribution factors in the DAM that do not accurately reflect transmission congestion patterns that materialize in the Real-Time Market (RTM). Mr. Townsend also stated that more detailed discussions were scheduled to be held at the upcoming Qualified Scheduling Entity (QSE) Managers Working Group (QMWG) and Congestion Management Working Group (CMWG) meetings, and encouraged Market Participants to attend.

Ms. Trenary reviewed NPRR819, and stated that COPS would consider this item at the May 10, 2017 meeting. There were no additional comments.
