TO AMEND SECTION 5963910, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO MANDATORY MONTHLY FIRE DRILLS IN ALL PUBLIC SCHOOLS, SO AS TO ALSO REQUIRE SEPARATE MONTHLY ACTIVE SHOOTER TRAINING DRILLS, TO REQUIRE THE STATE DEPARTMENT OF EDUCATION AND STATE LAW ENFORCEMENT DIVISION TO COLLABORATE ON THE DEVELOPMENT OF CERTAIN RELATED TRAINING MATERIALS, AND TO PROVIDE CERTAIN RELATED TRAINING ANNUALLY FOR TEACHERS; AND TO REDESIGNATE ARTICLE 9, CHAPTER 63, TITLE 59 AS “FIRE AND SAFETY DRILLS”.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION1.Section 5963910 of the 1976 Coded is amended to read:

“Section 5963910.(A)All public schoolteachers or public school districtsuperintendents in charge of the schools of the State which are supported in whole or in part by taxation shall conduct separatefire drills and active shooter training drillsat least once each month. AnyAteacher or superintendent failingwho failsto observe the provisions of this section shallmustbe fined not less than ten dollars nor more than twentyfive dollars for each offense. SuchThefine shallmustbe deducted from his salary and turned over to the county treasurer for ordinary county purposes.

(B)(1)Before August 1, 2018, the State Department of Education and the South Carolina Law Enforcement Division shall develop guidelines for the conduct of active shooter training required in this section, and gradeappropriate training materials. These guidelines must be included in annual teacher collegial development required by Section 591425(A).

(2)Before January 1, 2019, the State Department of Education and the State Law Enforcement Division shall develop an instructional video that must be shown to all students at least at the beginning of each nineweek grading period, and the department shall make this video available to all public school classrooms.”

SECTION2.Article 9, Chapter 63, Title 59 is redesignated “Fire and Safety Drills”.

SECTION3.The provisions of this act take effect July 1, 2018.
