SECTION4.The funds authorized pursuant to SECTION 1 for the State Board for Technical and Comprehensive Education for Critical Maintenance and Capital Needs must be allocated by the South Carolina Technical College System for the purpose of funding critical maintenance and capital needs at the respective institutions. Eligible school projects shall include: (a) health and safety upgrades; (b) technology upgrades inside school facilities; (c) upgrades associated with career and technology education programs; and (d) deferred maintenance needs as described in the school’s capital improvement plan.
