WECC-0120 FAC-501-WECC-1 Drafting Team Minutes January 26, 20171

1.Welcome, Call to Order, Introductions

Mr. W. Shannon Black, WECC staff, called the meeting to order at 10:00 a.m. on January 26, 2017. A quorum is not required. A list of attendees is attached as Exhibit A.

2.Antitrust Policy

Mr. Black read aloud the WECC Antitrust Policy statement. A link to the posted Policy was provided in the meeting agenda.

3.Approve Agenda

Mr. W. Shannon Black introduced the proposed meeting agenda. The agenda was approved by consensus.

On a standing motion by Mr. Jeff Watkins, the drafting team approved the agenda.

4.Reports

On March 8, 2017, the WECC Standards Committee approved Mr. Greg Vassallo for addition to the drafting team. Welcome aboard, Mr. Vassallo.

Mr. Greg Vassallo of the Bonneville Power Administration (BPA) has worked for BPA for 25 years. During the first 15 years at BPA he served in the maintenance of the transmission system. For the 11 years subsequent, he has served in Customer Service for Engineering & Planning. Mr. Vassallo has previously served on the following WECC and NERC standards drafting teams:

  • NERC ​Project 2008-02 Underfrequency Load Shedding Drafting Team -- Chair
  • NERC Project​2015-10 TPL-001-4 Drafting Team -- Contributor
  • WECC ​PRC-006-WECC-CRT-1 Drafting Team –Team Member

5.Review October 12, 2016 and December 13, 2016 Minutes

This drafting team has a standing motion from the drafting team chair to approve the minutes as posted on the WECC Calendar for each drafting team meeting.

On a motion by Mr. Jeff Watkins, the WECC-0120 Drafting Team (DT) approved the October 12, 2016 and the December 13, 2016 minutes.

6.Review of Previous Action Items

There are no previous action items.

7.Drafting Team Identification and Response to Posting 1 – Open Team Discussion

Drafting Team Identification

On January 23, 2016, the WECC Standards Committee approved the following additions to the drafting team, pursuant the WSC’s authority to take Consent Agenda action via email without holding a meeting.

Diana Torres
Imperial Irrigation District / Ms. Torres has worked in the public utility industry for 29 years, with the last 10 years in the reliability compliance office performing compliance assessments of Operations and Planningstandards and developing and training on internal compliance programs (which included background of NERC/WECC compliance, WECC CMEP, WECC audit training and internal controls). Ms. Torres coordinated and helped lead four WECC audits working directly with WECC audit leads.
For the last four years, Ms. Torres has worked with subject-matter experts to conduct compliance assessments of the FAC-501 standard, Transmission Maintenance and Inspection Program evidence and procedures.She regularly attends WECC outreach events, such as open webinars, compliance workshops and human performance conferences.
Kathee Downey
PacifiCorp / Ms. Downey has been involved in WECC committees for several years, on drafting teams, and leading drafting teams. Specifically, those relating to Interchange Scheduling and Accounting Sub-Committee (ISAS) and Federal Energy Regulatory Commission (FERC) Order 764.Currently she is serving as PacifiCorp's representative on the Operating Committee and ISAS.

Response to Posting 1

The drafting team reviewed the two comments received during Posting 1. Arizona Public Service was in support of the proposed changes. The Bonneville Power Administration (BPA) suggested Requirement R1 be changed as follows:

“Each Transmission Owner shall have a TMIP detailing its inspection and maintenance requirements that apply to all transmission facilities rated 200 Kv and above which comprise each of eh transmission paths identify in the Table “Major WECC Transfer Paths in the Bulk Electric System.”

In response to the comment the DT agreed to post the following language:

"R1. Each Transmission Owner shall have a TMIP detailing its inspection and maintenance requirements that apply to all transmission facilities comprising each transmission path identified in the Table.” (emphasis added)

To conform the language to drafting conventions, in the Purpose statement the following phrase would be added to streamline references that followed:

“Major WECC Transfer Paths in the Bulk Electric System” (Table).” (emphasis added)

The DT further agreed to ask the industry whether: 1) the proposed 200 Kv threshold was appropriate. and 2) the entire standard should be retired.

Posting 2 will open January 30, 2017 and close March 2, 2017.

8.Public Comment

All WECC Drafting Team meetings conducted in accordance with the Reliability Standards Development Procedures are open to the public. Public comment is continuously allowed and solicited.

9.Review of New Action Items

  • The document will be posted from January 30 through March 2, 2017.
