Eligibility

The Charlotte Invitational Bowling Tournament, is an International Gay Bowling Organization [IGBO], United States Bowling Congress [USBC] sanctioned handicap tournament held June 17-19, 2016, and open to men and women by invitation only. All USBC rules apply except as noted in the below information.

A. A maximum of 144 bowlers [36 teams] will be accommodated.
B. All participants must be members of USBC, CTF, or FIQ and provide proof of membership in both the tournament

application and at tournament registration. Sanction cards or receipt of sanction application are acceptable. To participate, non-members must pay a Participation or Affiliate Membership fee of $5.00 (USBC Rule 300c).
C. A professional bowler that is not a current IGBO league member or current organizational member, with a minimum of 21 games, may not bowl in the tournament. Only one (1) professional bowler, who is a current IGBO member, per team will be allowed. A professional bowler is defined as any person who has been a “card-carrying” member of a professional bowling organization within the past twelve months preceding the tournament.
D. All non-IGBO members participating must pay an additional $10 participation fee. See the application form.
E. Any person whose IGBO membership has been denied for the current season will not be allowed to participate.

F. All teams must have at least one (1) bowler that is a member in an IGBO member league or is an IGBO associate member

(must be a member prior to entering the tournament). A participant is defined as either a regular roster member or

substitute with at least 21 games as of 4/30/2016. Please visit www.IGBO.org to determine how to become an associate

member.

Event Participation

1.  The three tournament events shall be handicap events and are: Singles, Doubles, and Team. An optional scratch event will be offered.

2.  Each participant shall bowl three (3) games per event and must enter all three events. Teams must consist of four (4) members comprising any combination of men and women. Men and women will compete on an equal basis. Doubles partners must come from the same team.

3.  Each participant may only bowl once in each event.

4.  Optional events include Scratch Masters, individual Scratch, and a Friday, No-Tap.

5.  Regular Brackets will be offered at registration.

6.  Bowlers may enter any optional event prior to the start of the bowler’s first scheduled event.

7.  Entry fee for optional events will only be collected at registration and will not be part of the application process.

Entry Requirements

8.  The individual participant entry fee (for three (3) events of Singles, Doubles, and Team) is payable in US funds by CREDIT CARD, MONEY ORDER, CERTIFIED CHECK, or PERSONAL CHECK. All money order and check payments are to be made payable to “Charlotte Invitational Bowling Tournament”. The Tournament uses a Square based credit card system. Fees are shown on the tournament web site’s “REGISTRATION” tab and paid by credit card or mailed as shown WITHIN TWO WEEKS AFTER SUBMITTING THE REGISTRATION INFORMATION.

a) All mailed entries must be postmarked no later than 05/31/2016.

b) Online payments are available for this tournament using a Square based payment system.

c) All returned checks will be subject to a $35 handling fee.

d) Non-participant guest passes can be purchased for the price of the banquet and can be paid at registration.

9. Entries shall be limited to a maximum of 144. Once this maximum has been reached, no more entries will be accepted. Entrant’s acceptance will be based on the order in which received. Once an entry has been accepted, no refunds will be issued.

11. Partial team entries will be accepted and the tournament director(s) will make every effort to fill vacancies. This cannot be guaranteed.

11. Any entries submitted after the deadline date will be accepted at the discretion of the tournament co-directors.

Entering Averages

13. Any bowler entering the tournament must use a ten-pin average acceptable to USBC. The following rules shall be used to determine the entering average:

a) Only USBC sanctioned ten pin averages are eligible for entering averages.

b) Bowler averages (as either a roster team member or as a team/league substitute) used to determine handicap will be the determined in the following order:

1) Highest 2015/2016 sanctioned winter league (minimum 21 games) average as of December 31, 2015. If the bowler has the minimum 21 games in more than one USBC sanctioned league, the HIGHEST AVERAGE of all such leagues MUST be submitted. If one does not exist then…..

2) Highest sanctioned season end average from the 2014/2015 season (minimum of 21 games). If one does not exist then

3) Highest 2015/2016 sanctioned winter league average as of 4/30/2016 (minimum of 21 games). If one does not exist,

4) Highest 2015 qualified summer League (minimum 21 games) average as of December 31, 2015. If the bowler has the minimum 21 games in more than one USBC sanctioned league, the HIGHEST AVERAGE of all such leagues MUST be submitted.

5) If neither of the above, the 2014 - 2015 USBC book Average.

a. If no established average under any of the above conditions exists, a bowler must enter a scratch average of 230 and bowl without handicap.

b. Averages MUST be verified by the use of:

1) League standing sheet, signed and dated, by League Officer, or

2) Letter from League President, League Secretary, USBC Association Manager, or

3) Photocopy of book average (with year noted), signed and dated, by League Officer.

14.  The per-game handicap for the tournament shall be based at 100% of the difference between the bowler’s entering average and the scratch score of 230. Negative handicaps shall not apply.

15.  Any bowler who has qualified for a monetary award of $600.00 (USD) or greater during the previous twelve (12) month period from the start date of this 2016 Tournament is required to report the name of the tournament, prize amount, scores bowled and prize position (USBC Rule 319d). Failure to comply will result in the automatic and immediate disqualification of the bowler. The disqualified bowler will receive scores of zero (0). No refunds will be issued for disqualified bowlers.

16.  USBC rules regarding the BOWLER’S responsibility to verify the accuracy of his/her entering average, whether submitted by the bowler, the team captain, or any other individual, apply to all bowlers. Failure to use proper average shall disqualify scores if the submitted average is lower than the actual average, thereby resulting in a lower classification or greater handicap. Event placement and/or prize winnings shall be based on the higher average should the submitted average prove to be higher than the bowler’s actual average.

Average Adjustment

17.  The tournament management has the authority to adjust the entering average of any bowler. Average adjustments will be applied as set forth under USBC rules. All average adjustments will be completed prior to the start of each event. A bowler unwilling to accept an average adjustment is entitled to a refund for that event.

18.  If a bowler has a current tournament average (comprised of a minimum of 21 games bowled during the 12-months immediately preceding the official start date of 06/17/16) that is one or more pins higher than their entering average, they must use the higher tournament average as their entering average. It is the bowler’s responsibility to report ALL tournament scores that are relevant in calculating their current tournament average. Failure to report this information may result in AUTOMATIC disqualification and loss of all prize winnings – subject to Tournament Management discretion.

Attendance and Substitutes

19.  Tournament registration must be completed at least 30 minutes prior to the start of a bowler’s first event.

20.  It is solely and entirely the bowler’s responsibility to be present at the assigned lanes at the time of bowling. Each bowler shall have the total responsibility to arrive in time to bowl. Mechanical failures, transportation irregularities, improper directions and related reasons DO NOT alter the application of USBC rules. Tournament offered transportation, if any, and catastrophic events will be subject to Tournament Management discretion.

21.  All team members must be present for team check-in.

22.  A team may replace a bowler for the entire tournament at any time prior to thirty minutes before the start of the first event in which the bowler to be replaced is scheduled to bowl. The substitute must be available to bowl all nine (9) games and meet all eligibility requirements as noted in these rules. A person cannot substitute for just one of the events. Any fee adjustments or refunds are at the discretion of the tournament director(s).

23.  Late bowlers will begin bowling in the frame in which they are ready provided three (3) frames have not been bowled. All frames not bowled will be scored as zero (0). No practice balls will be allowed for late bowlers.

24.  Bowlers will be allowed ten (10) minutes of practice at the beginning of each event.

Errors and Disputes

25. All claims of errors/disputes must be submitted in writing to the tournament director within one hour of the error or dispute. The grounds for the dispute must be stated.

a) A protest involving eligibility or playing rules must be filed with the tournament management before tournament prizes are paid.

b) The decision of the tournament management shall be final unless a written appeal is filed with the local association or USBC Headquarters prior to tournament prizes being paid. Upon notification of a protest or appeal before the awards ceremony, tournament management must withhold all affected prizes until the protest or appeal is resolved.

Scoring Errors

26. After a score has been recorded, it cannot be changed unless there has been an obvious error in scoring or calculation. Obvious errors must be corrected by a tournament official immediately upon discovery. Questionable errors must be reported to a tournament official within one (1) hour of the error, and will be decided by tournament management. (USBC Rule 328).

Miscellaneous

27.  All other USBC rules will apply.

28.  Any person attending and requiring special needs MUST notify the tournament management in writing.

29.  The team captain MUST sign the entry form acknowledging he/she has read the rules.

Payouts

30. Each event (Singles, Doubles, Team and All Events Handicap) has its own prize list.

31. 100% of prize fees will be returned. Optional events will return 100% of the prize funds collected for each respective event.

32. Payout ratios will not be less than 1:10 except for Handicap All Events, which will not be less than 1:20.

33. A tie in any position will result in the sum of the prizes being aggregated for the tied positions and divided equally by the number of ties for that placing.

34. All prizes will be paid out at the final meal/banquet event. If you are not present at this event, your prize award will be mailed to you.

Optional Scratch

35. The Optional Scratch shall be offered to participants for a fee. Scratch scores (without handicap) from the Singles & Doubles handicap portion of the tournament shall be used to determine winners. The optional scratch shall be divided into three separate categories within each division: Highest Single Scratch Game (from any of the events); Highest Scratch Series (from any of the events, three games required); and Highest Scratch All Events (from the nine game total of all three events).

The Optional Scratch Divisions and Fees are as follows:

Division A: Averages 0 - 144 $25
Division B: Averages 145-165 $25
Division C: Averages 166-185 $25

Division D: Averages 186-205 $25

Division E: 206+ $25

Optional No-Tap Event [Friday Only]

36. (Additional $25 fee) A no-tap event is scheduled for Friday evening and is an optional event. The registration fee can be paid at Registration prior to the optional, no-tap event. NOTE: All other tournament registrations must be done before arrival. This event’s prizes will be based on not less than a 1:10 payout ratio.

Scratch Masters Rules

1.  Scratch Masters is a mixed competition open to men and women by invitation only.
