REGULAR MEETING OF COUNCIL

FRIDAY, APRIL 8th, 2016

Present: Reeve Richard Funk, Councillors Greg McConnell, Don Boxall, Dave Baskerville, Arnie Suski, John Pottinger and CAO Wendy Wutzke.

Call to order

Reeve Funk called the meeting to order at 9:08 a.m.

Adoption of the Agenda

Baskerville - McConnell

2016/60 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the agenda with additions.

Confirmation of Minutes

Baskerville - Boxall

2016/61 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the minutes of March 9th, 2016, public hearing minutes March 9th, 2016 and special meeting minutes of March 14th, 2016, as read and circulated.

Financial Statement

McConnell - Baskerville

2016/62 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the monthly financial statement for the month ended March 31st, 2016, as read and circulated.

Delegations

Representatives from Westlake Employment Skills and Services Centre in Neepawa attended to present a funding request to Council in the amount of $1,558 to offset their operating budgeted shortfall of $20,501. - tabled

By-laws

Pottinger - Baskerville

2016/63 Be it resolved that Bylaw 1/2016, being a bylaw of the Municipality of Glenella-Lansdowne authorizing the levying of taxes for the year 2016 be hereby given first reading.

AMM sent their news bulletin dated March 15, 2016, along with information regarding the upcoming Municipal Officials Seminar and Tradeshow - filed

TransCanada Pipeline sent a letter regarding the Energy East Pipeline Project. - filed

CP sent information regarding Rail Safety Week – April 25, 2016 to May 1, 2016. - filed

Hometown Green Team sent approval of our grant application for three funded positions. – advertise for one position to be in Arden, one position to be in Glenella and one position to mow grass alternating between the two villages.

Bob and Bev Fuglsang sent an offer to purchase Lot 18 Plan 401 in Glenella for $100.00

Boxall - McConnell

2016/64 Be it resolved that Council of the Municipality of Glenella – Lansdowne agree to the offer by Bob & Bev Fuglsang to purchase Roll #20500, Lot 18 Plan 401 (90 Main Street S) in the Village of Glenella, Certificate of Title #2209267, and further be it resolved the purchase cost is $100.00 plus all legal and title transfer fees.

Grant requests were received from Manitoba 4H Beef Inter-Club Show and Sale and Thunder Ridge Rally.

2016/65 Be it resolved that Council of the Municipality of Glenella – Lansdowne agree to the following grant requests:

Neepawa 4H Fat Stock Show Association - $100

Thunder Ridge Rally – $80 (2 weekend passes)

Sgt Morehouse sent a copy of the Mayors Report for March 2016. – filed

Chemical Industries sent information regarding End Dust-111 Mag Crystal. - filed

Manitoba Water Stewardship sent information and a price quote regarding our request to extend the existing waterline from the present location in the Municipality of Westlake-Gladstone to W16-18-11 to service a new colony site proposed by New Rosedale Colony – forward to Burns Maendale Consulting.

2016/66 Be it resolved that accounts numbered #1232 to #1305 amounting to $59,708.62, and CAFT direct deposit amounting to $26,576.70 hereby approved for payment.

2016/67 Be it resolved that Council Indemnity accounts amounting to $7,446.43 be hereby approved for direct deposit.

New Business

2016/68 Be it resolved that Council of the Municipality of Glenella-Lansdowne agree to hire Dale McKinnon to haul the municipal gravel requirements for 2016.

Council reviewed the Municipality of North Cypress-Langford acceptance of the Town of Neepawa proposal regarding Veterans Way – refer to resolution 2016/29

Council reviewed the Wildland Agreement with Whitemud Watershed requesting the

Sign and animal – notify Whitemud Watershed the animal on the sign is to be a deer

Manitoba Water Services Board sent a copy of the 2015 Annual Report for the

Yellowhead Public Water System – post on website; provide copies in office for residents

and put a notice in the next Arden water bills

Manitoba Water Services Board sent a copy of the 2015 PWS Audit for the Glenella

Lansdowne Fire Dept. sent a copy of the minutes from their fire meeting held March 2, 2016.and April 6, 2016 - filed

Whitemud Watershed sent a copy of the minutes from their board meeting held March 17, 2016 - filed

Neepawa & District Disabled Persons Association sent a copy of the minutes from their AGM held April 56h, 2015 - filed

Neepawa & Area Planning district sent a copy of the minutes from their board meeting held March 16th, 2016, along with notice that the consulting firm WSP has been hired to review and amend the development plan, and notice of the Manitoba Planning Conference to be held May 18-20, 2016 - filed

Whitemud Watershed sent a letter and invoice of $600.00 regarding our share of the cleanout of the Big Grass River – pay invoice

Village of Arden sent a copy of the minutes from their meeting held March 21, 2016 – filed

Open Discussion

Council discussed gravel requirements for the municipality, with estimates from each ward Councillor on yards/miles.

Council reviewed gravel pit agreements which need to be renewed. Councillor Baskerville declared a conflict and left the meeting. Agreements will be negotiated with each pit owner for the next regular Council meeting.

Council discussed the post office renovations. MTS will move the phone line on April 22, 2016 and the post office will be moved into their new location at that time.

Council reviewed a proposed boundary road agreement with the Municipality of Westlake-Gladstone, which will be finalized at the next regular Council meeting.

Council discussed some necessary repairs that will be required in the Neepawa Veterinary Clinic and the possibility that each municipality may be requested to provide additional funding.

Council will present their 2016 financial plan at their regular Council meeting on May 11, 2016 at 11:00 am.

Council discussed concerns raised regarding the enforcement of RM of Lansdowne bylaw 2097/07.

Council discussed a request to change the Arden office hours which would see the office close on Tuesday, Wednesday, Thursday mornings to accommodate a second job, and agreed to not change the hours at this time.

Council discussed development of an RV Sites at the Glenella Arena with the costs to be paid from the Glenella Reserve.

Council discussed the return date of Darryl Mauthe to be May 15, 2016 at which time he could be utilized doing signs or rocks or other duties in the municipality at large. A meeting will be arranged with Lorence Steeg to discuss his return date.
