WSC Meeting Minutes March 8, 20161

1.Welcome, Call to Order, Introductions

Mr. Joe McArthur, WECC Standards Committee (WSC) Chair, called the meeting to order at 9:00 a.m. on March 8, 2016. A quorum[1] was present for the conducting of business. A list of committee attendees is attached as Exhibit A.

2.Antitrust Policy

Mr. Steven Rueckert read aloud the WECC Antitrust Policy statement. A link to the posted Policy was provided in the meeting agenda.

3.Consent Agenda

The consent agenda was reviewed and presented for approval as part of the regular meeting agenda. Consent items were posted on the calendar event for this meeting and included: 1) approval of the WECC Glossary of Terms (annual update), and 2) the drafting team rosters for WECC-0118 Removal of Interchange Authority and WECC-0119 Removal of Reliability Assurer. The WSC also granted staff permission to shorten the document titles of existing WECC Criteria and other documents created under the Reliability Standards Development Procedures to conform those documents to WECC’s Communications-provided document templates.

4.Approve Agenda

Mr. Rueckert introduced the proposed meeting agenda.

On a motion by Mr. Dana Cabbell the WSC approved the agenda.

5.Review January 28, 2016 and February 16, 2016 Minutes

Mr. Rueckert introduced the minutes from the January 28, 2016 and February 16, 2016 meetings, as posted on the WSC calendar for March 8, 2016.

On a motion byMs. Dana Cabbell seconded by Mr. Tanner Brier the WSC approved the January 28, 2016 and February 16, 2016 minutes.

6.Review of Previous Action Items

WECC-0114 BAL-002-WECC-2, Contingency Reserve, Request for Interpretation had been held in abeyance. It was moved to the Action Item portion of this meeting.

7.Reports – Steven Rueckert

On January 25, 2016, a WECC Ballot Pool approved retirement of the regional variances associated with FAC-010-2.1. System Operating Limits Methodology for the Planning Horizon, and FAC-011-2 System Operating Limits Methodology for the Operating Horizon. On January 28, 2016, the WSC agreed to forward WECC-0113 FAC-010/011, Request to Retire Regional Variances to the WECC Board of Directors (Board) for approval with follow-on disposition with NERC and FERC.

As part of the project’s Implementation Plan, Section E. Regional Differences, sub-parts 1.1.4, 1.1.5, 1.1.6, and 1.3 were recommended for migration from the variances to WECC Path Rating process, or into a peripheral supporting document. To ensure a smooth implementation, Mr. Rueckert is coordinating with the Planning Coordinating Committee to ensure the sub-parts are addressed prior to forwarding the project for final disposition. This approach will ensure the substance of the sub-parts is retained for purposes of path rating while allowing for a complete retirement.

Subsequent entry: On March 9, 2016, the WECC Board of Directors (Board) approved retirement of the two associated regional variances.

Request for Ballot

WECC-0100 TPL-001-WECC-CRT-3

On February 11, 2016, the WECC-0100 TPL-001-WECC-CRT-3, Transmission System Planning Performance Drafting Team agreed by majority vote of those present to forward the project to the WSC with a request for ballot. The drafting team met approximately 45 times and posted the project for comment on five occasions. All meetings were noticed with no less than a 15-day notice. All comments were reviewed, considered, and responded to in accordance with the WECC Reliability Standards Development Procedures (Procedures).

On a motion by Ms. Dana Cabbell seconded by Ms. Crystal Musselman, the WSC agreed to ballot WECC-0100 TPL-001-WECC-CRT-3, Transmission System Planning Performance. The motion carried by consensus.

WECC-0107 VAR-501-WECC-2

On February 18, 2016, the WECC-0107 VAR-501-WECC-2, Power System Stabilizer Design and Performance Drafting Team agreed by majority vote of those present to forward the project to the WSC with a request for ballot. The Drafting team met approximately 35 times and posted the project for comment on eight occasions. In response to the eighth posting, the team made non-substantive changes resulting in a ninth version that it is presented for ballot but not for comment. All meetings were noticed with no less than a 15-day notice. All comments were reviewed, considered, and responded to in accordance with the Procedures.

On a motion by Ms. Crystal Musselman seconded by Ms. Dana Cabbell, the WSC agreed to ballot WECC-0107 VAR-501-WECC-2,Power System Stabilizer Design and Performance. The motion carried by consensus.

Request for Board Disposition

The WECC-0114 BAL-002, WECC-2a, Request for Interpretation

The WECC-0114 BAL-002, WECC-2a, Request for Interpretation (WECC-0114) was previously placed in abeyance pending disposition of WECC-0115, BAL-002-WECC-2, Contingency Reserve, Request to Retire Requirement R2. The WECC-0115 team is requesting permission from NERC to perform a field test to examine impacts to the grid in the event Requirement R2 is retired. That process may span a year.

WECC-0114 has been approved by the WSC and a WECC Ballot Pool but has not been forwarded to the WECC Board of Directors (Board) pending actions by the WECC-0115 drafting team. Considering the field test, the author of WECC-0114 (Mr. Gary Nolan of Arizona Public Service) has requested that WECC-0114 be removed from abeyance and forwarded to the Board with a request for regulatory disposition.

On a motion by Ms.Caitlin Liotiris seconded by Mr. Joe Tarantino,the WSC agreed to forward WECC-0114 BAL-002-WECC-2a, Request for Interpretation, to the Board with a request for approval and subsequent disposition at NERC and FERC. The motion carried.

WECC-0117 Redraft of Reliability Standards Development Procedures

On January 28, 2016, the WSC agreed by majority vote to post Posting 2 of the WECC-0117 Redraft of WECC’s Reliability Standards Development Procedures with a request for comment. As of the February 29, 2016 closing date the project received no new comments. Approval of the proposed changes require disposition at WECC/NERC/FERC.

On a motion by Ms. Dana Cabbell seconded by Ms. Angela Small, the WSC agreed to forward WECC-0117 Redraft of WECC’s Reliability Standards Development Procedures to the WECC Board of Directors (Board) with a request for approval and subsequent disposition at NERC and FERC. The motion carried.

Ballot Pool Determination / Request for Ballot

WECC-0101 MODs-026/027 Generator Validation Conversion

On February 10, 2016, WECC staff discovered a scrivener's error in the final balloted document of WECC-0101 MOD-026/027, Generator Validation Conversion project (Project). References in Attachment 1 of each document referred to a ten-year period but should have referred to a five-year period. In response, on February 16, 2016, the WSC nullified the earlier ballot results and agreed to discuss composition of an iterative Ballot Pool. On February 23, 2016, the drafting team met, corrected the scrivener’s error and made additional structural changes. Because the periodicity issue has been well vetted over the course of the Project the drafting team does not anticipate any further substantive changes and is requesting that the Project be approved for ballot following the next iterative posting that results in no further substantive changes.

After discussion, the WSC agreed that an entirely new WECC Ballot Pool should be convened and an iterative ballot should be held.

On a motion from Ms. Angela Small seconded by Ms. Crystal Musselman,the WSC agreed to convene an entirely new WECC Ballot Pool for the iterative ballot of WECC-0101 MOD-026/027, Generator Validation Conversion Project, and 2) to ballot the project following the drafting team’s conclusion that all substantive issues had been considered and addressed in accordance with the Reliability Standards Development Procedures. The motion carried.

Ms.Cabbell indicates there was no need to reconstitute the Ballot Pool as it was only the members of the original Ballot Pool that were directly affected by the nullification of the early vote.

9.Public Comment

Ms. Brenda Ambrosi of BC Hydro read the following statement into the record. The statement was also provided via email to ensure its accuracy.

BC Hydro participated in the MOD-026-2 and MOD-027-2 WECC Regional Variances development. The drafting teams’ [sic] task was to incorporate the Generating Unit Model Validation Policy into a Reliability Standard. After reviewing the final ballot results, which approved the two standards, BC Hydro respectfully suggests that more work needs to be done before these two standards go to NERC for approval. The MOD-026-2 passed with 60.7%, MOD-027-2 passed with 60.9%; these approvals are among the lowest for a WECC ballot and BC Hydro also notes that the majority of the Generation voting sector voted against these WECC MOD regional standards.

BC Hydro does not believe that the WECC MOD-026 and -027 regional variance standards to the approved NERC MOD-026 and MOD-027 standards are necessary.

The WECC regional standards have more specific/additional criteria (Applicability section - threshold) and there does not appear to be adequate justification to lower the facilities threshold from 75MVA to the BES definition.

The WECC regional standards include requirements to revalidate every 5 years that are not included in the NERC MOD standards, which require revalidation every 10 years. BC Hydro does not believe that these regional variances to require revalidation more frequently than the corresponding continent-wide NERC MOD standards have been established as reasonable or technically justified by WECC. WECC’s technical documents reference reports that are approximately 20 years old and technology has changed significantly in that timeframe. BC Hydro has been performing WECC Testing (ie. [sic] model validation) since the late 1990s and revalidation test results have not identified any significant reliability risks. As such, there does not appear to be any measurable technical benefit to perform the testing more frequently.

Changing a Policy to a Regional Variance Standard that is more onerous than the NERC MOD standards without adequate justification means that WECC entities would be subject to MRS obligations and potential penalties that other regions wouldn’t experience.
