Background Information

This draft 2016-2018 RSDP sets forth a plan that considers conducting the Enhanced Periodic Reviews as well as accomplishing other envisioned tasks by addressing: 1) emerging risks, 2) FERC directives, and 3) Standard Authorization Requests to develop new or to modify existing standards. This plan specifically considers the Integration of Variable Generation Task Force (IVGTF) recommendations, the Essential Reliability Services Task Force (ERSTF) recommendations, communicating with the Reliability Issues Steering Committee (RISC) on other emerging risks, as well as potential FERC directives.

A draft RSDP was circulated for Standards Committee (SC) comment from June 15-29, 2015. After industry comment, a consideration of comments will be developed, and the SC will once again be presented with a revised RSDP for comments and then approval for the RSDP to be presented to the NERC Board of Trustees.

The feedback loop input is inclusive in providing the industry the ability to request interpretations and receive response from NERC in the form of interpretations, clarifications, and standards modifications.

The following NERC projects are currently coordinated with the NAESB 2015Wholesale Electric Quadrant (WEQ) Annual Plan and NAESB will continue to monitor the associated NERC standards as they move to completion in 2015 and 2016:

  • Project 2010-14.1 Phase 1 of Balancing Authority Reliability-based Controls: Reserves
  • Related NAESB Annual Plan Item: 2015WEQ AP Item 1.c - Disturbance Control Standard (DCS) (BAL-002) Coordination with NERC Project 2010-14.1 Phase 1 of Balancing Authority Reliability-based Controls: Reserves.
  • Status: NAESB is currently monitoring this project.
  • Project 2010-14.2 Phase 2 –a periodic review of the three standards BAL‐004, BAL‐005, and BAL‐006
  • Related Annual Plan Item: WEQ 2015 AP 1.f– Develop, modify or delete business practices standards to support NERC activities related to NERC Time Error Correction (BAL-004-0)
  • Status: NAESB is considering adding an annual plan item associated with BAL-005 and BAL-006 to assess any impact on the NAESB WEQ-007 Business Practice Standards. NAESB will continue to monitor BAL-004to assess impacts to the NAESB WEQ-006 Business Practice Standards.
  • Project 2015-04Alignment of NERC Glossary of Terms Used in NERC Reliability Standards and the Definitions Used in the Rules of Procedure
  • Related Annual Plan Item:N/A
  • Status: NAESB is considering adding an annual plan item associated with Project 2015-04 in order to harmonize terms between the organizations and will continue to monitor Project 2015-04. NAESB will retain the NAESB definitions of Load Serving Entity (LSE), Purchase Serving Entity (PSE), and Interchange Authority (IA).

Additionally, NAESB will continue to monitor Project 2009-02 Real-time Reliability Monitoring and Analysis Capabilities, as the project may affect the NAESB WEQ-008 Transmission Loading Relief (TLR) – Eastern Interconnection Business Practice Standards.

NAESB has the following comments on the section “Projects to be Initiated in 2016”:

  • EPR Standard Revisions- NAESB encourages NERC to prioritize the EPR candidates. NERC’s proposed elimination of the LSE, PSE, and IA may result in the retirement of several NERC requirements that may impact NAESB Business Practice Standards WEQ-008.

In future RSDPs, please provide hyperlinks with more information on the task forces and committees (ex: RISC, IVGTF, and ERSTF) and how they attain their information that they utilize in their analysis to propose modifications to standards as well as new standards.
