2015-2016 E-Rate Internal Connections

The Colorado River Educational Technology Consortium (CRETC) consists of two school districts, The Bullhead Elementary School District (BCESD) and the Colorado River Union High School District (CRUHSD). The two school districts, in order to provide quality services at lower costs have formed the CRETC. The CRETC supports six Elementary schools, two High schools, two District Offices, and one on-line school. The Bullhead City School District Consists of six schools and the District Office. The Colorado River Union High School District Consists of two schools and one District Office. CRUHSD has schools located in Bullhead City and Mohave Valley, AZ. CRETC requires all work to be completed on-site.

Please include a service level agreement and contract with your proposal. Your service level agreement should include response times (call back, remote support, on-site, etc.). Your SLA and contract should include the address of the location where technicians will be dispatched for CRETC issues. Please include all pertinent technical certifications held by the technicians who will be dispatched for CRETC issues. You may include any additional information that may help CRETC make the best choice for our solution. Please use the response sheet at the end of this document as a guideline for price response format.

CRETC is seeking network and wireless upgrades. The specified equipment is the preferred equipment. Vendors are welcome to quote other manufacturer equipment. However, deviations must match preferred equipment in form factor, specifications, and performance. Meaning, if a chassis switch is preferred, any qualifying equipment must be a chassis switch.

Network upgrades should include HP Procurve chassis and stackable switches. All switches are L2/L3, must support static and RIP v2 routing, VLANs and POE+. All fiber is assumed to be multi-mode. Vendors must provide all applicable licenses, accessories, and maintenance for the first year. Additionally, vendors must supply maintenance and license fees for year’s two to five. Vendors are welcome to quote hardware, labor or both. CRETC at its sole discretion may decide to purchase hardware only and not labor.

CRETC has existing Ruckus wireless at three locations. The exiting wireless includes two Ruckus Zone Director 3050 controllers. Vendors will provide pricing to increase licensing to support additional access points and upgrading wireless access points to 802.11ac standards. CRETC will purchase hardware, licenses, and installation from one vendor. All qualifying vendors must provide a turn-key service for the wireless component. The wireless project shall include upgrades to existing 3050 controller license from 200 AP’s each to 300 AP’s each. CRETC will also trade in existing 110 existing zf7363 access points. 300 new 802.11ac access points will be installed at CRETC schools.

CRETC is also seeking proposals for network monitoring and management. This non-E-Rate component will be purchases outside of E-Rate. The management software shall provide features similar to HP Intelligent Management Center. At minimum the management software will provide provisioning, monitoring, configuration changes, firmware updates and backups. When choosing an appropriate licensing level, please assume all requested HP Procurve network equipment will be managed with HP IMC.

Selection will be based primarily on price of eligible goods and services. Vendors must CLEARLY state total of eligible goods and services and ineligible goods and services. If CRETC is not able to determine eligible goods and services price, the proposal may be considered nonresponsive. This is not a sealed bid, proposals may be opened prior to March 16, 2015.
