2015-16 MDCVSA Men’s State Cup TournamentRules

I.GeneralGuidelines:AlltournamentmatcheswillbeplayedinaccordancewiththeLawsoftheGameasissuedbyFIFAexceptasmodifiedintheseRules.Noprotestswillbeallowed.

II.Player/TeamEligibility:AllplayersmusthaveacurrentMDCVSAplayerpassorMembershipCard.Thisisarestrictedtournament.ParticipationisrestrictedtoMDCVSAregisteredteams/playersonly,butteamsareallowedtoplaceplayersontheirfinalteamrosterthatmaynotberegisteredwiththeteamforleagueplay,solongasthoseplayersareMDCVSAregisteredplayers.Inordertopromoteparticipation,teamsareallowedtoregisteruptosix“guest”playersanduseatwenty-two(22)playerroster.AplayerthatregisteredasaguestwiththeMDCVSAbeforeisalwaysconsideredaguestplayer.Allplayersmustbeproperlyregistered(withfeespaid)andlistedontheapprovedfinalrosterbythedeadlinesestablishedbytheMDCVSAStateCupsCommissioner.

III.Equipment:ShoesmustmeetFIFAspecifications.Playersmustwearshinguardsthatprovideadequateprotection.

IV.Uniforms:Teamsmusthaveasetofhomeandawayjerseyoflikecolorsandstyle.

Thehomeandawayjerseymustbeadifferentcolor.Agoalkeeper’sjerseymustbeadifferentcolorthanthefieldplayer’sjersey,asdeterminedbythereferee.Intheeventofauniformjerseycolorconflict,asdeterminedbythereferee,thehometeammustchangejerseys.Therefereealsohastheauthoritytoaskagoalkeepertochangeajersey.

V.InclementWeather:TheTournamentCommittee/Commissionerreservestherighttomakethefollowingchangesintheeventofinclementweather:

a.Relocateand/orrescheduleamatch;

b.Reducethescheduleddurationofamatch;and/or

c.Cancelamatch.

Intheeventthatinclementweatherpreventsamatchfrombeingcompletedasscheduled,thescorewillstandasfinalifatleastonehalfhasbeenplayed.Ifinclementweatherisreportedinthevicinity,onelongairhornblastwillsound.Allparticipantsandspectatorsmustclearthefieldsimmediatelyandwaitincarsoranothershelteruntilthreehornblastsaresounded

VI.TouchLines/TechnicalArea:Coaches(upto3perteam),atrainer(only1perteam)andplayers(upto11substitutes)frombothteamswillsharethesamesideofthefieldasdesignatedbytheCommissionerorreferee.Allotherpersonsmusttakeupapositionontheoppositesideofthefieldduringthetimethatthematchisinprogress(includinghalftime).Teamsareresponsibleforthebehaviorofalloftheirplayers,allteamofficials(coaches/trainer),andspectatorsandsupportersontheTouchLines.AllteampersonnelontheteamsidemustremainintheTechnicalArea(whethermarkedornot)thatisnogreaterthan20yardsfromthemidfieldlineandnocloserthanone

yardfromthetouchline.Innoeventshallanyonetakeapositionthatinterfereswith anAssistantReferee’sorFourthOfficial’smovementalongthetouchline.Anyonepositionedontheteamsideofthefieldissubjecttodismissalforinappropriate behavior(andwillbesanctionedasaredcardedplayer,althoughnoredcardwillbeshown).NocoachingisallowedotherthanfromwithintheTechnicalArea.Noplayer orteamofficialmayenterthefieldofplayunlessthatpersonhasbeengivenpermissiontoenterthefieldofplaybytheReferee.

VII.MinimumNumberofPlayers:Ateamthatdoesnothaveseven(7)playersdressedandreadytoplayatthescheduledstarttimeshallforfeitthematch.Thereisnograceperiod.Ateammustalwayshaveaminimumofsevenplayers.Theforfeitedmatchwillbescoredasawin(3-0)fortheteamthatdidnotforfeitthematch.Ateamthatforfeitsamatchwillnotbeeligibleforadvancement.

VIII.Check-InProcedures:Itisthedutyoftheteamcaptainstoensurethatplayersreporttothefieldatleastfifteen(15)minutespriortothestarttimeofeachmatchforverificationofplayerpassesbytheRefereeoranAssistantReferee.TheRefereesmustcheck-inallplayersagainsttheapprovedfinalroster.TheapprovedfinalrosterswillbeprovidedbytheMDCVSAtotherefereeassignor.Aplayerthatisnotlistedontheteam’sapprovedfinalrostershallnotplayinthematch.Thereisa“nopass,noplay”rule.

IX.MissingReferees:IfthereisnoRefereepresentwithintenminutesofthescheduledstarttime,thematchshallberescheduledunlessbothteamcaptainsagreetoproceed.Ifthematchproceeds,thescoreshallstandasplayed.Iftherearefewerthanthreerefereespresentforapreliminarymatchatthescheduledstarttime,theRefereeshallcommencethematchusingvolunteer“club”AssistantReferee(s).ShouldanadditionalAssistantRefereearriveatthefield,he/sheshallenterthematchatanappropriatebreakinplay,andthevolunteer“club”AssistantRefereeshallberelievedofhis/herduties.

X.DurationofMatches/WaterBreak:Twoforty-five(45)minutehalveswithaten(10)minutebreakbetweenhalves.TheRefereeistheofficialtimekeeperofthematchandmayaddextratimetoanyplayingperiod.Ifheatandplayersafetyconditionswarrant, aRefereemayallowathree(3)minutewaterbreakapproximatelymidwaythrougheachhalf,withthe breaktakenduringanystoppageofplay.TheRefereeshould advisetheteamcaptainspriortokickoffofeachhalfastowhetherawaterbreakwillbetakenduringthathalf.Thematchwillrestartedbasedonthereasonplaywasstopped.

XI.CautionsandSend-offs:Ifaplayerissentoff/ejectedfromthematch(shownaredcard)bytheReferee,thatplayermaynotparticipatefurtherinthematchandmustleavethevicinityofthefield.Inaddition,theplayersentoffissuspendedfromtheteam’snexttournamentmatch.Nosubstitutionmaybemadefortheplayerthatwassentoffduringthematch.NotethatinaccordancewithLawsoftheGame,aplayerisshowntheredcardandsentoffforreceivingasecondcautioninthesamematch.Redcardsissued(atanytime)forviolentconductorassaultareconsideredespeciallyseriousandaresubjecttoreviewbytheTournamentCommittee/Commissioner.TheTournamentCommittee/Commissionermayimposeagreaterpenaltyforaredcardinvolvingviolentconductorassault,whichpenaltyisnotsubjecttoappealorprotest.

XII.Substitutions:Teamsareallowedanunlimitednumberofsubstitutionsonanyteam’sgoalkick,afteragoalisscored,inbetweenhalvesorovertimeperiods,onathrow-inwhentheteamisinpossession(oriftheotherteamisinpossessionandmakesa

substitution).Ateammayalsomakeasubstituteforaninjuredplayerorforacautionedplayer.Ifateamelectstosubstituteaninjuredplayer(orplayers),asacourtesytheopposingteamisallowedtosubstitutealikenumberofplayers.Allsubstitutionsrequirethepermissionofthereferee.

XIII.Overtime:Thereisnoovertimeforpreliminarymatches.Inthesemifinal(ifplayed)andfinalknockoutmatches,ifthematchistiedattheendofregulationplay,thefollowingstepswillbetaken:

a.Two,ten(10)minuteovertimeperiodswillbefullyplayed(nogoldengoal);

b.Ifthematchisstilltiedaftertwofullovertimeperiods,thematchwillbedeterminedbykicksfromthepenaltymarkinaccordancewiththeLawsoftheGame.

Onlyplayersthatwereonthefieldattheendofthesecondovertimeperiodwillbeallowedtoparticipateinkicksfromthepenaltymark.Whenateamfinishesthematchwithagreaternumberofplayersthantheiropponent,theteamwiththegreaternumberofplayersmustreducetoequate.TheteamcaptainisresponsiblefornotifyingtheRefereewhichplayer(s)willbeexcludedfromthetakingofkicksfromthepenaltymarkifateamhastoreducetoequate.Duringkicksfromthepenaltymark,goalkeepersmaybechangedwithaneligibleplayer(playeronthefieldattheendofthesecondovertime)atanytime,butagoalkeepermaybereplacedbyasubstitute(aplayernotonthefieldattheendofthesecondovertime)onlyincaseofinjurytothegoalkeeper.

XIV.TournamentStandings:Ifgroupplayisused,groupstandingswillbedecidedbythefollowingpointsystem:Win:3points;Tie:1point;Loss:0points.

XV.DeterminationofSemi-finalists/Tiebreakers:Groupstandingswillbebasedupontotalpointsaccumulateduponthecompletionofpreliminarymatcheswiththeteamaccumulatingthemostpointsfinishingfirst.Totalpointtieswithingroupbracketswillbebrokenbythefollowingtiebreakersinorder:

a.Headtoheadcompetitionduringthetournamentofthetwoteamstied.(Disregardifmorethantwoteamsaretied.Youmustcontinuetothenextcriteriaandmaynotrevertback);

b.Teamwiththehighestgoaldifferential.Amaximumof3goalspermatchwillbecounted-- positiveonly;

c.Totalgoalsscored(maximumof3goalscounted);

d.Mostwins;

e.Leastamountofgoalsallowedduringthepreliminarymatches;and

f.Ifstilltiedaftersteps“a”through“e”,bothteamswillproceedtoanavailablefield,atatimeandplacedirectedbytheTournamentCommittee/Commissioner,totakekicksfromthepenaltymark.

g.Infinalmatches,theteamwiththemostpointsearnedinpreliminarymatcheswillbeseed#1(visitingteam).Iftied,therefereewillflipacoin,withoneteamdesignatedasheadsandtheotherteamdesignatedastailsbeforetheflip,todeterminewhich

teamisdesignatedthehometeam(thehometeamistheteamthat“wins”thecointoss)

XVI.MattersNotProvidedFor:TheTournamentCommittee/Commissioner/MDCVSAhasthediscretiontofashionanappropriateremedy,ormakeafinaldecision,withrespecttoanymatterthatmaynotbespecificallyprovidedforintheseRules.
