The Rose City -- A Perfect NAIFA Host
Hellofrom NAIFA headquarters! It was wonderful to see so many of you at NAIFA’s just-concluded 53rd Annual National Conference in Portland, Oregon! For those of you who attended only a portion of the program, and for those who wonder what happens at a NAIFA National Conference, here’s a quick summary of this year’s program and the two days of outstanding speakers and presentations.
TheNational Conference program began on Wednesday, September 17 with a most-timely topic.Appraiser Regulation, Enforcement and Oversight.Appraisal Subcommittee Director Jim Park presented a seminar covering background on U.S. appraisal regulations, the Appraisal Subcommittee (ASC) and its role in appraisal regulations. Jim also reviewed pertinent elements of the Dodd-Frank Act, state compliance review results, national registry trends, and other ASC projects.
Thatseminar was followed byThe Appraisal Foundation: Adapting to Meet Current Challenges. Rick Baumgardner (Chair, Appraisal Practices Board), John Brenan (Director of Appraisal Issues, The Appraisal Foundation), and Barry Shea, IFA (Chair, Appraisal Standards Board) presented the history and roles of the Appraisal Practices Board (APB), the Appraisal Standards Board (ASB) and the Appraiser Qualifications Board (AQB), discussed how each of The Appraisal Foundation’s working boards differ, the APB’s use of Subject Matter Experts, and the ASB and AQB’s recent exposure drafts. Attendees left the session fully updated on the inner workings of the appraisal profession’s guiding governing bodies.
After a hosted luncheon, Wednesday afternoon’s course,Liability Issues for Appraisers Performing Litigation and Other Non-Lending Work, was presented by Fannie Mae’s Director, Collateral Policy - Single Family Risk Policy Robert Murphy and highlighted Fannie Mae’s updated "Property and Appraisal Requirements”, their Appraiser Quality Monitoring (AQM) process and the Uniform Appraisal Dataset (UAD). The remainder of the afternoon featured a presentation by Liability Insurance Administrators’ (LIA) General Counsel Peter Christensen, who delivered an engaging session and overview of claims brought against appraisers and used real court cases as examples of both sloppy appraisal work and honest mistakes that led to claims. Attendees had a lively and colorful exchange with Peter and each other!
Day two, Thursday, September 18, offered another full lineup of education. The day began withDefining Market Value and How to Adjust for Concessions, presented by Richard Hagar, President of The Hagar Institute. "Market value” is defined in Federal law and every appraiser must provide lending appraisals that conform to this law/definition or face criminal prosecution. Richard walked attendees through the definition, then expanded to show attendees how they could properly adjust for concessions.
Following another NAIFA-hosted luncheon, Thursday afternoon’s course offering wasTop 25 Questions Asked of Appraisers and How They Should Answer. Richard Hagar detailed the top 25 questions asked of appraisers, and – even more importantly – how to correctly answer those queries. Appraisers receive all sorts of strange requests from their lender/AMC clients. While many of the questions are odd, knowing how to answer is always critical for an appraiser. The right answer can help the client as well as reduce the legal exposure of the appraiser. Attendees left this course amazed and informed.
NAIFA’s National Conferences always offer structured networking and a healthy dose of fun, and this year was no exception. Conference attendees and guests enjoyed day trips and tours of the Pittock Mansion, the Museum of Oregon Territory, and Old Aurora Colony, as well as other Portland-area attractions and historical/cultural sites. NAIFA conference attendees also were seen all over the Portland area, on a pre-conference winery tour and tastings, during the conference program at many Portland restaurants and shopping districts, and even on the Willamette River on a boat cruise! An additional highlight was the annual NAIFA E&R Trust event, which this year featured a scavenger-hunt style pub crawl in a number of Portland’s leading watering holes and microbreweries. The photos shared and stories that were told the next day were truly amazing!
The conference continued with a couple of days of working meetings for NAIFA National Committees and the Board of Directors, the annual NAIFA Membership Meeting, and concluded Saturday, September 20 with NAIFA’s Installation and Awards Dinner. Conference attendees enjoyed an elegant evening together to toast past, current and future leaders as well as recognize the best and brightest in our profession. A wonderful conference experience was enjoyed by all in attendance.
