AHOUSE RESOLUTION

TO RECOGNIZE AND HONOR DR. WILLIAM T. PAINTERFOR FORTYFIVE YEARS AS AN OUTSTANDING EDUCATOR AND FOR TWENTYEIGHT YEARS OF FAITHFUL SERVICE TO THE CITY OF SUMTER, AND TO WISH HIM CONTINUED SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.

Whereas, the members of the South Carolina House of Representatives are pleased to learn that Dr. William T. Painterwill be honored for twentyeight years of service to the City of Sumterat a ceremony on Thursday, January 24, 2013; and

Whereas, born on May 17, 1938, William Painter has been a resident of Sumter for more than fortyfive years and has dedicated himself to outstanding service in education in the Palmetto State and beyond, and has made significant contributions to the City of Sumter; and

Whereas, from 1965 to 1970, he served as the football and track coach of the former Edmunds High School, and from 1972 to 1979, he served as the principal of Alice Drive Junior High and Middle School; and

Whereas, during thattime he served as director of early childhood education for Sumter School District 17 from 1969 to 1972, later as the district’s director of grants and technology from 1979 to 1985, and director of instruction from 1984 to 1989; and

Whereas, he served as an adjunct professor for both Golden Gate University from 1979 to 1988 and the University of South Carolina 1987 to 2010; and

Whereas, in 1990, he became the director of Troy State University and served in that capacity for ten years, where he also served as an adjunct professor as well as an assistant professor; and

Whereas, he served on Governor Edwards’ Task Force for Early Childhood Education and on Governor Riley’s Education Reform Act Task Force; and

Whereas, from 1984 to 2012, the citizens ofthe City of Sumter have benefitted from hisexcellent service on the city’s Council. He served twice as mayor pro tem, firstfrom 1985 to 1987 and later from 2010 to 2012; and

Whereas, for twentysix years, he served on the board of the SanteeLynches Regional Council of Governments,three times as its chairperson, and on the board for the South Carolina Regional Council of Governments and three times as its chairperson; and

Whereas, he was a member of the board for Sumter Development and the SanteeWateree Regional Transit Authority (RTA), and he served as a member of the board of the Municipal Association of South Carolina; and

Whereas, with concern for his neighbors, he served as the board chairperson of the Salvation Army Boys & Girls Club and as the chairpersonboth for the Sumter United Way and twice for the South Carolina United Way, and his service on the Grace Baptist Church deacon board has included four terms as its chair; and

Whereas, the members of the South Carolina House of Representatives are grateful for the years of dedication that Dr. William T. Painter has devoted to the City of Sumter and its citizens. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Dr. William T. Painter for fortyfive years as an outstanding educator and for twentyeight years of faithful service to the city of Sumter, and wish him continued success and happiness in all his future endeavors.

Be it further resolved that a copy of this resolution be presented to Dr. William T. Painter.
