Referee Plan

1. Commitment
Requirements / ALL REFEREES MUST CHECK IN AT THE RESPECTIVE REFEREE STATION AT LEAST THIRTY (30) MINUTES PRIOR TO THEIR ASSIGNED POOL OR PLAYOFF GAME TIME, FULLY PREPARED AND PROPERLY ATTIRED
TO ENSURE PROPER REFEREE DEPOSIT REFUND, ALL REFEREES UPON CHECK IN MUST APPEAR AND BE RECOGNIZED BY THE TOURNAMENT REFEREE ADMINISTRATOR OR HIS OR HER DESIGNEE. CHECK IN MAY RESULT IN BEING ASSIGNED –OR- BEING RELEASED FROM THAT PARTICULAR TIME COMMITMENT. EITHER RESULT SHALL BE CONSIDERED PROOF OF CHECK-IN IN TERMS OF EARNING THE TEAM’S REFEREE DEPOSIT REFUND
ADDITIONALLY, REGIONS MAY RECEIVE ASSIGNMENTS DURING PLAYOFFS (QUARTERS, SEMIS, FINALS, ETC.) WHETHER OR NOT THEIR TEAMS ADVANCE TO PLAYOFFS, AND SHALL BE RESPONSIBLE FOR FULFILLING ALL PLAYOFF ASSIGNMENTS
PLAYOFF ASSIGNMENTS WILL BE POSTED ON THE TOURNAMENT WEBSITE, , AND AT THE MAIN OPERATION AREA NO LATER THAN TWO (2) HOURS PRIOR TO A PLAYOFF GAME’S START TIME
a) Regional Commissioners (RC) and Regional Referee Administrators (RRA) whose teams participate in the 2018 Kirk Banks Tournament shall be responsible for providing a qualified referee crew for each of their teams’ scheduled referee assignments, consisting on one (1) center referee and two (2) assistant referees. Each crew member will be responsible for fulfilling a minimum of three (3) referee assignments during pool play and/or playoffs (quarters, semis, finals, etc.)
b) A Referee Commitment Deposit (Deposit) of $300.00 will be required of each team, and submitted concurrent with the Tournament Entry Fee (Fee) and Application/Commitment Form (Form). Form, Fee and Deposit must be received by the Tournament no later than January 31, 2018. See Application/Commitment Form for further instructions.
c) All incomplete submittals and/or referee deposits received after their respective due dates will be placed on a waitlist with teams NOT yet confirmed for participation.
d) Upon fulfillment of all or partial assignments, a full or partial refund of the Deposit will be returned to the team payable via Tournament check to the team’s Region, based on the proportion of assignments versus the number of assignments fulfilled.
e) Refunds to Regions will be made within 30 days of the completion of the tournament.
2. Qualification

a) Each referee must be an AYSO registered volunteer for the current season, AYSO Safe Haven certified and qualified for the game to be officiated (see also Item #4 below).
b) Each referee must be versed in the most current FIFA Laws of the Game, AYSO Edition, including current law changes and capable of applying the Laws in accordance with the spirit of the game.
c) Youth referees should be at least two (2) years older than the age group they are officiating. They must also be AYSO registered Youth Volunteers for the current season and AYSO Safe Haven certified.
d) Participating players in the tournament shall not be allowed to officiate (center or AR) any game within their own age group.
3. Uniform
Requirement / a) All referees must be in full uniform as defined by AYSO and USSF, including AYSO Badge (except for 10U Assistant Referees), two or three stripe black referee socks and solid black shorts. See Referee Information for more information.
b) The Gold uniform shirt will be considered the primary referee shirt for this tournament. When necessary and possible, the referee crew will change to an alternate color in case of conflict with either team’s uniform color(s).

a) Any exceptions to the Minimum Certification levels listed above must have the prior approval of the Tournament Referee Administrator.
b) Reasonable efforts will be made to assign neutral referees with the minimum certification levels to games, subject to the existing pool of available referees who have reported to the referee station on time for games. Referee crews may be asked to split up in order to meet these goals.
c) Referees who are perceived to have competency higher than their certification level may be assigned to referee games appropriate to their perceived or professed certification level.
5. Duties / a) Referees shall familiarize themselves with and uphold the tournament rules, AYSO guidelines and FIFA Laws of the Game, AYSO Edition, in effect on August 1 each year. Failure to uphold these requirements may be cause for dismissal from the tournament, and may affect a team’s referee deposit refund.
b) Only the 3-person diagonal system of control will be used.
c) Assistant Referees shall receive pre-game instructions from the center referee prior to the game. The center referee is responsible for providing flags to his or her assistant referees.
d) Referees shall be responsible for checking in players, ensuring that all participating players are in compliance with the FIFA Laws of the Game, AYSO Edition and the AYSO National Rules and Regulations.
e) Referees shall be responsible for the monitoring and recording of all player substitutions, injuries, misconduct, etc. during their assigned games.
f) Referees shall be responsible for completing the entire game card, including the Sportsmanship portion on the reverse side of the card, signing and returning the completed game card to the assigning Referee Station following the completion of each game.
g) Immediately following a game and upon submittal of game cards to the assigning Referee Station, all incidents of misconduct by players, coaches or spectators, the issuance of any yellow or red cards or any other action that merits a report must be recorded on the Game Misconduct Report by the center referee and submitted for inspection by the TRA or his or her designee prior to the center referee leaving the Referee Station.
6. Referee
Schedules / a) Referee assignments for 10U thru 18U Pool Play games shall be distributed via the final Game and Referee Schedule prior to the start of the tournament and made available on the tournament website. RCs and/or RRAs shall ensure that the referee schedule and check-in instructions have been provided to their teams’ referee crews.
b) Whenever possible, coaches are discouraged from officiating in order to minimize any time conflicts or perceived conflicts of interest among fellow coaches.
7. Use of Local
Referees / a) Additional referees from other Regions and/or Areas may be used to ensure games are covered by qualified referees. However, these referees will be given assignments on a stand-by or fill-in basis, with first priority given to those referee crews assigned time slots in order to ensure an opportunity to meet team responsibilities and/or to have their deposit refunded, unless they show up late, unprepared or not properly attired.
8. Referee Check-In / a) There will be three separate Referee Check-In Stations for 10U, 12U and 14U and up. Refer to the tournament Field Map for station locations.
b) To receive credit toward their team’s referee deposit refund, ALL REFEREES MUST CHECK IN AT THE RESPECTIVE REFEREE STATION AT LEAST THIRTY (30) MINUTES PRIOR TO THEIR ASSIGNED POOL OR PLAYOFF GAME TIME. Failure to appear on time may result in a replacement referee crew being assigned to the field. Once a replacement crew has been assigned, they will have priority and the originally assigned referee or crew may be given an alternate assignment or forfeit a portion of the referee deposit.
c) EACH member of an assigned referee crew must check in FULLY PREPARED AND PROPERLY ATTIRED.
d) All referees must check in at their respective Referee Station to confirm availability, receive tournament-generated game cards and game ball(s) for their assigned match before proceeding to fields. If a game ball is not available, the referee is to request one from (and responsible for returning the ball to) the home team.
e) During check-in each referee shall confirm with the TRA which team or Region will be given credit for the assignment (his or her own team or Region or, if applicable, a non-appearing referee’s team or Region), and given priority over the non-appearing referee. If not indicated, credit will be given to the non-appearing referee's team/region.
f) At the discretion of the TRA or his or her designee, individual members of a team’s referee crew who have checked-in may be assigned or re-assigned to a different age group or field during Pool Play and/or Playoffs, or not assigned, based on criteria such as: 1) the age group of the teams, 2) the referee’s certification level, qualifications and/or past experience with either team’s coaches, players, etc.
g) Decisions made by the Tournament Referee Administrator shall be final and not subject to dispute or protest.
UPON POSTING OF STANDINGS FOLLOWING POOL PLAY, ALL TEAMS AND REGIONS SHALL BE RESPONSIBLE FOR VERIFYING AND FULFILLING ASSIGNMENTS DURING PLAYOFF ROUNDS, WHETHER OR NOT THEIR TEAMS ADVANCE TO PLAYOFF ROUNDS.
9. Referee
Refreshments and
Mementos / a) Referees will be provided with refreshments (snacks, fruits, water, etc.)
b) While supplies last, participating referees will receive a tournament memento (i.e., flipping coin, hat, etc.) in appreciation for their contribution.
10. Assessments / a) The Tournament will provide referees with opportunities to be assessed for upgrades. Referee Assessors will be arranged through the local Area or Section staff. To take advantage of this opportunity, referees must register in advance with the TRA no later than March 11, 2018. See contact information below.
