This presentation will summarize some of the key changes and
challenges associated with the Medicare OPPS and Ambulatory Payment Classifications for 2011 which were published in the Final Rule November 2010 as well as discuss changes to the NY Medicaid APG Prospective Payment Systems in 2010.
Hospital Outpatient Prospective Payment System – APC 2011 Update
After this presentation, participants will understand the major changes associated with the FY 2011 Medicare Outpatient Prospective Payment Systems (OPPS) final rule published in early November 2010. Specifically the presentation will include:
  • A summary of the major changes impacting coding and billing of hospital outpatient services
  • An introduction to new rules and associated new codes including pertinent background information
  • A review of revised and modified billing rules and associated codes
  • A discussion of changes to conversion factor and payment implications
  • And an overview of other changes of major interest
New York Medicaid APG 2010 Update
After this presentation, participants will understand the major changes associated with the FY 2010 to the New York Medicaid APG Prospective Payment Systems. Specifically the presentation will include:
  • A summary of the major changes impacting coding and billing of hospital psychiatric outpatient services
  • An introduction to other significant changes impacting coding, billing and reimbursement of outpatient Medicaid services

About the Speakers:
Jean Russell has over thirty years of healthcare and information system experience. Her areas of expertise include healthcare reimbursement modeling and the Medicare outpatient and inpatient prospective payment systems (APCs, APGs and DRGs), as well as Charge Description Master (CDM), admission status reviews, outpatient and inpatient coding and compliance. Jean's education includes an M.S. from the University of Houston in Biomedical Engineering with a minor in Information Systems; a B.S. from Colgate University in Biology; and her RHIT from the independent study program through the American Health Information Management Association. Jean is also a Certified Interventional Radiology coder through AAPC.
About the Speakers- cont’d:
Richard R. Cooley has more than ten years in healthcare consulting. Mr. Cooley has developed an expertise in hospital outpatient and inpatient coding, admission criteria reviews, billing, reimbursement and compliance. His areas of expertise include Medicare reimbursement for the Medicare Outpatient Prospective Payment System (OPPS) with special focus on Laboratory, Pharmacy, Injections and Infusions, Emergency Room, Observation, Radiology, and Clinical specialties. He is a certified inpatient and outpatient coder with AHIMA. Richard has a B.A. from Hobart College, majoring in English and Chemistry.
