ACONCURRENT RESOLUTION
TO EXPRESS THE PROFOUND SORROW OF THE HOUSE OF REPRESENTATIVES UPON THE DEATH OF COLUMBIA BUSINESS AND CIVIC LEADER AND FORMER RICHLAND COUNTY PLANNING COMMISSIONER THOMAS NETTLES BAGNAL ON FEBRUARY 22, 2011, AND TO CONVEY THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.
Whereas, remembering his outstanding achievements in business and committed service to the people of South Carolina, the members of the General Assembly were deeply saddened by news of the passing of business and civic leader and former Richland County Planning Commissioner Thomas Nettles Bagnal of Columbia on February 22, 2011, at the age of eightyfive; and
Whereas, born in Columbia on January 17, 1926, Tom Bagnal was the son of Mallard and Jessie Bagnal. A 1947 graduate of The Citadel, he served on active duty in Europe during World War II in the United States Army and retired from the Army Reserves as a Major; and
Whereas, in 1958, having organized a group of local builders, Mr. Bagnal worked with his builder colleaguesto charter the Home Builders Association (HBA) of Greater Columbia and served as the organization’s first president for two terms. He was also instrumental in the formation and charter of the HBA of South Carolina, serving as the HBASC’s first president in 1963 and 1964, and was a senior life director of the National Association of Home Builders; and
Whereas, at his passing, Tom Bagnal’s contributions to his profession had long been recognized by his peers. He was named Builder of the Year in 1966 and honored with the Gordon A. Harrison Award in 1980. In 1995, Mr. Bagnal was named to the South Carolina Housing Hall of Fame, and in 1989 he received a R.E.G.A.L. Award from the State newspaper for outstanding community service. Tom Bagnal made tremendous contributions to the community and the Palmetto State, including twelve years’ service on the Richland County Planning Commission; and
Whereas, successful as homebuilder, developer, and owner of Bagnal Builders Supply Company, this respected businessman also believed in active involvement in his community. He served as president of the Greater Columbia Chamber of Commerce and was named Ambassador of the Year in 1989. He was a member and former president of the Downtown Civitan Club; and
Whereas, in addition, he was chairman of the board of directors for the Richland Regional Medical Center Foundation, a member of the cabinet board for United Way of the Midlands, and past chairman of the boards for Carolina Children’s Home and Richland Memorial Hospital. He was inducted by Palmetto Health Foundation as a foundation fellow in 2001; and
Whereas, Mr. Bagnal, a man of faith, served his God as a lifelong member of First Baptist Church, where he coached basketball, taught Sunday school, and served on numerous committees. He was also a member of the Summit Club, Forest Lake Country Club, Camellia Ball,and the Quadrille and Caprician clubs; and
Whereas, he leaves to cherish his memory his beloved wife of more than sixtyone years, Elise Carson “Sissy” Bagnal; his children, Elise Bagnal Flowers, Diane BagnalMoody, and Thomas N. “Tommy” Bagnal, Jr.; nine grandchildren; two greatgrandchildren; and a host of other relatives, colleagues, and friends; and
Whereas, Tom Bagnal long will be remembered and honored as an example of what hard work and genuine dedication to the welfare of others can accomplish. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, express their profound sorrow upon the death of Columbia business and civic leader and former Richland County Planning Commissioner Thomas Nettles Bagnal, Sr., on February 22, 2011, and convey the deepest sympathy to his family and many friends.
Be it further resolved that a copy of this resolution be provided to Mrs. Elise Carson Bagnal for the family.
