2010 Census Self-Enumeration Procedures

The Census Bureau allows hospitals and correctional facilities to self-enumerate using special procedures. It is a part of the Group Quarters Enumeration field operation. Self-Enumeration means that the staff at the facility conducts the enumeration. The Census Bureau Crew Leader provides all the materials needed. They also train facility staff how to do the job. We allow self-enumeration for the following reasons:

· Operate under the need for extreme privacy.

· Need to protect standard routine activities against disruption.

· Can have safety issues for the visiting census staff as well as for the facility’s residents.

Facility Contact Responsibilities

The Facility Contact has many responsibilities. These include:

· Selecting personnel to help with the enumeration.

· Creating resident lists of all persons living in the Group Quarters as of April 1, 2010. These lists are required to conduct a complete enumeration.

· Setting a date for training all personnel as well as providing space for the training.

· Getting enumeration materials from the Census Bureau Crew Leader.

· Letting facility staff and residents know about the Census and that their cooperation is requested.

· Preparing the Individual Census Report (ICR) packets for each resident in the Group Quarters.

· Making sure that each resident in every Group Quarters completes an Individual Census Report.

· Completing Individual Census Reports from administrative records for any individual who is not present or able to complete it at the time of enumeration but still is a resident of the Group Quarters as of April 1, 2010.

· Reviewing completed materials for accuracy and legibility.

· Turning in completed materials to the Census Bureau Crew Leader.

· Discussing any issues/questions with the Census Bureau Crew Leader.


Census Bureau Crew Leader Responsibilities

The Crew Leader is your main contact to help you conduct the enumeration. They will:

· Call the facility contact to schedule meeting and training dates.

· Swear in all facility personnel who will help with the enumeration to protect data collected.

· Train all facility on enumeration procedures.

· Provide all the materials you need to conduct enumeration which include the following:

§ Form D-578, Self-Enumeration Facility Contact Manual

§ Form D-1054, GQE Enumerator Checklist

§ Forms D-116, GQ Listing Sheets—enough to list all persons at each GQ at the facility

§ Forms D-20, ICRs—one for each person at their facility, plus extras

§ Forms D-40, ICR Envelopes—one for each ICR

§ Forms D-31, Confidentiality Notice—a few extras if they need them

§ Forms SF-65C, Messenger Envelopes—at least one per GQ—Larger GQs will need more than one envelope

Note: There are Spanish versions of the ICR and ICR envelope if needed.

The manual and the checklist are tools to help the facility contact:

§ Conduct the enumeration.

§ Know what materials to return to the Crew Leader.

§ Prepare some of the materials for enumeration.

· Review the completed enumeration materials.

· Resolve any issues about the enumeration materials with the facility contact.
