Preface

In order to actively establish TaipeiCity as an international capital of “Health for All,” the Department of Health for Taipei City Government set the year of 2002 as the first year for health in TaipeiCity. Then, corporative relationship between the private and public sectors in the city has gradually realized, and distinguished feature for each district has been developed. Now Daan District, Shilin District and Beitou District of Taipei have received membership in succession of the Alliance for Healthy Cities. Brand-new milestone in the promotion of Taipei as the healthy city was thus marked by the membership. In this year, Zhongshan District, Songshan District, and Wanhua District of Taipei have applied for associate membership of the Alliance, hoping to sustain the outstanding practices and innovations of Healthy Cities.

Zhongshan District of Taipei City has created its unique feature. Increasing companies and burgeoning business, including commercial zones like Qinguang Market, Siping Sun Square, and Zhongshan Road, celebrate the mixed culture with old and new architecture. Therefore, if worksite health can be promoted and exercises inspired, the district will be surely characterized by its health and vitality, as a healthy city presents its business culture. Moreover, parks and water passages near KeelungRiver generate beauty in Zhongshan District. The Taipei City Government is planning “2010/11 Taipei International Gardening and Horticulture Exposition” in Zhongshan District. Participation and integration of local communities will render Zhongshan District ecologically-balanced healthy city. City dwellers will also experience lifestyle of a Garden City.

Zhongshan District Office and ZhongshanDistrictHealthCenter have cooperated with each other for several years to develop the community and promote healthy concepts, such as “Healthy ECO: Ecology & Environment,” “Healthy Equality: Welfare & Security,” and “Healthy Living: Vitality & Healthy.” This year, with the help of Board Director Liu Shui-sheng, “Zhongshan Health Promotion Association” was founded. The founding ensures efficient use of local organizations and cooperation with professionals, securing Zhongshan District with the goal of becoming a HealthyCity. We sincerely believe that with the commitment and effort, city residents in Zhongshan District will enjoy an upgrading living environment.

Foreword

People nowadays realize the importance of being healthy and pay more attention to health issues. Being healthy means not only the physical well-being, food eating, clothing, housing, transportation, education, and recreation also included. These matters are all significant and relevant to being healthy. Zhongshan District has extended its community base and organizations which energetically promote activities, such as hiking, greening-beautification, environmental protection, and cultural events. However, the organizations lack coordination and connection among one another. The establishment of Zhongshan Health Promotion Association(ZHPA), Taipei City was essential to serve as a communication platform on health issues for the community. ZHPA will be able to play a role to share, coordinate and monitor the resources to provide better public and health services to inhabitants, and to make Zhongshan District a part of a healthy city.

We’re willing to continue to cooperate with community organizations and to play roles of good partners as well. We will also actively participate in community health affairs, dancing with life and share with love and perseverance, striving to establish a healthy ecological balanced environment, healthy living, healthy equality and healthy workplace for communities. The ultimate goal is to follow the principles of the WHO’s network and to be part of WHO international healthy cities.

I. Characteristics of Zhongshan Healthy City

Zhongshan district is the most prosperous area in Taipei city and its output value has once taken up a quarter of that of the city as a whole. It embodies the characteristics such as “mountain”, “water” “farmland”, “industry”, “greenness” etc, with “mountain” refers to Jinan mountain, “water” means Keelung river, “farmland” suggests the Taipei MRT network that composes the shape of the Chinese character, “industry” indicates tertiary industries such as hotels, finance corporations and bridal fashion corporation, “culture” refers to the abundant cultural assets of this district, and “greenness” implies the 69 parks in this district, which is the highest number of possession of parks of districts in Taipei, with 15 over 1 hectare large-scale comprehensive parks such as Long Xin Park, Xin Sheng Park and Dajia Riverside Park. Currently there are 47 neighboring parks within this district and 7 more are expected to be taken over in 2003, providing an outdoor space for people to rest and communicate with each other.

Among these parks, LongXinPark is located in the area surrounded by Minquan E. Rd. Sec 3, Jianguo N. Rd, Longjiang Rd. and Wuchang Rd. near Xingtian temple and was called “LongXinGarden”. The total measure of its area is 6.8 hectares, and it is a European-style garden. It was taken over by the city government and was open to public use in 1989 and was officially renamed as “LongXinPark”. Later it was remodeled in 1990. LongXinPark is the first European-style park in Taipei and is the best place for Taipei citizens to go on holidays.

The park is well-known for its abundant natural resources and stylish flower beds and ponds, which is in accordance with the green construction plan of HealthyCity (Green roofs for HealthyCity, 2008). There are flower beds, children’s play ground, health pavement, green house, pavilion, benches, service center, lotus pond, exquisite garden, wetland area, landscape trail etc; besides, there are two swimming pools where people can use. Visitors take a stroll in the garden in the early morning and the afternoon, breathing in the fresh air and separating themselves from the trivialities. On holidays, there are people singing karaoke, feeding the pigeons, practicing Qi-gong and exercising, creating another scene in the city. These characteristics make a description of ZhongshanHealthyCity possessing the qualities of “physical activity provided by healthy urban planning”.

Because Zhongshan district is located in the commercial and financial center of Taipei, the convenient transportation system enhances the function of the commerce and finance within this district. Religious places, historical sites, parks and recreational places in Zhongshan district attract inhabitants of this district and also people from other districts to partake in the activities, creating an individual living circle. Being the most prosperous area in Taipei city in early times, there are many enterprises and hotels in Zhongshan district such as Taipei MRT, TECO, Tatung corporation, the Grand Hotel, etc., creating an alternative “industry culture” healthy city. In addition, the fish market, traditional market, Children’s Recreation Center, art gallery, and three long-standing universities—Shih Chien University, Tatung University, and National Taipei University—are all situated in Zhongshan district, collecting the knowledge of entertainment, art and culture from the part to the present.

Moreover, ZhongshanHealthServiceCenter is well-known for its “community health projects.” For instance, the center held the community health project “A to A+ community promotion project in Zhongshan district, Taipei city” in 2006 and “Neighboring weight control class” in Zhongshan district in 2007. Take the community health project “A to A+ community promotion project in Zhongshan district, Taipei city” for example, it chose Dazhi as the health base of Zhongshan district and the lever to promote community health, hoping to utilize community resources, make use of the power from households and neighborhoods, and assist households with hypertension, hyperglycemia, hyperlipidemia or with their BMI>24 to create healthy lives. The strategy involved is to encourage community participation and provide diversified health service by integrating knowledge of cross-field professional teams; the results are quite positive.

Besides the remarkable improvements in inhabitants’ health conditions, what’s more important is the awakening of community’s health consciousness such as the elevation of community ability and the high participation of about 30 community organizations. In addition, the main projects on community health have already shifted from the promotion and recruitment of the concept of sports safety to the implementation of health management courses and the promotion of improving city health. There were 11 plays from May 6 to November, and about 1755 people have participated in the events till November, 2007.

HumanEcologyCollege, ShihChienUniversity established community health building center, constantly promotes community health. It assists community in Dazhi area and realizes their needs through the helps of Shih Chien University; it also apply to join related community projects such as “Jiantan community care sites in Zhongshan district, Taipei city”—a case of the Ministry of the Interior, and cooperates with Taiwan Association of Long Term Care Professionals and Jiantan village office in Zhongshan district to set this project into action. Furthermore, it assists Yongan Buddhists’ Association to hold volunteers training activities of community care sites.

II. Future Vision and Goal

To build up Zhongshan healthy city is to establish people’s multi-consciousness of health and a new public health policy of ecological balance (effects of environment on health) and social justice (effects of poverty on health), by integrating the professional cross-filed groups, promoting community participation, health capacity building, and self-empowerment of inhabitants.

Zhongshan Healthy City Project is executed by “Health Promotion Association” in the community, which is bottom-up and intersectoral. Limited by time, the “three phases” of project development instead of the “twenty steps” offered by World Health Organization was chosen.

There’re three phases of project development, which are “getting stated”, “getting organized” and “taking action”. The specific contents are consciousness cultivation, exchange of internal and overseas successful experience and establishing organizations that promoting Zhongshan Healthy City Project. The work of consciousness cultivation includes organizing core working groups and workshop of local administrators; also included are that train seed personnel and hold campaign to seek the coincidence between heads of community groups and heads of subdivision of the district. In terms of exchange of successful experience, we participate in meeting of healthy city and share the successful cases in the country or abroad. As for the organization establishment, we assist related groups to promote Healthy City Project. Experts in the field of healthy city, government sectors, community groups and inhabitants are all the members.

Specially, core working group, whose members are heads of subdivision of the district, representatives of community groups, experts and intersectoral representatives, is the key of this project. The organizations of Zhongshan District are large and complete. Once the coincidence is made, the power of community involvement will be amazing. The work team of Zhongshan health promotion association can be built by joining the civil groups, notables, government sectors and non-beneficial community organizations.(The members of the work team include experts, departments of government, community organizations, inhabitants, Rotary Club, religious groups, charities, medical institutes, councilors, media, business, etc.) It’s divided into three groups: indicator group, healthy urban planning group and administration & promotion group.

The indicator group is subdivided into 1. Vitality & healthy, 2. Safety & welfare, 3. Ecology & environment and 4. Business culture ; the community assistance subgroup is under healthy urban planning group; as for the administration and promotion group, it’s divided into subgroup of administration and subgroups of promotion. There are total 7 subgroups described above. Each subgroup consists of a convener and 2~3 experts or representatives of community organizations.

One of our goals is to understand inhabitants’ expects on healthy city, set up ZhongshanHealthyCity indicators, raise inhabitants’ health consciousness and the ability of self-determination and taking things into action. Moreover, healthy policy based on the public opinion can be made and then makes everyone healthy. These ways give the inhabitants of Zhongshan District a clean, safe, convenient and high-quality environment. Another goal is to provide qualified health and medical service for inhabitants, new immigrants and the disadvantaged and wish them a healthy life. Still another goal is to lay a foundation of sustainability by raising the community consciousness with the help from some organizations in the community. Resources from business, government, academic and society should support such organizations and make them powerful.

Our final goal is to have the Zhongshan District with the four features including ecological balance, health and vitality, social justice (safety and welfare) and healthy workplace (business culture); to build it as an international healthy city full of history & culture, humanistic accomplishments and society concern.

Zhongshan District also fills the seven health issues raised by Taipei City Government. The issues are 1. to provide healthy diet, 2. to construct environment without stress, 3. to develop convenient visible and invisible networks, 4 to construct comfortable environment for exercises, 5. to constitute an ecological city with love and 7. to build up a warm city with population concern. All of these make Zhongshan a healthy city with future vision.

III. Community Assessment

The community assessment of Zhongshan District closely modifies Anderson’s model and carries out the assessment based on the related materials collected through windshield survey, key informant interviews, and secondary sources. This assessment includes geographic environment, medical and health care, social welfare, education, entertainment, religion, politics, economy, communication, transportation, and security system.

  1. Geographic Environment

(1)Domain: This district is situated in the middle of Taipei basin. It is located to the west of Zongshan District, the east of Datong District, the north of Da-an district, the south of JiantanMountain and Shihlin district, and the southwest of Neihu district. The measure of its total territory is about 1388.42 hectares. There are 42 villages and 864 neighborhoods. The total number of households in this district is 86,898 and the population is 219,582, with 104,908 males and 114,674 females. The population density of this district is 16,049 per square kilometer.

(2)Natural Environment: There are beautiful mountains that have gentle slopes and flourishing plants in this district such as Yuan San (with an altitude of around 35.6 meters) and JiantanMountain (with an altitude of 153 meters). KeelungRiver flows into this district from the north-east and across Shihlin district; then it converges with DanshuiRiver and is adjacent to Binjiang Street. There were many farm ponds and rivers around low-lying areas such as Wuchang Street and the surrounding areas in the old days; other areas can be considered as plain area. There are also Jiannan mountain (with an altitude of 153 meters), which is adjacent to the west side of Keelung river, in Cheng Kung village, Jinan mountain in Tachih village, Yuan San scenic spot( with an altitude of 35.6 meters) and Jiannan mountain in Jiantan village, the south of Yungan village close to Keelung river, and the north of Dajia village and Yuan San village adjacent to Keelung river. Whenever there are typhoons, mudflows and landslides caused by JiannanMountain are commonly seen, and inhabitants lived in this district are under threat constant threat from the landslides. The Nari typhoon in September, 2001 forced all the inhabitants from their homes.
