Introduction

The2007CanadaGamesAboriginalSportLegacyFund (referredtoasthefund)isaresultofacommitment madebythe2007CanadaWinterGamesHostSocietytoestablish a$1,000,000legacyfundtohelpsupport andpromoteYukonAboriginalpeopleandsports. TheFundwasestablishedthroughthesupportofa onetimecontribution by theYukon Government, theWhitehorse 2007CanadaGames HostSociety andthe RoyalBankofCanada.Initialworkwasdonetohelpprovidedirectionformanagingthefund.Theworkdone byaworkinggroupcomprisedofrepresentativesfromtheYukonAboriginalSportCircle(YASC)theYukon GovernmentandtheHost Society, identifiedpotentialobjectivesfor managingtheFund.

The2007CanadaGamesYukonAboriginal Sport LegacyFundwillbemanagedthroughtheYukon FoundationandwillfunctionasaprogramunderthemissionandvaluesestablishedbytheYukonAboriginal SportCircle(YASC).AsakeyprogramwithinYASCitwillremaintruetothemandateofYASC.Alldecisions, committees andpersonnelwillbe guidedby this mission andvalues.

PurposeoftheFund:

To develop and support individual aboriginal athletes at theterritorial/provincial,college/university,national/internationallevel as defined below:

Territorial/Provincialathlete–Athletesthathavebeenidentifiedasrepresentative playersfortheirsport or representingtheterritory atsanctionedprovincial tournamentsand/orchampionships.

NationalLevelAthlete–AthletesthatattendNationalChampionshipsorrepresentCanada atInternational competitions.

EligibleApplicants:

AthleteApplicantsmustmeetthefollowingcriteriainordertoapply:

  • Be ofAboriginalAncestry
  • Be a ResidentofYukon
  • Proof of official selection to competitions

AboriginalAncestry -registeredasaFirstNations(Status,Treaty,orBeneficiary),MétisorInuitin Canada. Non-registered applicantsmustsubmitaDeclarationofAboriginalAncestryForm(See Appendix C –DeclarationofAboriginal Ancestry Form), whichprovides proofoftheir lineage. Aletterfromthe applicant’s FirstNationstatingthattheapplicantisamemberofthatFirstNation willbeconsideredproof.

ResidentofYukon–AcopyofavaliduptodateYukonHealthcarecardwillprovideproofofYukonResidency.

Proof of official selection– a copy of the team roster or a letter from the coach/sport governing body.

TheApplicationReviewCommittee isacommitteeoftheYASCandas suchbe accountableto theBoardof

DirectorsofYASC.

Representation

ApplicationswillbereviewedbyanApplicationReviewCommitteecomprisedoffour(4)Memberswhich includes:

-One representativefrom YASC designated byYASCBoardofDirectors.

-One representative from CYFN a Council of Yukon First Nation (CYFN) designated by CYFN.

-OneYukon GovernmentRepresentative designated by Sport andRecreationBranch.

-Onememberatlarge(prominent Aboriginalornon-Aboriginalsportleader) approved by YASCBoardofDirectors.

Selection

TheApplicationReviewCommitteemeetings willbeorganizedbytheYukonAboriginalSportCirclefor each intake.

ProgramCriteria

This program isdesignedtosupportthedevelopmentofYukon Aboriginalathletes by helpingtoensurethat theyhavetherightskills,opportunitiesandequipmenttoachievetheir goals.

BURSARY LEVELS

A: $ 500 per intake
The athlete must havemade territorial team and attend any of the following events :
  • Provincial sanctioned championship (under a NSGB).
  • Arctic Winter Games.
  • North American Indigenous Games.
  • Native Youth Olympics.
  • Western Canadian.

B: $ 1,000 per intake
The athlete must have made territorial team and attend any of the following events :
  • Canada Games
  • Nationals sanctioned championship (under a NSGB).
  • World Eskimo Indian Olympics

Funding,ImplementationandAdministration

Uponimplementation,theFundwillserveasacoreprogramoftheYASC.The$1,000,000legacywillserveasaperpetuityfund,thusonlyyearlyinterestwillbespentonthefund.Theexactamountwillbedetermined yearly priortothefirstadjudicationprocess.From thisamount, uptoamaximumof$1000 perintakewill beawardedtoanygivenAthlete.

Note:When Interestis drawnfromthe Yukon Foundation forthepurpose ofawardingFunds torecipientsit willbeplacedintoaseparatebankaccountwithinYASCexclusivelyfortheFund.Shouldlessthanthe expectedyearlyinterestbeusedperintakewithinthecalendaryear,the moneywillremainintheaccountto accumulateinterest forfuture usetowardstheFund.

Inany givenyearthe ApplicationReviewCommitteealongwithYASCcandecide toforgo awardingfunds foronecalendaryearbasedontherateofinterestaccumulatedontheFund.

Communications

Workingwithotherfundingagencieswill helptoensurethatallcommunitiesareawareoftheavailabilityof thefunds. Aswellaprogramlaunchincludingpublicrelations,mediainterviews andcommunityvisitswill takeplace.Recipientsofthe fundmust alsorecognizethecontributionofthe fundwherethey can. Raising theprofile ofthisfundwill increaseitschanceofsuccessaswellasensurethat allthosewho requireand qualifyforsupportare awareofthesupportandarebetterabletoreachtheirgoals.

Any promotionalmaterialmustincludethe2007CanadaWinterGamesLogos(Corporate andNorthern), YukonGovernmentLogo,RoyalBankofCanadaFoundationLogo,whichwillshowthemajorcontributorsto theFund.If anyothercontributorscomeonboard,YASCwilldevelop an agreementwiththecontributorsto ensureproperrecognitionoftheirsupport. YASCBoardofDirectorsreservestherighttoacceptorreject donationsto thefundto ensure theintegrityand goalsofthefundare maintained. OtherLogosthat need to beincludedonanypromotionalmaterialincludesthe Yukon Foundation andthe YukonAboriginal Sport Circle logos’.

ReviewofFundingGuidelines

TheYukonAboriginalSportCirclemustreviewthePolicies,Procedures,GuidelinesandApplicationForms ofthe2007CanadaWinter GamesAboriginalSportLegacyFundevery5years.Ifdeemednecessarythe YASC BoardofDirectorsmayreviewthefundpriortothe5yearreviewdate. Ifthishappensthereviewof thefundwill takeplacewithin5years ofthelastreviewdate.

ApplicationReviewProcess

TheApplicationReviewCommittee isacommitteeoftheYASCandas suchbe accountableto theBoardof

DirectorsofYASC.

TheprogramadministratorswillsupplytheCommitteewithallapplicationswithinfivedaysoftheclosing date. TheCommitteewillthenhave21daystoreviewtheapplications. Ameetingwillthenbecalledto reviewtheapplicationsasagroupanddeterminethegrantstobeawarded. TheCommitteewillalsobe responsibleatthistimeto determinereportingrequirementsensuringthat atminimumtheymeetthose outlinedintheapplications.Shouldadisputeariseovergrantsorreportingthefinaldecisionwillrestwiththe YASCBoardofDirectors.

TheCommitteemaymakerecommendationstotheYASCBoardofDirectorsonchangestocriteriaorfunding maximumsbased ontheirexperience andreviewofapplications forsubsequentintakes. Oncethe ApplicationReviewCommitteehasmadetheirrecommendationsforfundingitwillbeforwardedtotheYASC boardofDirectors.

ThefollowingwillbeusedbytheApplicationReviewCommitteetodetermineapplication priority and allocation between applicantsmeetingthecriteria forfunding.

Shouldthe program beoversubscribedthecommitteewillreview the qualifying submissionson thefollowingcriteria:

  • Havenotpreviouslyreceivedfunding in the current fiscal year.
  • B applications will have priority.
