2003-2004 Schedule For Reimbursement of Commissioner’s List of Reading Instruments for Texas Public Schools and Charter Schools

Due to Legislative budgetary constraints, the Office of Statewide Initiatives at the Texas Education Agency will only be able to fund the purchase of English and Spanish Early Reading Instrumentson the 2003-2004 Commissioner’s List in the following manner. (The list of early reading instruments address the six domains of reading designated in TEC § 28.006 and were selected in accordance with mandated submission guidelines.)

Texas public schools and charter schools may choose the early reading assessment instrument option that is appropriate for their local student population. Cost cap for assessing each Texas K-2 child is $5. The average class is estimated at 22 children. Therefore, using this formula, each class can be tested for $110. Each teacher/class will receive 1 set of testing materials.

Examples are given in the table below. It will demonstrate how we will be used to determine the reimbursement that districts will receive for the 2003-2004 school year.

Directions for School Districts Ordering 2003-2004 Reading Instruments for TexasPublic Schools and CharterSchools

1)School districts opting to order the TPRI or the Tejas LEE may use the online ordering system that is available via the Texas Reading Initiative website at the Online Reporting/ Ordering page from the Commissioner’s List . (See Instructions for Online Ordering).

2)School districts choosing to use instruments other than TPRI/Tejas LEE must follow these procedures to receive their Cost Cap Reimbursement.

3)To an order from the 2003-2004 Commissioner’s List of Reading Instruments for Texas Public Schools and CharterSchools for reading instruments other than TPRI, contact with the publisher’s sales representatives directly. (See the list of Publishers for 2003-2004 Commissioner’s List of Early Reading Assessments attached.)

4)Request an immediate invoice to verify purchase. Fax that invoice to Office of Statewide Initiatives. Include your district’s contact person’s name, phone number, and email address. Within 24 hours you will receive an email confirmation number that your invoice has been received.

Instructions to Order TPRI/Tejas LEEOnline

1)Open your Internet browser with Microsoft Explorer 6.0 or higher.

2)Enter the following internet address: Press <Enter.

3)Select Early Reading Instruments Online Order Form (20032004) that will display the Texas Education Agency Security Exchange (TEASE) Login Page.

4)Enter your Username. Each LEA has a generic Username consisting of the letter "r" and the 6 digit county districtnumber. For example, Austin ISD would have a username of r227901. Do not type spaces or dashes in your Username.

5)Enter your password. This password is unique to the generic Username. For the new funding year 2003- 2004, TEA has set the password to the "Password". You will be prompted and required to change your password upon initial entry of the system. Please make note of your password for future reference.

6)Click the <Continue> button and a successful login display the application list page.

7)Click RIEarly Reading Instruments Order Form (20032004)from the dropdown menu or from the application list.

Listed below are the basic steps involved in ordering the reading instruments online.

1. The countydistrict number is prepopulated.

2. The school district/charter school name is prepopulated

3. Enter the name of the school district/charter school contact.

4. Enter the shipping address where the instruments will be sent. (NoP.O. Box Numbers)

5. Enter the name of the city.

6. Enter the ZIP code.

7. Enter the telephone number of the contact.

8. Enter the email address of the contact.

9. Enter the number of Kindergarten teachers administering the reading instruments. (Do not use commas.)

10. Enter the 20032004 projected Kindergarten enrollment. (Do not use commas.)

11. Enter the name of the Kindergarten instrument administered during the 20022003 (previous) school year.

12. Enter the number of Kindergarten TPRI instruments needed for students receiving English-Language reading instruction. Note that some options require a combination of instruments for comprehensive assessment.

13. Enter the number of Kindergarten Tejas LEE instruments need for students receiving Spanish-Language reading instruction.

14. Enter the number of Grade 1 teachers administering the reading instruments. (Do not use commas.]

19. Enter the number of Grade 2 teachers administering the reading instruments. (Do not use commas.)

20. Enter the 20032004 projected Grade 2 enrollment. (Do not use comma.)

21. Enter the name of the Grade 2 instrument administered during the 20022003 (previous) school year.

22. Enter the number ofGrade2 TPRI instruments needed for students receiving English-Languagereading instruction. Note that some options require a combination of instruments for comprehensive assessment.

24. Enter the number of Grade 2 Tejas LEEneeded for students receiving Spanish-Language reading instruction. Note that some options require a combination of instruments for comprehensive assessment.

25. Submit the order by clicking the Submit Button.

26. A popup window will ask you if you have verified your order. Please verify that all information is accurate. You may not change any information using the Online Ordering System after you submit your order. If you need to correct data entry, click "Cancel"; then make changes before submitting the order. After verification, click "OK” to submit the order.

27. When your order has been successfully submitted you will receive a Summary Report. Please print and retain a copy of the Summary Report for your files.
