SUBJECT:Annual Interlocal Cooperation Agreements for the Department of School, Family and Community Education

RECOMMENDATION

That the Board of Trustees approve the 2003-2004 Interlocal Agreements between AUSTIN ISD and (1) the City of Austin, (2) Travis County and (3) The University of Texas at Austin.

BACKGROUND INFORMATION

For a number of years, the district has worked in partnership with the City of Austin, Travis County and The University of Texas to provide after-school student enrichment programs and tutorial services, as well as, support staff for our community education programs. District procedures now require Board approval for all Interlocal Agreements.

ADMINISTRATIVE CONSIDERATIONS

Interlocal Agreement (1) with The City of Austin Health and Human Services Department (Attachment A)

Since 1975, the City of Austin has provided funds for AISD school-based programs and services for students and adult. This year, the Austin City Council approved $1,021,094 for community education classes and programs that extend and enhance the district curricula for all students as well as the quality of life for Austin families.

  • $245,000 for community education staff
  • $191,162 for the VICTORY Tutorial Program
  • $569,932 for the Prime Time After School Enrichment Program
  • $15,000 for after-school programs from weed and seed funding.

Interlocal Agreement (2) with Travis County (Attachment B)

Effective May 2000, Travis County entered into a contract with AISD to provide adult basic education (ABE) programs and childcare services. This year, the County is renewing the agreement to provide $100,000 for Travis County residents in need of English proficiency and citizenship skills. ABE evening classes will be provided during the period of October 2003 – September 2004.

Interlocal Agreement (3) with The University of Texas at AUSTIN (Attachment C)

The AmeriCorps for Community Engagement and Education Program (ACEE) at the Charles A. Dana Center for Education Innovation will provide training and support services at six AISD 21st Century campus sites (Dobie Middle School, Graham, Jordan, Walnut Creek and Winn Elementary Schools.) At a cost of $45,000, ACEE will provide (1) after school literacy support to pre-K students during teachers’ planning period; (2) after school literacy and math support to K-6 grade students and (3) additional support for after school classes. This agreement will extend from September 2003 through June 2004.
