PREFACE (1980)

The Metropolitan Catholic Schools Athletic Association was formed in the late 1960's to facilitate athletic competition among the schools of the Toronto Separate School Board. The evolution of the Board and the development of a variety of procedures among the respective district athletic associations have caused the need for a clear statement of philosophy and practice. This Constitution is presented to satisfy that need.

In preparing the Constitution, the City Executive (197980) has drawn upon previous constitutions and made every effort to accommodate tradition and opinion. In so doing, this Constitution offers a broad framework of operation at both the Regional and City levels of the Association.

The Aims and Ideals set forth in this Constitution demonstrate that the Association has goals in common with those of the Board. In addition, the administrative objectives that the Association has set for itself are both laudable and timely.

Section 1: Scope

1.1This constitution and its appendices, produced under the authority of the Department of Physical and Health Education of the Toronto Catholic District School Board. shall, within the policies of the T.C.D.S.B., be used to govern the activities of the Toronto Catholic Schools Athletic Association, hereinafter called "the T.C.S.A.A." or "the Association", and its component Regional Associations.

1.2This constitution and its appendices shall replace all previous T.C.S.A.A. constitutions including those of both the City Executive and the Regional Associations.

1.3All members who participate in any T.C.S.A.A. business or activity shall abide by the content and intent of this constitution and its appendices.

1.4Any and all items pertinent to the Association which are not mentioned within this constitution and its appendices, other than those which are the domain of the T.C.D.S.B. and its appointed officers, shall fall within the jurisdiction of the City Executive until such time as said items are resolved, recorded and communicated to the membership.

1.5It shall be the prerogative of the City and Regional Association Executives to institute such bylaws as would benefit operation in their respective jurisdictions. Such bylaws shall not contravene the content and intent of this constitution and its appendices. City and Regional Association bylaws shall be filed in Appendices 2 and 3 respectively.

1.6Proposals for amendments to this constitution and its appendices shall be made by, or through, the members of the City Executive.

1.7Amendments to any part of this constitution and its appendices shall be subject to the following:

1.7.1the approval by twothirds majority of the entire voting body of the City Executive (see Article 20.1); and

1.7.2the approval of the Department of Physical and Health Education.

1.8All amendments to this constitution and its appendices shall form Article 1.11, until such time as this constitution and its appendices are revised and republished.

1.9A copy of this constitution and its appendices shall be retained by the following:

 all T.C.D.S.B. senior staff,

 all P.H.E. resource personnel,

 all officers of the City Executive,

 all officers of the Regional Association Executives,

 all T.C.D.S.B. principals.

1.10A copy of this constitution and its appendices shall be retained in the library of each school and shall be made available to all members.

1.11Amendments to the constitution and its appendices shall be retained as part(s) of this article until such time as the constitution may be revised and republished.

Section 2: Definitions

2.1The definitions that follow apply to the contents of this constitution and its appendices and to the business of the Toronto Catholic Schools Athletic Association.

activity

any athletic activity sponsored by the Dept. of P.H.E. and organized by the Association in which participation is encouraged but not obligatory.

advisor

an individual appointed to counsel and assist an executive body.

alternate

a substitute for a school athletic representative or an executive officer enlisted to fulfill the duties of an absent member.

appendices

material supplementary to the body of this constitution to be considered an extension of the constitution.

appointment

a nonmandated position on the City or Regional Association Executive.

Associationabbrev.

Toronto Catholic Schools Athletic Association; the collective whole of the Regional Associations.

associationabbrev.

an association of schools belonging to the same regional centre

coach

any employee of the Board who assumes responsibility for training students for athletic competition; an adult volunteer who is not a member of the Association may participate under the direction of a school principal.

constitution

the body of regulations and its appendices which govern the administrative and athletic affairs of the Association.

convenor

a volunteer appointed by and responsible to an executive for the organization of a particular athletic activity.

division

a grouping of schools within a regional association.

divisional level

the most local level of competition, usually among neighbouring schools.

Executive

the City Executive.

executive

one of four Regional Association Executives.

format

the structure adopted to organize an athletic activity (see Appendix 8).

house league

organized athletic activity within individual schools.

instructional

that part of the core curriculum which deals with P.H.E.

interregional

see "City level".

interschool

athletic activity among schools of the Board.

intramural

see "house league".

invitational

athletic competition organized and sponsored outside the jurisdiction of the Association and the Dept. of P.H.E.

logo

the official emblem of the T.C.S.A.A.(see Appendix 11 Awards).

mandate

the right to represent a constituency; obtained via election and carrying voting privileges (see Articles 20.1, 20.9 and 20.16).

T.C.S.A.A.

the Toronto Catholic Schools Athletic Association; that branch of the Dept. of P.H.E. of the T.C.D.S.B., composed of the four Regional Associations and the City Executive, which promotes, organizes and supervises athletic activity among the schools of the Board (see Section 3 Membership, Appendix 5 General Guide to Athletic Activities, Appendix 7 Levels of Competition).

City Executive

that body of Regional Association representatives and its advisors which organizes and supervises City level activities and oversees the affairs of the Association in general (see Section 7 Executive Structure and Section 8 Executive Duties).

City level

athletic activity involving individuals or teams from the various regional associations.

officer

a member of a Regional Association Executive. City Executive officers are usually Regional Association officers as well.

a level of competition following divisional play and preceding City level play.

school athletic representative

a school's official representative in the Regional Association (see Section 11 Duties of School Athletic Representatives).

sponsorship

the granting of authorization, funds and services by the Dept. of P.H.E. for the business and athletic activities of the Association (see Appendix 5 General Guide to Athletic Activities).

Section 3: Membership

3.1All students, parents, volunteer coaches and employees of the Toronto Catholic District School Board are eligible to be members of the T.C.S.A.A., subject to the content and intent of this constitution and its appendices.

3.1.1Members are encouraged to participate in the athletic and administrative affairs of the Association.

3.1.2Adult members only may hold office in the Association.

Section 4: General Structure

4.1To facilitate the operation of its activities, the T.C.S.A.A. is divided into four Regional Associations. These four Regional Associations are equal and complementary partners within the T.C.S.A.A. and operate under the guidance of the City Executive. The Regional Associations are as follow:

4.2The four Regional Associations shall each have a single executive which shall be composed of an elected voting body and an appointed advisory body (see Article 7.2).

4.3The City Executive shall be composed of an elected voting body and an appointed advisory body (see Article 7.1). The voting body shall be comprised of three elected officers from each of the Regional Associations (see Article 6.2.12); the advisory body shall be comprised of members as described in Article 7.1.2.

4.4The voting body of the City Executive shall make decisions considered to be in the best interest of the entire Association. Subject to the approval of the Department of Physical and Health Education, such decisions shall be binding upon the entire membership.

Section 5: The Aims and Ideals of the Association

The T.C.S.A.A. is dedicated to the development of the following Aims and Ideals.

5.1To develop all that is good in the human spirit;

5.2To assist members in their physical, intellectual, spiritual, emotional and social growth;

5.3To foster a sense of community among the students and adults of the Toronto Catholic District School Board;

5.4To complement and enrich the instructional, recreational and intramural programmes of the T.C.D.S.B.;

5.5To encourage participation, enjoyment, improvement and excellence in athletic activity;

5.6To help members develop an appreciation for the efforts of themselves and others;

5.7To assist members in developing their coaching and administrative abilities;

5.8To promote respect for the game, its rules and officials;

5.9To encourage healthy, temperate competition in the pursuit of victory, while cultivating a sense of fair play and respect for one's opponents;

5.10To keep the Association and its activities in a perspective that neither increase nor diminish their importance.

Section 6: The Administrative Objectives of the Association

6.1THE CITY EXECUTIVE SHALL

6.1.1heed and implement the content and intent of this constitution and its appendices;

6.1.2foster the Aims and Ideals of the Association and work for the good of the T.C.S.A.A. and the T.C.D.S.B.;

6.1.3attend to the needs, interests and concerns of its membership;

6.1.4be receptive to ideas, resources and activities which may promote the growth and progress of the Association;

6.1.5provide leadership to, and consistency among, the Regional Associations of the T.C.S.A.A. with regard to standards, codes and procedures;

6.1.6fulfill the wishes and directives of the Department of Physical and Health Education and report matters of concern;

6.1.7recognize the primacy of the instructional and intramural programmes in the schools of the T.C.D.S.B.;

6.1.8control that business which is not the concern of the Regional Associations;

6.1.9reserve the right to intervene in any of the internal affairs of any Regional Association when such matters are considered to be detrimental to the good of the Association;

6.1.10perform such duties as may be necessary for the operation of the Association;

6.1.11appoint any individuals or committees deemed necessary for the operation of the Association;

6.1.12govern and coordinate City activities through its appointed convenors;

6.1.13select by Dec. 1st of each school year, those City activities which shall be offered in the subsequent school year. Notice of such activities, together with projected dates, monetary and administrative considerations, shall be forwarded to the Department of Physical and Health Education and the executives of the Regional Associations.

6.2EACH REGIONAL ASSOCIATION EXECUTIVE SHALL

6.2.1heed and implement the content and intent of this constitution and its appendices;

6.2.2foster the Aims and Ideals of the Association and work for the good of its membership and the T.C.D.S.B.;

6.2.3fulfill the wishes and directives of the Department of Physical and Health Education, the supervisory officers of its regional centre and the City Executive;

6.2.4be receptive to ideas, resources and activities which may promote the growth and progress of the regional association;

6.2.5communicate and cooperate with the P.H.E. resource personnel of the regional centre in attending to the needs, interests and concerns of the membership;

6.2.6provide leadership to, and promote consistency among, the schools of the Regional Association with regard to standards, codes, regulations and procedures;

6.2.7recognize the primacy of the instructional and intramural programmes in the schools of its regional association;

6.2.8govern and coordinate athletic competition among the schools of its Regional Association through its convenors;

6.2.9perform such duties as may be necessary for the operation of its association;

6.2.10appoint such individuals or committees that it deems necessary for the operation of its association;

6.2.11select by Dec. 1st of each school year, those Regional activities which shall be offered in the subsequent school year (see Appendix 5 General Guide to Athletic Activities). Notice of such activities, together with their projected dates, monetary and administrative considerations, shall be forwarded to the P.H.E. resource personnel of its regional association;

6.2.12ensure that three of its officers, normally the President, VicePresident and Secretary, attend the meetings of the City Executive in order to represent the needs, interests and concerns of its association and, together with the other members of the City Executive, make those decisions which are in the best interest of the Association.

Section 7: Executive Structure

7.1THE CITY EXECUTIVE SHALL BE COMPOSED OF THE FOLLOWING MEMBERS:

7.1.1an elected voting body consisting of

 a President

 a VicePresident

 a Secretary

 other elected Regional Association representatives

7.1.2an appointed advisory body consisting of

the immediate Past President of the City Executive

the head of the Department of Physical and Health Education

a Liaison to the City Executive from the Department of P.H.E.

all resource personnel in the Department of P.H.E.

a representative of the supervisory officers of the T.C.D.S.B.

a representative of the principals of the T.C.D.S.B.

other appointed members

7.2THE EXECUTIVE OF EACH REGIONAL ASSOCIATION SHALL BE COMPOSED OF THE FOLLOWING MEMBERS:

7.2.1an elected voting body consisting of

Section 8: Executive Duties

8.1EACH ELECTED MEMBER OF THE CITY EXECUTIVE SHALL

8.1.1carry out his/her duties in accordance with the objectives described in Articles 6.l.1 to 6.1.13;

8.1.2attend all meetings of the City Executive or ensure that an alternate is appointed;

8.1.3express the needs and concerns of his/her Regional Association to the City Executive;
