JOB DESCRIPTION

JOB TITLE:Service Manager

SCALE:PO2

REPORTS TO:Leisure Area Manager

KEY PURPOSE

Assist the Leisure Area Manager with the management of leisure and sports facilities and take responsibility for managing designated areas of the service.

Aligned to the Service Business Plan, take individual responsibility for the creation, approval and execution of Improvement Plans for defined business areas/processors to ensure the achievement of performance targets and development of the service to its full potential.

Ensure a customer focused approach at all times and assure the highest standards of health & safety, quality and service delivery within leisure facilities by motivating and managing assigned staff, planning, organising and implementing processors and ensuing compliance of these as agreed

DUTIES AND RESPONSIBILITIES

Primary Duties

  1. Undertake ‘Duty Officer’ responsibilities on a rotational basis and take responsibility for the safe supervision of staff, contractors, and customers and ensure compliance with all health, safety, financial and customer related systems, processors and procedures.
  1. Manage, coordinate, supervise and where necessary assist with the day to day operational requirements of the centre including dealing with customer queries/complaints, providing cover for service areas as required, proactive management of daily bookings, completion of housekeeping duties aligned to operational practices and compliance with the Councils Child Protection policy.
  1. Ensure comprehensive operational management practices are adhered to by completing regular monitoring and inspections of the facility and its equipment, ensure proactive and reactive maintenance is carried out as required, implement and comply with a robust fault reporting and sign off system.
  1. Prepare daily and weekly work schedules and rotas aligned to the needs of the service and operational standards ensuring effective and efficient operations and compliance with systems, processors and procedures.
  1. Undertake all line management duties for designated staff including performance management aligned to improvement plans. Motivating the team to deliver excellent levels of customer service and high standards of cleanliness. Ensuring they comply with all Council and Leisure policy including: financial management procedures, procurement of goods and services, health and Safety systems and procedures.
  1. Undertake key holder and pool/spa plant responsibilities as required including day to day management of the security of the facility, pool plant systems, CCTV, alarms, booking systems etc., and contacting relevant support services as required.

Secondary Duties

  1. Contribute to the strategic development of the service and achievement of business plan targets through developing, implementing and achieving improvement plans for designated areas of the service and producing regular service performance reports for management consultation as agreed.
  1. Implement, coordinate, develop and review programming initiatives for designated areas of the service and work with key internal and external stakeholders to improve sustainability of services, promote revenue generation and ensure quality service delivery.
  1. Assist in identifying, developing, implementing and reviewing industry standards and best practice guidance for designated areas of the service and assist in the achievement of independent quality awards and development of internal processors and practices as required.
  1. Complete risk assessments, safe systems of work, implement compliance standards and undertake staff compliance sign offs for designated areas of the service.
  1. Undertake responsibility for proactively promoting designated areas of the service, liaising with relevant personnel and stakeholders in line with identified systems and processors.
  1. Assist in the continuous improvement of the service by implementing regular customer research initiatives such as customer surveys and forums, respond to and deal with customer feedback for designated areas of the service.
  1. To assist with the management of budgets for designated areas of the service, identify opportunities for efficiencies and income generation in line with business and improvement plans.
  1. Work collaboratively with other managers and personnel across the service to ensure continuity and consistent service delivery, attend internal working groups and meetings and represent Council at external stakeholder forums as requested.
  1. Promote equality of opportunity and access in service delivery and in employment processes.
  1. Ensure all staff and operations comply with Health and Safety legislation in line with the departmental Health and Safety management system and corporate policy in compliance with Occupational Health and Safety Assessment Series (OHSAS) 18001.
  1. Provide effective leadership to the relevant staff including carrying out staff appraisals and identifying training and development needs.
  1. Participate in and ensure compliance with all Council policies and procedures and operate within the highest standards of management and personal behaviour which reflect the core values of the organisation

The Council therefore reserves the right to change the duties of the post by adding to or amending the range of responsibilities. The postholder will be required to be flexible and adaptable to meet the changing needs and requirements of the organisation.
