A JOINT RESOLUTION TO AUTHORIZE THE SOUTH CAROLINA EMPLOYMENT SECURITY COMMISSION TO EXPEND UP TO ONE MILLION ONE HUNDRED NINETYSIX THOUSAND NINE HUNDRED AND SEVENTEEN DOLLARS OF THE FUNDS MADE AVAILABLE TO THE STATE UNDER SECTION 903 OF THE SOCIAL SECURITY ACT FOR THE PURPOSE OF DESIGNING AND ACQUIRING AN UNEMPLOYMENT TAX ACCOUNTING SYSTEM FOR USE BY THE SOUTH CAROLINA EMPLOYMENT SECURITY COMMISSION.
Be it enacted by the General Assembly of the State of South Carolina:
Authorize federal funds to design, acquire unemployment tax accounting system
SECTION1.There is appropriated out of funds made available to the State under Section 903 of the Social Security Act, the sum of one million one hundred ninetysix thousand nine hundred and seventeen dollars, or so much thereof as may be necessary, to be used under the direction of the Employment Security Commission for the purpose of creating, designing, and acquiring equipment and operating software for the operation of an unemployment insurance tax collection and reporting system for use by the Employment Security Commission.
Two-year limit to spend funds
SECTION2.None of the money appropriated may be obligated after the expiration of the twoyear period beginning on the date of enactment of this act.
Limit on amount obligated
SECTION3.The amount obligated pursuant to this act must not exceed at any time the amount by which the aggregate of the amounts transferred to the account of this State pursuant to Section 903 of the Social Security Act exceeds the aggregate of the amounts obligated for administration and paid out for benefits and required by law to be charged against the amounts transferred to the account of this State.
Time effective
SECTION4.This act takes effect upon approval by the Governor.
