1.General

1.1INTENT

.1This Section specifies general requirements common to all starting and testing of electrical equipment and systems. Read this Section in conjunction with related Sections which specify specific portions of electrical starting and testing work.

.2Except where otherwise specified, arrange and pay for the testing and related requirements specified in this and related Sections.

.3If test results do not conform with applicable requirements, repair, replace, or adjust or balance equipment and systems. Repeat testing as necessary until acceptable results are achieved.

1.3SUBMITTALS

1Submit to the Minister a list of equipment and instruments which will be used in starting, testing, balancing and adjusting electrical equipment. The Minster may require changes to the proposed equipment and instruments.

1.4START-UP REPORTS

SPECNOTE:Include this article when a formal Facility Start-Up process is not used.

.1Prepare Start-Up report using forms available from the Minister.

.2Where forms are not available from the Minister for specific systems or equipment, prepare appropriate forms.

.3Submit Start-Up reports as part of Operation and Maintenance Manual specified in Section 16021.

1.5REPORTS

SPECNOTE:Include this article when a formal Facility Start-Up process is being used.

.1Submit Contractor Start-Up Report forms in accordance with Section 01335 documenting starting and testing procedures performed, and observed tests results obtained.

.2Submit field reports in accordance with Section 16020.

1.6STARTING AND TESTING - GENERAL

.1Prior to testing ensure all electrical equipment is cleaned and free of dust.

.2After testing, protect equipment subject to dust from construction activities.

.3Notify Minister when starting and testing of all systems has been completed.

.4Do not conceal or cover equipment until inspected, tested and approved by Minister.

.5Assume all liabilities associated with starting, testing and balancing procedures.

.6Assume all costs associated with starting, testing, adjusting and balancing, including supply of testing equipment and witnessing of factory testing by Contractor and Minister.

1.7WITNESSING OF STARTING AND TESTING

.1Prior to starting and testing of electrical equipment or systems, prepare a schedule of all tests specified. Review schedule with Minister.

.2Provide sufficient notice (minimum three days) prior to commencing tests requiring witnessing by Minister.

.3Minister or Minister's Performance Testing Agent may witness all or any portion of testing and starting procedures performed by Contractor or Contractor's Testing Agent.

.4Contractor shall be present for all tests specified in Section16972.

1.8MANUFACTURER'S STARTING RECOMMENDATIONS

.1Prior to starting equipment or systems, obtain and review manufacturer's installation, operation and starting instructions. Read in conjunction with procedures specified in Sections 16971 and 16972.

.2Use manufacturer's and supplier's starting personnel where required to maintain validity of manufacturer's warranty. Confirm with manufacturer that all testing specified in this Section and Sections 16971 and 16972 will not void any warranties.

.3Compare installation to manufacturer's published data and record discrepancies. Modify procedures detrimental to equipment performance prior to starting equipment.

1.9MANUFACTURER'S SERVICE ON SITE

.1Arrange and pay for qualified manufacturer's representatives to supervise starting and testing of following electrical equipment and systems:

.1Automatic Power Factor Correction Equipment.

.2Uninterruptable Power Supply (UPS) System.

.3Sound Masking System.

.4Doctor's/Staff Register System.

.5Staff Alert System.

.6Clock and Program Equipment.

.7Dictation System.

.8Intercom System.

.9Sound System.

.10Closed Circuit Television System.

.11Cable Television.

.12Security System.

.13Emergency Generator Set and Control Panel.

.14Emergency Voice Communication System.

.15Fire Alarm System.

.16HID Dimming System.

.17Nurse Call System.

.18Pocket Page System.

.19Transfer Switch.

.2Manufacturer's personnel shall be experienced in design and operation of equipment and systems being started and have ability to interpret results of readings, and tests and report results in a logical fashion.

1.10REFERENCE DOCUMENTS

.1Perform tests in accordance with:

.1These Contract Documents.

.2Requirements of authorities having jurisdiction.

.3Manufacturer's published instructions.

.4Applicable CSA, IEEE, IPCEA, EEMAC, NEMA and ASTM standards.

.2If requirements of any of the foregoing conflict, notify Minister before proceeding with tests and obtain clarification.

1.11CONTRACTOR AND MANUFACTURER REPORTS

.1Log and tabulate test results on appropriate test report forms provided by the Minister.

.2Submit completed test report forms immediately after tests are performed.

.1Record all data gathered on site on approved test report forms.

.2Note any damage, missing parts or incomplete work on test form.

.3Record date of corrected deficiencies on form.

.4Arrange for Minister to initial completed test report forms prior to the end of the work day that information is gathered. Provide the Minister with one photo copy of each completed test report form.

.5Maintain one photocopy on site of all data taken during starting and testing period.

.6Maintain one copy of all final starting, testing, balancing and adjusting reports on site up to interim acceptance of the work for reference purposes.

.3Arrange for manufacturer to submit copies of all production test records for production tests required by EEMAC and CSA standards for manufactured electrical equipment to the Minister prior to shipping.

.4Arrange for manufacturer to submit brief stepbystep description of entire starting procedure to allow Minister to repeat starting at any time.

1.12CORRECTION OF DEFICIENCIES

.1Correct all contract deficiencies found during electrical starting and testing of equipment and systems and Minister's performance verification.

1.13CONTRACTOR'S TESTING AGENT(S)

.1Arrange and pay for services of testing agent(s) to perform tests and verifications specified in Section 16972-Electrical Starting and Testing by Contractor's Testing Agent.

.2Contractor's Testing Agent(s) Qualifications:

.1Registered testing firm whose normal day to day business is electrical testing.

.2Testing agent shall be independent of any Supplier, Contractor or Subcontractor who's work is tested and shall not have any financial or other interests in or with the Contractor.

.3Minimum of five years experience in the maintenance and testing of electrical equipment and systems at all voltage levels up to and including 25KV class.

.4Employ at least one electrician holding a current journeyman's certificate in the Province of Alberta.

.5Personnel involved in power system testing shall have proven experience in the use of the following test equipment:

.1Meggers 250 volts, 1000 volt and 2500 volt.

.2DC hipot test equipment up to 100 kV DC.

.3Capacitance bridges.

.4Transformer ratio test equipment.

.5Contact resistance testers (ductor).

.6Protective relay test equipment of current injection type for testing and calibration of induction disc and solid state protective devices.

.6Testing Agent involved in testing of hospital wiring systems shall have proven experience in testing of branch circuit wiring in Patient Care areas as specified in CAN/CSAZ32.2M89 "Electrical Safety in Patient Care Areas".

.3Contractor's Testing Agent(s) Report:

.1Arrange for Contractor's Testing Agent(s) to submit three bound copies of all test results, together with deficiency lists, and summary of tests, and include recommendations for any corrective action required directly to the Minister.

1.14FIRE ALARM SYSTEM TESTING AND VERIFICATION

.1The Minister will be responsible for appointing a verification agent to direct verification of fire alarm system in accordance with:

.1CAN/ULCS53796, "Verification of Fire Alarm System Installations", and

.2Alberta Labour General Safety Services Division, "Fire Alarm Systems Manual, Rev. 8", and

.3Requirements of authority having jurisdiction.

.2Contractor requirements in testing and verification of the fire alarm system are specified in Section16971 "Electrical Starting and Testing By Contractor".

1.15MINISTER'S PERFORMANCE TESTING AGENT(S)

SPECNOTE:Include only if Facility Startup Program is in effect.

.1The Minister, at his option, following Interim Acceptance may arrange for services of a performance testing agent to separately test or retest electrical equipment or systems.

.2Performance testing agent may witness any or all tests or startups which are the responsibility of the Contractor as specified in Sections 16971-Electrical Starting and Testing by Contractor and Section 16972-Electrical Starting and Testing by Contractor's Testing Agent

.3Performance testing of any system by the Minister does not reduce the Contractors obligations for complete testing and startup of systems as specified.

1.16COORDINATION

.1Coordinate starting of electrical equipment and systems with testing and demonstration and instruction of:

.1Electrical equipment and systems specified in Division16.

.2Mechanical equipment and systems specified in Division15.

.3Other equipment and system specified in other Divisions.

.2Where any equipment or systems requires testing prior to starting, ensure that such work has been completed prior to starting of electrical equipment and systems.

1.17IMPLEMENTATION

SPECNOTE:Delete references to "Contractor StartUp" and "Fine Tuning" unless full Facility StartUp program is being specified as described in Division 1.

.1Except where otherwise specified, perform all testing and related requirements specified herein [during Contractor StartUp,] prior to Interim Acceptance of the Work.

.2Perform load balance, power factor and voltage testing [during Fine Tuning] three months after Practical Completion of facility.

SPECNOTE:Delete 1.6.2 if full Facility Start-Up Program, particularly Performance Test Program is specified.

1.18SCHEDULING

.1Provide a contractor startup schedule as specified in Division1.
