National Certificate in Sport Officiating (Level 3)

Purpose
This qualification is designed to recognise the skills and knowledge required of people who officiate at sport competitions below elite level. Certificate holders are able to apply their knowledge and skills to familiar and new situations in sport competitions. Each holder of this certificate will be able to apply the specific skills of umpiring and officiating to their chosen sport code.
This qualification recognises the specific skills of the official, including applying knowledge of: sport rules and regulations; obligations, responsibilities, and duties; communication; conflict management; managing personal stress, completing pre-competition preparations, and reviewing personal performance.
The qualification also aligns with the ‘Calling the Game’ Framework developed by Sport and Recreation New Zealand (SPARC) in the outcome statements and evidence requirements of the standards included in the qualification.
This qualification builds on the National Certificate in Sport (Level 2) [Ref: 0493].

This qualification replaced the National Certificate in Sport (Umpiring-Officiating) (Level 3) [Ref: 0445].

Requirements for Award of Qualification
Award of NZQF National QualificationsCredit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Version 1
This qualification replaced the National Certificate in Sport (Umpiring-Officiating) (Level 3) [Ref: 0445].
Changes to structure and content
· The credit total decreased from 67 to 42.
· Standards 377, 497, 1299, 1304, 4862, 4864, 4879, 4880, 4881, 4887, 5365, 6401, 6402, 9676, and 12349 were removed from the Compulsory section.
· Standards 21639, 21644, 26221, 26222, 26223, 26224, and 26225 were added to the Compulsory section.
· Standards 1312 and 3491 were moved to the Elective section.
· The Elective section now requires a minimum of 11 credits from specified standards instead of from anywhere on the NZQF.
· Standards 9705, 13377, 20673, and 26421 were added to the Elective section.

Trainees currently working towards programmes or courses leading to the award of version 4 of the replaced qualification may either complete the requirements of that version by 31 December 2012 or transfer to this qualification. However, it should be noted that there are substantial differences between the two qualifications.
This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.

It is anticipated that no existing trainees will be disadvantaged by these transition arrangements. Any person who feels they have been disadvantaged by these transition arrangements should contact Skills Active, which will consider appeals on a case-by-case basis.

Quality Management Systems
Providers and Industry Training Organisations must be granted consent to assess by a recognised Quality Assurance Body before they can register credits from assessment against standards. Accredited providers and Industry Training Organisations assessing against standards must engage with the moderation system that applies to those standards. Accreditation requirements and the moderation system are outlined in the associated Accreditation and Moderation Action Plan (AMAP) for each standard.
